00:00Two officers arrive on the scene of an ordinary disturbance call.
00:06A man is threatening his neighbors.
00:08However, in just a moment, the situation will escalate into something much worse.
00:14Hello?
00:15Does he have any knives?
00:18Any knives?
00:19No.
00:20Guns?
00:21We have guns.
00:22The suspect is armed.
00:23Okay, we're going to block the main entrance right here.
00:24My neighbor is threatening me.
00:25Threatening me.
00:26Threatening me.
00:27Threatening me.
00:28My neighbor is threatening me.
00:29Threatening me.
00:30Threatening me.
00:30Threatening me.
00:31Threatening me.
00:31Threatening me.
00:32Threatening me.
00:32Threatening me.
00:33Threatening...
00:33We have deployed a SWAT team on route to...
00:34Step out slow!
00:35Step out.
00:36Shut up.
00:37Move!
00:38Move!
00:39On March 11th, 2023, a peaceful morning descended into chaos in Steel Creek, Charlotte,
00:54as one man began a campaign of terror
00:57that has put an entire neighborhood in danger.
00:59But to understand how police got
01:01this schizophrenic man under control,
01:03we need to take a look at every tactic and technique
01:06the SWAT team used throughout the 30-hour standoff.
01:09It started at 6.45 a.m. on Saturday morning
01:12when An Tai walked into his front garden,
01:15megaphone in hand, and threatened to kill his neighbors
01:18on Grier Fork Drive.
01:19The clock started immediately when 911 started receiving
01:23calls from some of those neighbors.
01:24My neighbor is threatening me,
01:25threatening to kill me, threatening to kill the police.
01:27I have it on video.
01:28We're scared.
01:29Okay, and when you say he's threatening you,
01:31is he doing it in person, on the phone?
01:32Yeah, phone with a megaphone.
01:34He's out in front of his yard.
01:35Charlotte, 911.
01:37I need police.
01:38I need to form a communicating threats report.
01:42I'm working with CMPD crisis response team,
01:47and our neighbor is threatening us currently.
01:50Community police and crisis response team
01:52helps mediate disputes between neighbors
01:55and can often settle arguments
01:56without having to call 911.
01:58They specialize in people who have behavioral problems
02:01or those with substance abuse,
02:02and they've been involved with Tai
02:04on no less than 13 other occasions
02:06after his threatening behavior towards his neighbors.
02:08Unfortunately, this situation is much too serious
02:11for the CMPD this time,
02:13and the police have to step in
02:14for what will be their 47th interaction with Tai.
02:18He's at the door on a megaphone yelling.
02:21I'm going to turn everything off.
02:24What's going on?
02:25Here we go.
02:28Good morning.
02:29Good morning.
02:30How you doing?
02:31On LZ warrants for his arrest.
02:36I don't know because-
02:38We have to take him.
02:39He has a warrant for his arrest.
02:40Does he have any knives?
02:42Any knives?
02:43Guns?
02:44He have gun.
02:45Six, the gun have the six, six bullet.
02:48Yeah.
02:49Revolver.
02:49Yeah.
02:51He has that?
02:52Yeah.
02:53We're going to try to get out of his range
02:55in case he shoots.
02:56He won't see us to shoot.
02:58In order to make sure the cops have the right information,
03:00they're going to need to break down the language barrier.
03:03So her daughter is soon on the phone
03:05helping to translate for the officers,
03:06ensuring the cops can properly assess the gravity
03:09of the situation without second guessing themselves.
03:12Who is this?
03:13It's my daughter.
03:14Oh, hello?
03:15Hello.
03:16Hi.
03:17Hey, this officer Miller with Charlotte police.
03:18We're just trying to clarify
03:20with the language barrier for your mom,
03:22but Anne has a order for his arrest to go to jail.
03:26She's advising that he has what we can best tell
03:30is a revolver, a gun.
03:32I just want to confirm that he does have that with your mom.
03:35If you, if you can ask her if he does have a gun.
03:38Yes, yes, of course.
03:39All right, go ahead.
03:41She says that he does have a revolver in his throat.
03:46Does he have bullets in the revolver?
03:48Is it loaded?
03:49Yes, it does.
03:51She was trying to explain another possible weapon,
03:54and I couldn't understand what she was saying.
03:56So can you ask her if he has any other weapons?
03:58She said that he has a baseball bat.
04:02And what kind of dog does he have?
04:03There's two dogs in there, like a medium-sized dog,
04:07and the other one is like a small dog.
04:10Now the cops have a much better picture
04:12of what they're facing.
04:13They know that Ty has a gun, and it's loaded.
04:16They suspect he has a dog in there with him,
04:18and although the mother claims it won't bite,
04:20these cops can't take any chances.
04:22Ty also has a warrant out for his arrest
04:25for communicating threats in another incident,
04:27making this a criminal barricade.
04:29The difference between a criminal barricade
04:30and a non-criminal barricade is simple.
04:32A non-criminal barricade usually means
04:34a suspect isn't wanted for a crime
04:37and is often a case of a suicidal suspect.
04:39A criminal barricade means the suspect
04:41is wanted for a crime,
04:43is a possible danger to others,
04:44and needs a drastically different approach.
04:46These cops don't have access to the resources
04:49this kind of response will need,
04:50and SWAT is called in to take over this standoff.
04:53SWAT has an arsenal of armored vehicles
04:55at their disposal, as well as riot shields,
04:58expert negotiators, and specific training
05:00to deal with this exact kind of situation.
05:03But just because SWAT has been called
05:04doesn't mean the negotiations stop there,
05:07as police continue to try and convince Ty
05:09to hand himself in
05:10while they wait for the team to arrive.
05:12Mr. Ty,
05:14this is Charlotte Mecklenburg Police Department.
05:17We're outside.
05:18Mr. Ty, I need you to come outside.
05:24We're not going anywhere.
05:25We need you to step outside with your hands up.
05:27Ty already has a warrant out for his arrest
05:29for communicating threats in another incident,
05:31and police know he's highly strong,
05:33potentially violent,
05:34and extremely unpredictable.
05:36If they're going to talk him out of the house,
05:38they're going to have to convince him
05:39there's no danger.
05:41It would help me understand this a lot better
05:43if we were talking face-to-face.
05:46Are you going to kill me?
05:48No, that I'm not.
05:50Are you going to put me in handcuffs?
05:51Yes, I will have to put you in handcuffs.
05:53And then you're not going to let me back to my house.
05:55You're going to take me somewhere far away.
05:59Listen, you do have a warrant
06:01Yes.
06:02for communicating threats, okay?
06:04That's why we're here.
06:06Yes, and I can change my identity.
06:09We have to serve that warrant, okay?
06:11That's just me.
06:12I'm not, I'm not.
06:13My name is King Ty.
06:14I'm not in the business of lying, okay?
06:16I don't want to lie to you.
06:17I don't want to steer you in the wrong direction.
06:19All right?
06:20The trouble that you're in is very minor, okay?
06:23It's not a big deal.
06:24By reassuring him that he won't be hurt if he surrenders,
06:26the negotiator can try to prevent the situation escalating
06:29or even turning violent.
06:31During negotiations like these,
06:33police will try to de-escalate the situation
06:35and keep the suspect as calm as possible.
06:37But in this case, Ty seems so unhinged
06:39that there's no way they can make him see reason.
06:42If things deteriorate any further,
06:44it's possible Ty might make good on his threats
06:47and this situation could turn deadly.
06:49Nobody wants to kill you.
06:50I promise you that.
06:52I do not want to harm you
06:54and no officer out here wants to hurt you.
06:57That I can promise you.
06:58My God, take me alive.
07:01No matter what you do.
07:04Nobody wants to harm you
07:06and we don't want you to harm yourself, all right?
07:08This is war, dude.
07:09You broke my door.
07:10This is not war.
07:11Broke your door in front of everyone, right?
07:13No, we do not want you to hurt yourself.
07:16It seems peaceful negotiations aren't working
07:19as no matter what the negotiator tries,
07:21Ty just won't cooperate.
07:24Become very consistent
07:26that he will not leave that home.
07:28It's just circles, circles, circles, man.
07:31Like it's a...
07:32It always...
07:34Yeah, it always circles back around to
07:36I'm going to kill myself or you're going to kill me, period.
07:39I'm not coming out of this house.
07:41I'm going to die today.
07:42With Ty armed, barricaded in his house
07:45and threatening to kill people,
07:46the police need to keep him calm
07:48and de-escalate the situation until backup arrives.
07:51Shortly afterwards, the SWAT team finally arrives at the scene
07:54to bring this standoff to an end.
07:56Hey, get your f***ing people ready
07:58and have a f***ing plan.
08:00He's ready.
08:01I'm trying to push the robot up,
08:02see if I can get over stuff.
08:08The SWAT team finally at the scene.
08:10They can get a better look at their surroundings
08:12by sending in robots and drones.
08:14But they first need to find the best place
08:16to gain entry into the house,
08:17which in this case is right through the front door.
08:20Zero to six.
08:22Two, five, three, nine.
08:25Well, I won't call you.
08:26I just need you to answer your phone.
08:33Todd, this is very important.
08:35Nobody is here to hurt you.
08:37We are only here to help.
08:40Your mother is worried about you.
08:44We are here to make sure that you get the help you need.
08:48By breaching the door,
08:49the SWAT team is trying to see inside the house.
08:52If Ty isn't willing to negotiate,
08:53then SWAT may have to force their way inside
08:56and face Ty in his own home.
08:58But this just agitates Ty further
09:00and he closes the door in defiance.
09:02Once again, SWAT has no idea
09:05what's waiting for them inside,
09:06so they decide to break down the door again.
09:08Only this time,
09:09they intend to rip it right off its hinges.
09:11Although this has made it easier
09:13for SWAT to enter the house,
09:15the negotiator's job is about to get even harder
09:18as breaching the door has only agitated Ty further
09:21and this standoff is threatening to spiral out of control.
09:24I want to kill myself.
09:27I'm not going to be here
09:28and be f****** cut off by some f****** goddamn f******
09:32who I don't even give a f****** about.
09:34Leave me alone. Let me control the voice.
09:37Literally, the voice is controlling me, man.
09:39You are stronger than that.
09:41No, I'm pretend.
09:42You control the voice.
09:44Listen, I have faith that you can control that voice, okay?
09:48Okay, then let me do it.
09:50Get this voice out of my head and go to heaven.
09:52No, don't let that voice win.
09:54I have no control over my mind, dude.
09:57I'm telling y'all, I'm under mind control for that.
10:00You are stronger than that, okay?
10:02You can do it and we can help you.
10:05This could be some kind of manic episode Ty is experiencing
10:09as he's definitely not of sound mind,
10:11especially when he's talking about voices controlling him.
10:14He's angry that his mother's front door has been destroyed
10:17and the cops know they've made him mad.
10:19Their priority is to try and de-escalate the situation,
10:21so they try and convince him they'll fix the door
10:24after he hands himself in.
10:25But Ty's reaction is not what the cops were hoping for.
10:29They broke my door, man.
10:31I spent an hour telling you that was going to happen.
10:36We can't live here no more.
10:37The door can easily be fixed.
10:40We are poor. It's only me and my mother.
10:41Who's going to take care of your mother if you harm yourself?
10:44I'm not letting you kick me in the eye.
10:46I can give your mother a number to our risk management
10:49and our risk management can help fix the door, okay?
10:53And we all know that.
10:54Myself.
10:55You can't be.
10:56No.
10:57That's why I'm acting like an idiot.
10:59Nobody's hurting.
10:59Nobody said you're acting like an idiot.
11:02Listen.
11:02Well, you act like an idiot.
11:03You broke my door so I can fix myself.
11:05And I told you we were going to do it.
11:09Can you hang up on you?
11:11We're now five hours into this standoff
11:13and the house is completely surrounded.
11:15On the sidelines,
11:16police are trying to obtain an involuntary commitment order.
11:19These are issued to individuals
11:21who are experiencing mental health problems
11:23that impair their ability to reason.
11:25This would be the third time
11:26OnTie has been issued with an involuntary commitment order.
11:29But despite how serious the situation is,
11:31they still can't enter the house without a search warrant.
11:34This is often a long process,
11:36but in this case,
11:37it only took a couple of hours after convincing a judge
11:40the warrant was absolutely necessary
11:42to help bring this standoff to an end.
11:44So now, eight hours into this standoff
11:46and with the search warrant in hand,
11:48SWAT started their meticulous operation
11:50to clear any obstacles from their path,
11:52a process they call tactical breaching.
11:55Hey!
11:56Where are you?
11:59You brought me to try to steal my house.
12:01You have no legal right!
12:03Tactical breaching is more than just
12:05breaking down windows and doors
12:06as it allows easy access to the house
12:08and allows police to see inside the house.
12:10But it's still not safe for the officers to enter the house
12:13as Tie is still hiding and armed with a gun.
12:16There's only one way to see inside the house
12:18without putting lives at risk,
12:20by using the latest technology to their advantage,
12:22like drones and robots.
12:24Alright, we're sending a robot in up the steps if you can.
12:28She can't get around all the time.
12:29I'm in the living room,
12:30so I had to go through the garage.
12:32Okay, alright sir.
12:34We'll hope you'll get the drone up.
12:35So this is what the living room looks like.
12:40Police robots have been around for decades,
12:42but are limited to low ground.
12:44With Tie hiding upstairs,
12:45police need to utilize one of the newer members of the team,
12:48the drone.
12:49First developed for military purposes,
12:51drones have become increasingly more popular
12:53with police departments all across America,
12:55just like here in Charlotte.
12:57I'm doing what I can to push my way through.
13:03Robot's in the laundry room.
13:05A lot of junk though,
13:06trying to push some stuff out of there.
13:09Robot's in the laundry room.
13:13It's just like all the way around.
13:16Drones can reach places people can't,
13:18and give police a bird's eye view of the upstairs of the house
13:21without a single officer being put in harm's way.
13:24It also shows how quickly a situation can go from quiet
13:27to dangerous in the blink of an eye.
13:30I could try to push it through the front door,
13:32but I can't promise anything.
13:34That drone has just been destroyed,
13:36but now police know exactly which room he's hiding out in.
13:39After a second drone is destroyed,
13:41Ty suddenly appears at the front door of the house,
13:43and he's armed with a handgun.
13:45What he might not realize is he's in the targets of several sharpshooters,
13:49who are scattered around the area with various views of the house,
13:51ready to fire if Ty presents a threat to them,
13:54their fellow officers,
13:55or anyone else in the area.
13:57He's trying to put the door back up it looks like.
13:59Gun in his left hand.
14:02Shot out.
14:04Shot out.
14:05He went back up the steps.
14:07That was just a warning shot.
14:08After one of the sharpshooters perceived Ty to be a genuine threat,
14:12but the warning shot did its job,
14:13and Ty retreated back into the house.
14:15After he returned upstairs, he called 911,
14:18initially claiming he'd been shot.
14:20It turns out he was lying,
14:21but during the same call,
14:22he told police he was no longer on Ty,
14:25and had become Lucifer.
14:39I'm in heaven.
14:41Oh, okay.
14:44This was one of four different personalities he's taken on over the course of this standoff,
14:48and in order to keep him talking,
14:49police will play along and call him Lucifer.
14:52But any hopes that they have of ending this standoff before nightfall are slipping away,
14:56as negotiations come to a standstill.
15:08Ty.
15:11I wanna help you, Lucifer.
15:12Lucifer, where are you?
15:18Ty may be in need of the kind of medical help that these cops can't give him,
15:22but that doesn't make the situation any less dangerous.
15:25It's now ten hours into this standoff,
15:27and the tactical breaching continues.
15:29Two vehicles in the driveway are removed to prevent the suspect from making a quick getaway,
15:33and more windows are breached around the house
15:35as the standoff goes into the night,
15:37where Ty continues with his bizarre exchanges with negotiators.
15:41Take all the handcuffs out!
15:44I'm telling you, I'm an anarchy!
15:46I don't demand nothing from the police!
15:48Get out of my house!
15:50I don't need the police!
15:52Stop talking to me!
15:54Ty!
15:55I don't talk to the police!
15:57Yeah, stand by.
15:58I don't need the police!
16:00I am an anarchy!
16:02There is no talking!
16:04You are doing this illegal!
16:07I have the right to practice religion!
16:10Leave me alone!
16:12This incident has now been going on for over thirteen hours,
16:16and tactical breaching has removed most of the doors and windows.
16:19Negotiations continued into the next morning,
16:22but they couldn't get Ty to give himself up,
16:24so SWAT turned to their arsenal of other tactics
16:27to continue the effort to bring this standoff to an end peacefully,
16:30including the smoke grenade.
16:33Alright, you ready?
16:33Alright.
16:35Move.
16:37Move.
17:03How the whip-ass throw was that?
17:05Smoke grenades can help create a visual barrier
17:08and disorient a suspect.
17:09The sudden, sharp sensory overload
17:11can lower the suspect's will to resist
17:13and encourage him to surrender peacefully.
17:16But the SWAT team isn't done yet,
17:17and decides to enter the house to cut the power off.
17:20Alright, you good?
17:22Yep.
17:23Alright. Move, Shelf.
17:36Move.
17:51This tactic serves two purposes.
17:53Firstly, it solves some of the safety concerns,
17:56as electrical equipment and lights will be deactivated
17:58to prevent accidental fires or explosions,
18:01especially when the suspect has firearms.
18:04With the house now a complete wreck,
18:06a small fire could prove disastrous
18:08and engulf the whole house in minutes.
18:10Cutting the power also adds psychological pressure,
18:12as removing electrical equipment the suspect may be using
18:16could leave them feeling isolated and alone,
18:18especially during the night.
18:20But despite their best efforts,
18:22Ty refused to leave the house at all,
18:24and it was starting to look like this standoff might never end.
18:27But then, at 1.18 PM,
18:30an hour after they cut the power,
18:32Ty was seen coming downstairs.
18:34This is the moment SWAT try to bring this standoff to an end
18:37with the help of OC powder chemical munition,
18:39better known as tear gas.
18:41The effects of tear gas on the body include
18:43an unbearable burning sensation in your eyes,
18:46nose, and on your skin.
18:47This is exactly the kind of experience
18:49that was waiting for Ty if he went back upstairs,
18:52where they've just fired it.
18:53For the first time since this 30-hour standoff began,
18:56this prompted Ty to come out of the house
18:59and confront SWAT face-to-face.
19:01Police will always try to achieve a peaceful resolution
19:03in cases like these,
19:05but as they have been for the last two days,
19:07they'll be ready to shoot if Ty opens fire.
19:09I got you. I got you. I promise.
19:12You're good. Come on.
19:14Yeah, stay on the phone.

20:19and could have been used at any moment.

20:33they brought this neighborhood's ordeal to an end
20:36with only one bullet fired
20:38and zero casualties.
