00:00Venezuela hosts this Friday, the second day of the Congress of the Historical Bolivarian
00:12Bloc, an exercise in participatory democracy led by the government of Nicolás Maduro.
00:21On Thursday, the United Nations General Assembly pursued a resolution by absolute majority
00:26recognizing the Palestinian people's strive to self-determination and being an independent
00:31state.
00:35And the new dana in Spain and tropical storm Sara in the Caribbean have left citizens struggling
00:40to cope with severe weather conditions in the form of heavy rains, floods and landslides.
00:51Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Caracas, Venezuela.
00:57We begin with the news, stay with us.
01:17It's the second day of the Congress of Bolivarian Historical Bloc in Venezuela and our correspondent
01:22Belén de los Santos is there with the details we must know about this event.
01:27Hi Belén.
01:28Hi Ale, thank you for greeting me.
01:35And as exactly as you were saying, this is the second day of the Grand Congress of the
01:40Historic Bolivarian Bloc here in Caracas.
01:43And as you were also saying, this is an important exercise of democratic participation.
01:50What does that mean?
01:51This means a way of thinking, this is an exercise of how to build a democratic system that is
01:58built not from the top down, but from the basis up.
02:03So that is what is happening here in Caracas and this process, as we were saying throughout
02:07the day, does not begin here, did not begin yesterday when the Congress started, but it
02:13began months ago with assemblies all over the territory and this is just the culmination
02:19of that process.
02:20This process of democratic participation is being described as the five generations, that
02:27means all the generations that make up the Venezuelan population, from the youth to the
02:33elderly, from those who participated in these important first parts of the revolutionary
02:41process to the youth who are being brought up in this process and are now carrying along
02:48the struggle.
02:50So the five generations and the seven forces, that means all the forces that compose, again,
02:59the Venezuelan sectors.
03:01What does this mean?
03:02This means the political forces, so the party, for instance, and also the forces that have
03:09to do with the social forces, civil forces.
03:13In this we have also the communal power, the popular power that plays such an important
03:18role in the construction of Venezuelan socialism and this together with the productive sources.
03:25So we are talking about the different generations of Venezuela, the different sectors of Venezuela
03:31coming together to debate on the seven transformations.
03:36And what are the seven transformations?
03:38Those are the seven key aspects in which the government has laid a plan to transform, to
03:46continue working in this construction of socialism in the coming years.
03:51These seven transformations go from the reviewing of, strengthening independence, modernizing
03:59the economy, also matters related to security, among others.
04:05Also the ecology and climate change play a very important role in these discussions.
04:11And these are the topics that are being debated, as we were saying, in the assemblies that
04:17are being underway today.
04:20Yesterday was the opening day and today is the working day when delegates from all over
04:26Venezuela are coming together with their proposals.
04:30So just to take us into a little bit of what is happening within these assemblies, for
04:36example in the one that discusses political participation and popular power, there's been
04:43a lot of talk regarding how to strengthen the communal power, the communes that are
04:50such an important role and such an important factor in this socialist model that was thought
04:57out and designed by Hugo Chavez and is now being carried out.
05:02So everything related to how to strengthen those powers within the territories in an
05:09everyday basis is being discussed in that assembly.
05:13And as that, for example, regarding the economy, also a lot is being said about the importance
05:19of the production of food, for example, and how this has played a key role during the
05:27past years when Venezuela has really had to step up its production in terms of making
05:35face to the coercive measures that have been imposed from the international powers.
05:43So that's a little bit of what's happening here.
05:46Bel, as we are seeing in the images, the indigenous communities are the protagonists of today's
05:53debates.
05:54What role are they playing in drafting strategies, political strategies, in the framework of
06:00this Grand Congress?
06:05Yes, Ale, so what you're saying is very important, and I don't know if you can hear, but there's
06:10a little bit of a party starting because the day is coming to a close, and this is also
06:15a celebration of the different militants and sectors that are coming together.
06:19You were talking about the indigenous communities, and exactly, we were saying that different
06:25sectors are coming together, and we are talking about women, workers from different sectors,
06:31the rural workers, and also the indigenous communities.
06:35We were talking to one of the indigenous leaders just hours ago, and she was telling us how
06:40important it was that they were participating, not only participating in the Congress, but
06:45participating with delegates in all of the assemblies, in all of the working tables,
06:51and this is to bring their vision to the table to discuss how is Venezuela going to face
06:58its transformation of economy, how is it going to face its transformation of the environment,
07:05how is it going to face a world that is increasingly dealing with the effects of climate change.
07:11Well, the indigenous communities have a lot to put on the table regarding their vision,
07:18for example, of their territories, of their land, of a different model that is not the
07:23capitalistic model of thinking about production and the relationship with the land.
07:30So that is one of the things why it's very important to incorporate this into the discussion,
07:37and also one of the things that both this leader was saying, but also a lot of the leaders
07:42that have come here to Caracas are mentioning is the importance to highlight how new and
07:49innovative this way of coming together is in the designing of a plan of government for
07:55the coming years, because what is at play here in Caracas today in this Congress is
08:01the possibility that the design of a government in its key strategic areas is not going to
08:07be done in a desk in the high offices of a government, but is being done in every territory,
08:14in every commune.
08:15It's being debated today, and tomorrow we will have a draft with the conclusions, and
08:20that will play a key role in the years to come.
08:23So that is what is happening here, and that's why it's so important to have all sectors
08:28of society participating.
08:30Thank you, Bel.
08:31Thank you for all the information.
08:32We will keep in touch.
08:34We were listening to Belen de los Santos in the framework of the second day of the Grand
08:39Congress of the Historic Bolivarian Bloc, and with this report, we are going to take
08:43a short break, but remember you can join us on TikTok at Telesur English, where you'll
08:48find news in different formats, news updates, and more.
08:52Stay with us.
