00:00In Caracas, Venezuela, begins the Congress of the Historic Bolivarian Bloc, an exercise
00:20of participative democracy led by Nicolás Maduro's government.
00:24The Congress comes after more than 90,000 assemblies in the communes and other people's
00:29power exercise spaces.
00:306,000 representatives of all the social forces and collective movements and political parties
00:36of the Bolivarian Revolution will attend this strategic meeting.
00:40Last Monday, during the preparation process of the Congress, the Venezuelan head of state,
00:44Nicolás Maduro, as the first objective of discussions, mentioned the plan of the Seven
00:50Transformations, a government program with seven lines of work for 2025-2030, based on
00:56the strategic thinking of Commander Hugo Chávez.

01:09Bloc, we contact our correspondent, Gladys Quesada.

01:13Hi, Ale.
01:14Yes, precisely, we are here in La Carlota, which is serving as the main venue for this
01:23gathering of the Patriotic Pole and the Bloc, which is these five generations and the seven
01:31forces.
01:32Those are numbers that, when you hear them, you think, well, I don't understand them.
01:36OK, but I'm going to explain.
01:38The five generations are those who are conforming the ideological basis and, you know, the active
01:45generations of the revolution, that's to say, the foundations of the Bolivarian Revolution
01:50back in the independence struggles, also the Bolivar ideals.
01:55And today, nowadays, those are considered like the cornerstone of the Bolivarian Revolution
02:00alongside Hugo Chávez's legacy and the work of Nicolás Maduro Moros, alongside younger
02:08generations, those who are 18 years old, 15 years old, who are named like the genial generation,
02:16which is meaning the cool generation, the great generation.
02:19And they are the, you know, the inheritance of what is doing the government today and
02:25what is being done in, you know, in favor of the future of Venezuela.
02:30Also, the seven forces, those are the main social sectors that conform the revolution.
02:37And I have to say, those are the indigenous, the native peoples, also the working class,
02:43you know, the environmentalists, the non-heteronormative communities.
02:49And those are the social bonds, the social organizations that conform this.
02:56So if you get together the generations with the social sectors and the intersectional
03:02will of construct a new future for Venezuela and a socialist path for Venezuela, that's
03:09the result or the outcome of that is what you can see today, this grand congress that
03:15is gathering all the forces and all the generations to construct together a new future and to
03:21make a new Venezuela.
03:23So that's the premise of this congress.
03:26Today was the first day of discussions and the 6,000 delegates were gathered in seven
03:33working tables and those tables are corresponding with the seven transformations that the president
03:40Nicolás Maduro Moros was defining in his government plan, as you were saying, when
03:47he was back on July 28th just a presidential candidate and now he's the elect chief of
03:54state here in Venezuela.
03:56As you know, this is one of the many ways that he has to implement his agenda for 2030
04:03and this is one of the many ways to enhance the popular will and also the socialism and
04:09the construction of the new Venezuela.
04:12Precisely, Ricardo Menendez, the authority, as you mentioned, leading the seven transformations
04:17plan was one of the main speakers of this first day of debates.
04:21What were the main highlights of his speech and how is the country progressing in terms
04:25of economy, public services and national sovereignty, as you mentioned?
04:31Okay, Ale, we cannot speak about Ricardo Menendez's remarks without speaking or without addressing
04:38the remarks of Delcy Rodríguez, which is the vice president of the country, and Jorge
04:44Rodríguez, the president of the National Assembly.
04:46Both of them are given the historical and social context of this congress and they were
04:53also highlighting some concepts that, for me, were so interesting, like historical dignity.
05:00They were speaking about being the inheritance and living a legacy at the same time and how
05:06this congress and the construction of socialism in Venezuela is a way to give an end to capitalism
05:13and to give an end to old structures in the world, old social ways and birth, you know,
05:20give a way for the new ways, for the new forms, for the new world, the multipolar world, okay?
05:26So those were the remarks by Delcy Rodríguez and also Jorge Rodríguez.
05:32Those are, you know, main authorities here in Venezuela and main authorities in the construction
05:37of the socialist project.
05:39But also, as you were referring, Ricardo Menendez, which is one of the paramount figures of this
05:44congress, he was explaining the need for, you know, do proper planning, you know, accurate
05:52location of the resources of the revolution, not to do, you know, vain expenditures, not
05:58to do shallow expenses, but to allocate the resources where people are needing those resources.
06:06He was also directing one of the working tables, and that's the table number five, regarding
06:12the political changes.
06:13He was saying something so interesting, that is, that the economy has to go hand in hand
06:20with politics.
06:21You cannot speak about socialism in politics without changing the roots, the core, the
06:27basis of the economy and to change the model towards socialism.
06:31And those are the means of production, the ways of reproduce the well-being and the welfare
06:39of the people.
06:40I want to explain something also that he was saying, and he was stating that it is not
06:46possible to construct a revolution with corruption inside.
06:50It is not possible to construct a revolution with bureaucracy inside.
06:55So one of the main topics of his working table today and tomorrow, of course, will be how
07:01to alleviate the ways for people to communicate with the leaders, how to alleviate the economy
07:07in order to construct new models for making people more productive in terms of economy,
07:14and how to enhance these means in the hands of the people, you know, and how to give way
07:21for the economy to be one with the policies of the state and how the model is going to
07:28respond, is going to correspond with the socialist goal, the socialist future that Venezuela
07:34is envisioning.
