00:12democracy led by Nicolás Maduro's government, is underway.
00:19In Palestine, Israeli occupation forces attacked the Ondra Salah al-Din school west of Gaza
00:25City in an attempt to destroy a makeshift clinic treating displaced citizens killing
00:30at least four people.
00:35And a panel of experts at the COP29 climate summit held in Azerbaijan says countries need
00:41to invest more than $6 trillion per year by 2030 to tackle the effects of climate change
00:46or risk having to pay more in the future.
00:57Hello and welcome to From the South, I'm Alejandra García from Telesur Studios in
01:01Caracas, Venezuela.
01:02We begin with the news, stay with us.
01:16In Venezuela, the fight against fascism marks the debates of the first day of the Great
01:26Congress of the Historic Bolivarian Bloc for the 21st Century held in Caracas.
01:31The government of Venezuela kicked off the Congress this Thursday, which seeks to raise
01:35the discussion of three concrete actions agendas for each of the seven transformations proposed
01:40in more than 90,000 popular assemblies.
01:44President Nicolás Maduro has highlighted the importance of the Congress for the construction
01:49of the new homeland.
01:50The president explained the strategy of the Congress for the re-foundation of the state
01:55and Vision 2054, which aims at consolidating Venezuela's power in the context of Latin
02:02America and the Caribbean.
02:03Vice President Nelcy Rodríguez, for her part, underlined that the Congress marks the course
02:08of Venezuela of the future to move from oil rentierism to a great sustainable economic
02:15transformation.
02:21And to go deep into all the details and relevance of the Grand Congress of the Historic Bolivarian
02:27Bloc, we contact our correspondent Gladys Casada.
02:30Hi Gladys.
02:31Hi, hello, thanks for this opportunity and the time to tell you what is going on in this
02:39Grand Congress of the Bolivarian Patriotic Bloc, which is the gathering of the five generations
02:46that conform the generations that are making up the revolution, the Bolivarian revolution,
02:52and also the seven forces, which are also the main political sectors and social sectors
02:58that also conform the Bolivarian revolution.
03:01And that's to say the native people, the women, the workers, and other organizations that
03:07are present in this project and in this program.
03:10I have to say this Congress is going to roll out for three days.
03:15Today is the first day.
03:16Tomorrow will be entirely aimed to discuss the proposals of the 6,000 delegates that
03:23came and gathered here today in Caracas.
03:25And also on Saturday there will be the closure of this Congress and the proposals that arise
03:32from the discussions and the debates will be handed over to the President Nicolás Maduro
03:37Moros for his consideration and for the implementation of his suggestions from the 6,000 delegates
03:45and to get it into force, okay, make the words into realities regarding the political and
03:52social projects of the Bolivarian revolution.
03:54I have to say this gathering is crucial because it is the voices of the many, many grassroots
04:00organization members who gave their opinions in assemblies and in gatherings and now those
04:07opinions and suggestions are coming to an end and are coming to fruition to give it
04:13to the President for him to implement it as a state policy.
04:17I have to say that today we had the initial remarks that were given by the Vice President
04:23Delcy Rodríguez Gómez and she was saying something very interesting.
04:27She was referring to a concept named historical dignity and that's a way to express continuity
04:34with the independentist and Bolivarian ideals and with the precepts of Simón Bolívar,
04:40the libertador of this homeland and also of Latin America.
04:46She was also referring to the need to kill the bourgeois model, that's to say the capitalist
04:54you know remains in the political system here in Venezuela and how bureaucracy is killing
05:00the will of the people in the construction of socialism.
05:04Also the President of the National Assembly, Jorge Rodríguez, was also offering initial
05:09remarks and he was referring to the need to combat you know fascism, political expressions
05:15that are similar and how to combat this kind of you know back sets that are taking back
05:23the projects of the revolution and Ricardo Menéndez, the Vice President of PLANIN, he
05:28was also offering some remarks giving the ideals that there is no revolutionary man
05:33that can be corrupt so the fighting against corruption is crucial, is mandatory and is
05:39needed in the revolution.
05:41So those were the initial remarks, those were intended to give some historical context
05:47and afterwards those delegates, the 6,000 delegates were you know they took several
05:54ways apart because they were gathering in seven different working tables, each one of
05:59them is intended and dedicated to debate each one of the seven transformations that were
06:04proposed in the government plan of President Nicolás Maduro Moros when he was a presidential
06:10candidate before the July 28th presidential elections.
06:13So other things that I want to say is that for example in the table, in the working table
06:19number seven which is intended to discuss foreign policies and geopolitics, the leader
06:26of this debate was Iván Gil, the Chancellor and Foreign Minister of Affairs or the Minister
06:31of Foreign Affairs in Venezuela and he was stating the importance of getting into SILAC
06:37and how to make SILAC a more resilient and a working bloc that can achieve other goals.
06:46Also he was stating about the importance of race, about the importance of solidarity and
06:51the paramount importance of Africa as a new market and as a new political pole for Venezuela.
06:59Also in the second occasion that we had contact with these working tables we were at the working
07:06table number five which was intended to the political changes in economy also and how
07:12the economy has to change in tones alongside the politics.
07:19He was saying that it is paramount to do a conscious review of the economy and how to
07:26do investments in the sectors that are most vulnerable and that are in most need.
07:32He also was saying that the popular will has to be in a problematic agenda, not only
07:38in the words, not only in the streets, not only in un-material ways but it has to be
07:44enhanced, it has to be enforced because that's the way that socialism is going to be constructed
07:49in Venezuela following the model of popular will and popular governance most of all.
07:55And other one of the tables that we had the opportunity to visit was the table number
07:59five, a bigger part of number two and that was led by Edgar Valera, one of the leaders
08:06of the science and environmental ministry and he was stating that the importance of
08:12making good decisions in terms of mobility, transportation, well-being of the citizenship
08:18and also how the urban spaces and the rural spaces they have to go side by side in the
08:24development of the nation.
08:26The other tables are considering topics such as ecology, environmental protection and other
08:32main issues that they are going to treat here but those are, you know, in big ways the topics
08:41of today.
08:42Tomorrow there will be a whole day of discussions and as I was saying, those topics and those
08:47suggestions that arise from these discussions are going to be handed over for President
08:52Nicolás Maduro Moros afterwards.
08:55So this was moreover the first day of this congress of the five generations and the seven
09:01forces which means a good way to enhance the seven transformations.
09:06We will be reporting from here, from the center in La Carlota here in Caracas and this is
09:11all the information that I have for today and now I'm giving the signal back to you.
09:17Thank you Gladys for all the information.
09:19We were listening to Gladys Quesada in the framework of the Grand Crown Congress of the
09:23Historic Bolivarian Bloc that will take place in Caracas, Venezuela until November 14th.
09:28And in other information, Bolivia has accepted an invitation from Russia to become a partner
09:34country of the BRICS Economic Group as informed by the Latin American Nations Foreign Minister
09:39Celinda Sosa-Lunda.
09:41The minister made the announcement on Wednesday during an interview with the TASS News Agency
09:46on the sidelines of the United Nations Climate Change Conference, COP29, taking place in
09:52Zimbabwe, a surveillance capital.
09:54In this regard, Sosa-Lunda stated they are really grateful for the invitation, adding
09:59that BRICS will be a space for many developing countries like Bolivia to have financial resources
10:05to be able to enter into a process of transformation of sustainable development in the face of
10:11the climate, economic and political crisis that the world is currently experiencing.
10:23The Ministry of Foreign Affairs of Mexico sent a diplomatic note to the US Embassy in
10:28Mexico City for statements made by Ambassador Ken Salazar questioning AMLO's security policies.
10:34Through a statement, the Government of Mexico announced it had sent a diplomatic note to
10:39the US Embassy in Mexico due to the statements made by Ambassador Ken Salazar in a press
10:44conference.
10:45Salazar had criticized the security measures implemented during the government of Andres
10:50Manuel López Obrador.
10:52Salazar's statements come just days after Donald Trump's victory as President for the
10:56United States.
11:03And now we have a short break coming up, but first remember you can join us on TikTok at
11:08TELUS for English.
11:09This is all for the moment, stay tuned.
11:21Welcome back.
11:39In Palestine, Israeli occupation forces attacked the UNRWA Salah al-Din School, west of Gaza
11:45City, in an attempt to destroy a makeshift clinic treating displaced citizens.
11:50According to the authorities, four people were killed and others wounded as a result
11:54of an Israeli airstrike on the educational centre located in the neighbourhood of Al-Nasr
11:59in the city of Gaza.
12:00The school served as a medical clinic to treat people displaced by the genocidal conflict
12:05perpetrated by the Israeli regime since October last year.
12:09It should be noted that this attack adds to the countless bombings carried out by the
12:14Palestinian Army against Palestinian civilians as part of a genocidal plan that has left
12:19a balance of 43,736 dead and 103,370 wounded and more than 10,000 missing.
12:35In Paris, the French capital, a pro-Palestinian protest erupted ahead of a France-Israeli
12:41football match that took place on Thursday night.
12:44For the game, played at the Stade de France, police were deployed across the city with
12:48close to 4,000 officers and security staff covering the stadium grounds and another 1,500
12:54policemen securing public transportation.
12:57The first took place in Saint-Denis, the suburb north of Paris, where the stadium is located.
13:03Also during the match, spectators whistled over the Israeli national anthem to drown
13:09out the sound.
13:10The ramped-up security presence comes after a violent incident in the Netherlands surrounding
13:15the football match between Israel's Maccabi Tel Aviv and Ajax of Amsterdam put authorities
13:21across Europe on high alert.
13:28A special United Nations committee has concluded that Israel's methods of warfare against Gaza
13:33amount to genocide.
13:36The conclusions are part of a report that the committee will present before the National
13:41Assembly on Monday.
13:42The document accuses Israel of resorting to starvation as a method of warfare and of intentionally
13:49inflicting collective punishment on the Palestinian population in defiance of orders from the
13:55International Court of Justice, the United Nations' repeated calls and its Security Council
14:01resolutions.
14:02The report also states that in last February, Israel's Israeli forces used more than 25,000
14:07tons of explosives across the Gaza Strip, which is the equivalent of two nuclear bombs.
14:12The U.S. State Department said Thursday that it disagrees with the resolution's conclusions.
14:24On Thursday, United Nations Under-Secretary-General for Peace Operations Jan-Pierre Lacroix discussed
14:30in Lebanon the need to fully comply with the obligations of International Resolution 1701
14:36in the country.
14:37The United Nations official concluded a three-day visit to Lebanon, stressing that Security
14:43Council Resolution 1701 remains essential for stability in the nation.
14:48In meetings with senior officials, including Prime Minister Nayib Mikati, Lebanese Army
14:53Commander General Joseph Aoun and others, he urged Lebanon and Israel to fully meet
14:59their obligations under the resolution.
15:01In addition, Lacroix visited UNIFIL bases and met with its personnel, including those
15:07injured in recent Israeli attacks, and thanked the 50 troop-contributing countries supporting
15:12the mission of peacekeepers.
15:15At least 15 people were killed in Syria following Israeli airstrikes on residential areas of
15:20Damascus.
15:21The Tel Aviv Air Force bombed two residential buildings in the Maseh neighborhood and in
15:27Qudsaya.
15:28The Syrian Ministry of Defense confirmed that 16 people were wounded in the attack.
15:33According to the military ministry, the attacks caused major material damage to private properties
15:39and surrounding buildings.
15:42In Iran, during his latest press conference, the International Atomic Energy Agency chief
15:48Rafael Grossi warned about possible attacks to Iranian nuclear facilities.
15:52The Grossi statement comes after declarations from the Israeli Defense Minister Israel Katz,
15:58stating that Iran was more exposed than ever to strikes on its nuclear facilities.
16:04I say this with regards to Iran, and I say it also when I have to address, you may have
16:10seen me at the Security Council, at the UN Security Council, talking about the situation
16:15in Ukraine and in Russia.
16:18Nuclear installations should not be attacked.
16:22There is a whole body of international law that is being violated.
16:29There is a whole body of international law referring to this, which I don't need to repeat.

17:20A panel of experts at the COP29 Climate Summit held in Azerbaijan says countries need to
17:25invest more than $6 trillion per year by 2030 to tackle the effects of climate change or
17:31risk of having to pay more in the future.
17:34Climate finance is a central focus of the summit, whose success is likely to be judged
17:39on whether nations can agree to a new target for how much richer nations.
17:43Development and lenders and the private sector must provide easier to developing countries
17:48to finance climate action.
17:50According to the Organisation for Economic Co-operation and Development, the previous
17:54goal of $100 billion per year, which expires in 2025, was met two years late in 2022, although
18:02much of it was in the form of loans rather than grants, something recipient countries
18:07say needs to change.
18:10All around the globe, carbon dioxide emissions are increasing, even despite this being the
18:15heart of the fight against climate change.
18:17The Carbon Budget Project Scientific Alliance determined the rise of the carbon dioxide
18:22levels.
18:23Measurements registered a new record this year, 37.4 gigatons, that is 0.8% more than
18:30in 2023.
18:31The figure comes as delegations from 200 countries and countries around the world are
18:36The figure comes as delegations from 200 countries and countries around the world are
18:39gathered in the Azerbaijani capital of Baku for the COP29 climate summit.
18:44In this context, according to scientific records, the planet has only six months left to consume
18:49the carbon budget that would keep the planet's extra warming to 1.5 degrees centigrade.
18:55India's capital, New Delhi, has ordered all primary schools to cease in-person classes
19:05until further notice due to worsening air quality in the city.
19:09The government has also banned non-essential construction in the city and urged residents
19:14to avoid warning calls for heating.
19:16Other measures, such as sparkling water with dust supersense on roads, as well as mechanized
19:22sweeping that would help settle dust, will come into effect from Friday morning.
19:27The air quality in northern India has deteriorated over the past week, with toxic smog obscuring
19:33India's famed Taj Mahal, about 220 km from New Delhi, as well as Shikhim holiest shrine,
19:40the Golden Temple in Amritsar.
19:42The Philippines issued the highest storm alert and evacuated thousands of people as it braces
19:55for Super Typhoon Usagi, the fifth storm to hit the country in three weeks.
20:00According to the National Weather Agency, Usagi is set to make landfall in the already
20:05storm-battered northern part of the main island of Luzon on Thursday, with packing sustained
20:09winds of up to 185 km per hour.
20:12In this context, residents arrived at an evacuation center as the powerful typhoon approached
20:17Cagayan province.
20:19In addition, emergency workers and volunteers unloaded supplies at school turned into shelters.
20:32In Spain, authorities keep alert for a new isolated depression at high levels, or DANA,
20:37which has been lashing the communities of Valencia and Andalusia.
20:41Even though the state meteorological agency has lowered the rainfall warning for the coast
20:46of Valencia from red to orange, the extreme forecast measures are still in force for that
20:51community.
20:52Only weeks ago, the country registered one of the most deadly storms in recent years,
20:56claiming 223 lives.
20:58Furthermore, experts have forecasted heavy rainfalls of 40 litres per square metre for
21:04Valencia.
21:05Therefore, all provisions are in force, including class suspension both in Valencia and Andalusia,
21:10as assistance and rescue teams have been deployed.
21:20Scientists have found the largest coral in the world near the remote Solomon Islands
21:25in the Pacific Ocean.
21:26The organism, which has 183 metres circumference, is made up of a network of coral polyps, which
21:34are small individual creatures.
21:35The discovery was made in October by members of National Geographic's Pristine Seas team,
21:41a group of scientists working on a research vessel in the southwest Pacific Ocean.
21:47Unlike a reef, which is a network of many coral colonies, the newly discovered structure
21:52is a standalone coral that has grown uninterrupted for hundreds of years.
