00:00This is Charlene O'Banion, a prison officer being accused of sleeping with an inmate.

00:05You felt me, I was like soaking through my clothes.

00:08After hearing rumors from other officers that had seen her and Jason Parker together,

00:13an investigation was opened up.

00:15Charlene thinks she flew under the radar and got away,

00:18but what she doesn't know is that the detectives have all the evidence they need,

00:23and they're about to expose and embarrass her in the most brutal way possible.

01:17He got out of here for, I don't know, what period of time,

01:20and he tried to contact me on Facebook.

01:22He sent me a message and I blocked him on Facebook.

01:27And, um, I guess one time Parker was going back to Bequia to use the bathroom

01:33and he was talking, like, at the window with me.

01:35And I guess Coker, like, didn't like that, which I had no contact with him or anything.

01:40And, um, Parker had told me that he had gone up to him and was like,

01:44don't talk to her or something crazy like that.

01:47So, uh, I'm just not trying to be rude here.

01:50I'm just, why would you expect this conversation to come up from that?

01:55Like now, if that happened a few months ago.

01:56Charlene claims that the only time she's had contact with Jason

02:00was a single time outside the jail bathroom.

02:03And it was a jealous inmate that started the rumor.

02:06But the detective is about to share some evidence

02:08that instantly proves that Charlene is hiding something.

02:12I don't know exactly where, how it started, like who it started from.

02:16But I was told that it was brought to somebody's attention.

02:18And then we looked at jail calls and there's jail calls between you and Parker.

02:22And all that stuff's recorded.

02:24So I don't think you're being completely truthful.

02:54before prison and messed around before they both ended up here.

02:59This led to them joking around with each other here, but nothing else.

03:03Or at least that's what she claims.

03:06In reality, the cops have recorded phone calls from inside the prison

03:10that tell a completely different story.

03:13So what about some of these phone conversations?

04:05Charlene's original story is seeming less and less like the truth.

04:09She's been caught in multiple lies,

04:11admitted to having sexual relations with Jason in the past,

04:15and calling him regularly from her own home.

04:19This is highly irregular behavior for a prison officer.

04:23And it doesn't take a genius to realize something deeper may be going on.

04:27But the detective has some more questions pertaining to some more physical evidence.

04:32I haven't listened to this,

04:33but apparently there may be some talk in the calls about photographs.

04:38Have you given him any photographs?

04:41I gave him a photograph of his mom,

04:44which he had asked for, and of his dog, Jax.

04:52So one of the things we're going to be doing is like looking at cameras and stuff too.

05:05It's important to remember that Charlene has worked at this prison for a while now.

05:10And as such, we'll know all the ins and outs of everything,

05:13such as security camera, blind spots, and patrol officer schedules.

05:17You'd think that with all this knowledge, it'd be easy to hide a relationship with an inmate.

05:22But it seems that she forgot about a few vital pieces of information.

05:26Not least the fact that all phone calls placed from the prison are recorded.

05:31But thanks to the detectives, she's about to be reminded of this fact in a devastating way.

10:20But this matter is more complex than it may seem.

10:23In cases of officer-inmate relations,

10:26the main question that arises is the issue of consent.

10:30Given that Jason and Charlene knew each other prior to being in prison,

10:34it's not wrong to assume that consent went both ways in this interaction.

10:39However, in these cases, that's actually completely irrelevant.

10:44According to a 2005 report,

10:46federal law criminalizes all sexual relations and contact between prison staff and inmates,

10:52and that all sexual relations between staff and inmates are considered abuse,

10:57even if the act would have been considered consensual if it occurred outside of a prison.

11:02This is because of the huge amount of inmate abuse that was observed in prisons.

11:06In 1996, it was estimated that between 12 and 14 percent of all prison inmates

11:12had been sexually assaulted, and the officers were rarely punished.

11:16So to prevent this, a zero-tolerance policy was introduced

11:20to try and prevent abuse towards inmates.

11:22A policy, it seems, that Charlene completely ignored.

11:50As it turns out, Charlene would lose her job,

12:04and the only time she'd ever be allowed back in jail would be for the 100 days that she'd

12:09be made to serve after being found guilty of sexual activity with a person in custody.
