00:14the U.S. blockade and in defense of the country.
00:21The Nicaraguan Parliament approved on Thursday an important reform to the general law on
00:25migration and foreigners with the aim of guaranteeing the protection of national sovereignty.
00:35And Chad announced its determination to break security and defense cooperation agreements
00:40with France.
00:45Hello and welcome to From the South.
00:46My name is Belén de los Santos and from the Telesur studios in Caracas, Venezuela, we
00:51begin with the news.
01:05In Venezuela, the National Assembly approved the Simón Bolívar liberator law against
01:09the blockade imposed by the United States and in defense of the country.
01:14During an ordinary session of the Venezuelan Parliament, the second discussion of the bill
01:17presented by the legislators of the National Assembly was approved.
01:21The law foresees, among other points, disqualification for life of politicians who call for invasions
01:27and coercive measures.
01:29The President of the Parliament, Jorge Rodríguez, stated that this law pays homage to the liberating
01:34deed of Simón Bolívar in Latin America and to the struggles of the rest of the liberators
01:39who also fought for independence and sovereignty.
01:47When you raise your hands, deputies, to approve this law, please assume it is because you
01:54are sons and daughters of the liberator Simón Bolívar and of the liberators of America.
02:01Assume it is because you are worthy people, decent people, free people, independent people.
02:08Assume it is because you are worthy representatives of the liberating deed of America, the deputies
02:14who are in favor of approving the bill of the liberator Simón Bolívar against the
02:20imperialist blockade and in defense of the Bolivarian Republic of Venezuela.
02:26Please signify by the customary sign.
02:30It is approved.
02:31Consequently, we will also approve the organic character.
02:36Approved unanimously, the law is declared sanctioned, the Simón Bolívar organic law
02:43against the imperialist blockade and in defense of the Bolivarian Republic of Venezuela.
02:49It is referred to the Constitutional Chamber of the Supreme Court of Justice so that it
02:55may be pronounced on the constitutionality of its organic character in accordance with
03:01the provisions of Article 203 of the Constitution of the Bolivarian Republic of Venezuela.
03:14With Save Venezuela, the country signed a new investment and food security agreement
03:18with Antigua and Barbuda.
03:20This is the second alliance with the Agroaba project after St. Vincent and the Grenadines.
03:25It should be noted that the agreement comprises a strategic cooperation in various areas of
03:30common interest between the two nations to address illegal coercive measures and promoting
03:36the development of member countries and friendly countries.
03:40The signing took place at the headquarters of the Bolivarian Alliance for the Peoples
03:44of our Americas, People's Trade Treaty, ALBA-TCP, in Caracas, where the Executive
03:49Secretary of the bloc, Jorge Arreaza, thanked Prime Minister of Antigua and Barbuda, Gastón
03:54Brown, for his confidence in the mechanism.
03:59Once again, I would like to thank Prime Minister Gastón Brown for his confidence in ALBA-TCP.
04:10For his confidence in Venezuela and, of course, for taking this initiative.
04:23This important step of joining, this is the second country to join Agroaba.
04:28The first was St. Vincent and the Grenadines.
04:32Ambassador Boris is present.
04:34Ambassador Anthony is also present.
04:36An important thing for the unity of our people is to work together, and there is nothing
04:41more beautiful than cultivating the land together, to produce food for life.
04:54To be able to produce food in different countries of the Bolivarian Alliance that can be used
05:00for the social prosperity of our people, for our youth, for the future.
05:11We go now to other topics.
05:13A memorial in Colombia featured a line of colorful boots adorned with messages and flowers
05:18honoring the victims of the false positive scandals, a dark chapter in the nation's history.
05:23The scandal involved the Colombian Army's alleged responsibility for over 6,000 extrajudicial
05:29killings and forced disappearances of civilians from the years 2002 to 2008.
05:36The military reportedly dressed these victims in combat gear to falsely present them as
05:41rebels, a practice that has drawn widespread condemnation.
05:46During the memorial, the names of 1,934 victims were read aloud by representatives from the
05:54Special Jurisdiction for Peace.
05:57A single name should suffice to deplore what happened.
06:06The cry of a single grieving mother should be enough to understand that using the state's
06:10weapons to attack innocent citizens is illegal and immoral.
06:15Those who were called to protect them turned against us, breaching their constitutional
06:19duties and, worse, betraying their humanity.
06:26And also in Colombia, a building collapse in Barranquilla has resulted in the death
06:30of a woman and the rescue of four children from the rubble.
06:34Colombia military officials confirmed the incident, which took place in a residential
06:39area of the city.
06:40Emergency response teams worked to locate and extract the children who were found alive
06:45amidst the debris.
06:47Authorities are now investigating the cause of the collapse, raising concerns about construction
06:52standards and safety regulations in the region.
06:55This incident underscores ongoing issues related to urban infrastructure in Colombia,
07:00where similar tragedies have occurred due to inadequate enforcement of building codes.
07:11During a historic ceremony, Honduran Education Secretary Daniel Enrique Sponda declared the
07:16Western Department of COPAN to be free of illiteracy.
07:21This achievement of the National Illiteracy Program, promoted by the government of President
07:26Yomara Castro, has taught more than 383,000 people to read and write.
07:33To date, seven departments and 252 municipalities are free of illiteracy.
07:39Honduras expects to completely end illiteracy by the first quarter of the year 2025.
07:47The Nicaraguan Parliament approved on Thursday an important reform to the General Law on
07:54Migration and Foreigners, with the aim of guaranteeing the protection of national sovereignty.
08:00The legislator has also introduced an amendment to the penal code in order to modernize and
08:07strengthen the nation's legal framework.
08:10Parliamentarians stressed during the session that the law aims by strengthening border
08:14controls to combat organized crime, human trafficking and smuggling, as well as terrorism
08:21and threats to the territory.
08:23These reforms will also ensure a solid legal framework for investments in the country and
08:28will expand guarantees for the protection of children and adolescents.
08:44We now move on to other topics.
08:53In Brazil, the Landless Movement in Sao Paulo held an art meeting that featured Palestinian
09:00artists.
09:01The meeting took place with the framework of the World Day of Solidarity with the Palestinian
09:05People.
09:06The action seeks to make visible the genocide perpetrated by the Israeli Zionist regime
09:11against the Palestinian population.
09:12It is important to highlight that this is not the first time that in Brazil an art meeting
09:17is held in solidarity with the Palestinian people, who since last October 7th are the
09:23victims of an escalation of the conflict with Israel.
09:27The Landless Movement, the MST, is an important Brazilian farmer's social movement that groups
09:32around 350,000 families in its ranks and is dedicated to the struggle for the fair distribution
09:40of land.
09:43This is very important, to give visibility to the Palestinian cause and the liberation
09:50process of the Palestinian people and to understand that art, culture, are tools that show that
09:56it is not about animals, about things, but about people who make art and culture.
10:02They want to be free like any other citizen of the world.
10:13And in Indonesia, the National Search and Rescue Agency reported that the number of
10:25people killed by floods and landslides in North Sumatra province has risen to 27.
10:31According to the entity, seven people lost their lives this week after an avalanche hit
10:36a bus in which about 20 people were traveling.
10:39The incident occurred in the district of Delisetang and left a dozen people injured
10:44who received care at a local health center.
10:47So far, an alert has been issued to the population to warn them that new incidents of this type
10:53could occur in the next few days.
10:55It is important to note that since last weekend, heavy rains in the province have caused heavy
11:00floods, leaving at least 10 fatalities in the areas of Karo and Padang Lawas.

11:39Welcome back to From the South.
11:54Chad announced its determination to break security and defense cooperation agreements
11:58with France.
11:59Through a statement, the government informed about the decision to end the cooperation
12:03agreement.
12:04However, it emphasized that the decision does not question the historical relations and
12:09friendly ties between the nations.
12:11Chad was the last country with a French military presence in the Sahel following the withdrawal
12:17of French troops from Mali, Burkina Faso and Niger.
12:21The African country's announcement comes just hours after the visit of the head of
12:25French democracy, Jean-Noël Barraud.
12:37The United States announced new sanctions against Russia.
12:40These do not only threaten Russia's revenues, but also the energy security of several countries,
12:46including Turkey.
12:47Our correspondent Eunice Soner has the details.
12:52The announcement came from the U.S. Treasury Department on November 21st.
12:56Among other entities, Gazprom Bank was sanctioned.
13:00The sanctions prohibit this bank from interacting with U.S. banks, as well as third parties
13:05with secondary sanctions.
13:07Gazprom Bank has an industrial role here in Turkey.
13:12The Russian companies established in Turkey had problems transferring capital from their
13:16country to Turkey, just like with the transfer of dividends to Russia.
13:23Apart from trade, natural gas imports are key for Turkey, explains Serif Askin Nesimiyevlu,
13:29energy policy expert.
13:31Turkey imports between 42 and 50 percent of its natural gas consumption from Russia.
13:37This implies a very large payment.
13:40Until now, out of sanctions, Gazprom Bank, which is partly owned by the company Gazprom,
13:46played a key role here, and not only for Turkey.
13:51Turkey has secured its gas consumption through TurkStream.
13:54Here, payment was made through Gazprom Bank.
13:58Russia receives its payment through this entity.
14:02The TurkStream connection transports gas not only to Turkey, but from here to several European
14:08countries, including Serbia, Hungary, Italy and Austria.
14:13Nesimiyevlu says the decision, which will come into force on December 20th, is generating
14:18reactions.
14:19It may be that the countries do not support the war in Ukraine, but with their decision
14:24And moreover, in winter conditions, putting them in difficult conditions, the United States
14:29has created a club of anti-United States.
14:32We see strong statements there.
14:37Before Parliament's Budget Committee, Turkish Foreign Minister Hakan Fittin criticized the
14:41United States for not paying any attention to the needs of other countries.
14:46Energy Minister Alper Slanberaktar said, if we cannot pay, we cannot receive energy.
14:53Let's see possible solutions.
14:58All parties are going to do their best to solve the problem through bilateral agreements.
15:03Russia has already demonstrated its willingness to do so.
15:06The bill will probably be paid in smaller amounts through different banks.
15:15The Turkish minister demanded an exemption from sanctions from the United States, as
15:20was the case with gas imports from Iran.
15:22At the same time, representatives of the foreign ministries and the Ministries of
15:26Energy, Trade, Treasury and the Central Banks of Russia and Turkey met to discuss possible
15:32solutions.
15:36A common bank can be established and more use can be made of national currencies.
15:41Open accounts or barter can also be used.
15:43In the end, Turkey buys a lot of gas and oil from Russia, but also exports diesel and refined
15:49oil to that country.
15:51In perspective, the expert says that this situation has once again underlined the importance
15:58of working on alternative payment systems to the West, as was discussed at the last
16:03BRICS summit.
16:08We continue now with other topics.
16:10In China, a museum in Shanghai set an important milestone in its visitor numbers by registering
16:16more than one million visitors to an exhibition on Agent Egypt.
16:20The exhibition, entitled At the Top of the Pyramid, The Civilization of Ancient Egypt,
16:31was inaugurated more than four months ago, and since then the exhibit has maintained
16:35a strong daily attendance rate of around 8,000 people.
16:39Ticket sales have already exceeded 1.3 million, and this number is expected to continue to
16:46rise until the end of this year, and could surpass the record set by a museum in the
16:50United States.
16:52Among the main objects on display are large items such as sculptures and murals, as well
16:57as smaller ones such as tablets and writings.
17:02The previous record for an Egyptian exhibition was set at the Metropolitan Museum of Art
17:09in New York in 1978.
17:11With 1.36 million visitors, given current trends, we are on track to surpass that record.
17:23This exhibition features more than 780 works from Ancient Egypt, almost all of which are
17:28being presented for the first time on the Asian continent, making it the largest exhibition
17:32of its kind to be held outside of that country.
17:37The exhibition also marks the first major collaboration between a Chinese state museum
17:42and the African nation's government to present world-class artifacts to the Chinese population,
17:47who have recorded a 65% year-on-year increase in the number of Chinese visitors to Egypt.
17:59The popularity of the exhibition has been so great that it has also stimulated sales
18:03of cultural and creative products in Shanghai, from fridge magnets to cinna candles, as well
18:09as other items for games that have become very attractive to young people.
18:13In addition, the exhibition has also had an impact on the city's tourism and entertainment
18:18activity, which has helped the local economic activity and its inhabitants to grow.
18:33And like this, we have come to the end of this news brief.
