00:00Venezuela hosts this Friday the second day of the Congress of the Historical Bolivarian
00:16Bloc, an exercise in participatory democracy led by the government of Nicolás Maduro.
00:27The G20 Social Summit opens in Rio de Janeiro, marking an unprecedented initiative by the
00:32Brazilian government ahead of the Leaders' Summit.
00:40The new dana in Spain and Tropical Storm Sara in the Caribbean have left citizens struggling
00:46to cope with severe weather conditions in the form of heavy rain, floods and landslides.
01:01Hello and welcome to From the South.
01:03My name is Belinda de los Santos.
01:04I'm from Televiso Studios in Caracas, Venezuela.
01:07We begin with the news.
01:26Now we begin with the news.
01:27For three days, representatives of the five historical generations and the seven social
01:32forces in Venezuela meet in Caracas.
01:35Our correspondent Gladys Quezada brings us all the details.
01:38Let's see.
01:39Six thousand delegates from all over the country gather for three days in Caracas representing
01:47the five generations and seven social forces that form the historic bloc.
01:53They arrive as spokespersons for their organizations after more than 100,000 assemblies with the
02:00participation of nearly 3,600,000 Venezuelans.
02:07We come to comply with the legacy of our Commander Chavez, to comply with the true transformation
02:12of the Bolivarian Revolution and of the homeland, to achieve that the popular power is empowered
02:17even more, and to build the communal state, attention to all the services, to make the
02:22transformations that transverse the integral development of the nation.
02:28It is a process of true democracy.
02:30What is sought in this process is a great reflection and awareness of what has been
02:34the historical role of the Bolivarian Revolution since the arrival of Chavez.
02:39With this process, we seek the battle for peace, the fight against fascism, to stop
02:43this fascism, and every day to achieve more participation of the sovereign people in all
02:47the conquests of the independent people.
02:50In this first day of meeting, it was the moment to give historical context and sense to the
02:56Congress, to evaluate work methodologies and the reasons behind the debates.
03:05These assemblies, more than 100,000 assemblies, have allowed us to have the tools to set the
03:10course for the Venezuela of the future.
03:15With our five generations, with our seven forces, consolidated as in one fist, as a
03:21single force to defend Venezuela, and President Maduro has asked us to have three concrete
03:28progress, this you will see later in depth with the organizer of this Congress, a complete
03:37agenda of action of the seven transformations.
03:42There are seven working tables, and each one corresponds to the transformations proposed
03:47by President Maduro.
03:49Some are dedicated to social welfare, others to ecology and defense of the environment,
03:56geopolitics, citizen security, infrastructure and even economy.
04:02We are holding assemblies to look for all the proposals in all areas, education, health,
04:07what do we want with this?
04:10To strengthen ourselves for a better future, how do we see Venezuela in 30 years?
04:15Much stronger, much more powerful.
04:19Once the debate sessions are concluded, the suggestions and ideas that emerge from this
04:24Congress will be delivered to President Maduro and his government in order to implement them
04:31as part of his social and economic policy, so as to govern from the people and with the
04:37people.
04:38Gladys Cazara, Telesur, Caracas, Venezuela.
04:44And we now move on to other topics.
04:46In the Dominican Republic, the government is deporting 10,000 Haitians per week, which
04:51is creating a major problem for Haitians and Dominicans.
04:55Our correspondent Daisy Toussaint with the details.
05:02Massive deportations of Haitians in the Dominican Republic are having a significant impact on
05:06key sectors such as livestock, agriculture and commerce, where Haitian workers play a
05:12key role.
05:16What has been most affected is the productive sector, especially the cattle ranchers in
05:20the border zone, whose main source of workers are Haitian nationals working on the farms.
05:30In Dajabon, on the northern border of the Dominican Republic, Haitians and Dominicans
05:34live side by side.
05:36But the deportations have also affected families, because many Dominican-Haitian couples with
05:41children run the risk of being left alone when one of the parents is deported.
05:51The way repatriations have been carried out has not been perhaps the most praiseworthy
05:55thing.
05:56I believe that first a survey should have been made by sector, by community.
06:01Of the type of family there is, the type of person, what they do and make a data bank
06:05to know how to act.
06:06And I believe that this is what has failed the most here, because here they deport everyone
06:10who is Haitian, and not only Haitians, but black people, they grab them and put them
06:14on the trucks for deportation.
06:26But beyond the family separation, there is the impact on livestock.
06:31Elide is a cattle rancher who has a farm of supermies, a type of cane that serves as a
06:36feed supplement for the cows to produce milk.
06:39The Haitians plant it, maintain it, cut it, and move it to the feeding trough to grind
06:43it and feed it to the cattle.
06:45He fears that the deportations will cause a collapse in the agricultural sector.
06:50If the measures being taken by the Dominican authorities are maintained, as radical as
06:58the fact that everyone has to leave, this sector will collapse.
07:02Here there are cattle ranchers who have 80 cows that have to be milked.
07:06There are others who have 100, and they all depend on Haitian labor.
07:15We visited Francisco, a farmer in the community of Los Arroyos who is feeling firsthand the
07:21impact of deportations on agriculture.
07:27The other impact is on agriculture, and already here in our village it is feeling.
07:32That is, we do not have workers for the cleaning of the fruits.
07:43I don't have workers right now because sometimes those hired say they are coming, and they
07:49don't come because the authorities take them away, and that creates serious difficulties
07:54for us to produce.
08:01Francisco points out that the measure established by the Dominican government did not take into
08:05account the opinion of the sectors that are being affected today.
08:10The government did not think of a plan.
08:13They thought of an element within a migration plan, and the deportation element is one.
08:19But they should have taken into account, for example, the producers.
08:23They should have analyzed and seen how we could solve these difficulties, because the
08:27Haitians are the ones who produce, and my farm cannot produce without Haitians.
08:33Maybe I will have to sell and close down everything.
08:42The Dominican Republic and Haiti share a 376-kilometer border, of which 164 kilometers of border
08:50fence have been built, the rest being controlled by the military.
08:54However, thousands of Haitians cross the border without a document.
08:59How does this happen?
09:00The answer comes from Nancy Batances, a community leader who works with the Network for the
09:05Protection of Children and Adolescents in the border province of Dajabon.
09:13The passport for the Haitians is the money they can have, and that they can pay.
09:20There are many Haitians who are dedicated to transporting people illegally within the
09:24Dominican Republic, but many times the Haitians they transport die.
09:29And there are no statistics on the Haitians who are abandoned by these smugglers in combination
09:34with the Dominicans themselves.
09:41In response to the immigrants' need for survival, criminal groups dedicated to the
09:46transport of undocumented Haitians have emerged.
09:54These criminal groups are dedicated to transporting Haitians into the country.
10:03They pick them up at a point on the border, and from there they guide them through the
10:06checkpoints and drop something to allow them to pass.
10:14And then the guards let them pass as if they had not seen them.
10:17They even have associations of their own criminal groups.
10:26Trade between the two countries generates millions of dollars annually for the Dominican
10:31Republic and deportations are also felt by traders on both sides of the border.
10:38I think that removing all the Haitians is not in the best interest of any of us as a
10:43country, because a lot of labor in the Dominican Republic depends on Haitians.
10:55It is a reality, many companies, many farms that are working in the production of rice,
11:01in the production of bananas and many other products depend on Haitian labor.
11:05There is a lot of forced labor that Dominicans do not really want to do.
11:15Massive deportations of Haitians on the border between the Dominican Republic and Haiti have
11:20transformed the regional dynamics.
11:23Irregular migration and corruption aggravate the situation, revealing humanitarian and
11:29economic challenges for both countries.
11:59Welcome back from the South.
12:14The G20 Social Summit opens in Rio de Janeiro, marking an unprecedented initiative by the
12:20Brazilian government ahead of the Leaders' Summit.
12:23This event aims to bring civil society into the discussions among the leaders of the world's
12:28major economies.
12:29The encounter will run until Saturday, with over 270 activities organized by social movements,
12:35universities and international organizations on social struggles such as the rights of
12:40the LGBTQ plus population, wage equality, fighting against racism and a popular anti-imperialist
12:48court.
12:49On Friday, plenary sessions are scheduled to discuss the three axes proposed by Brazil
12:53to the G20 Summit, that is, combating hunger, poverty and inequalities, sustainability and
12:59climate change and global governance reform.
13:10And Argentina became the only country in the world to vote at the United Nations against
13:15a resolution in favor of raising efforts to eradicate violence against women and girls
13:21in digital environments.
13:22On the eve of the International Day for Eliminating Violence Against Women, 170 countries supported
13:28the resolution voted in New York, while 17 abstained and only one, Argentina, voted against
13:35it.
13:36The body concerned over the increasing use of social media and the internet to undermine
13:40the rights of women and girls.
13:42The document, promoted by the Netherlands and France, points to the attacks on sexual
13:47and reproductive health.
13:48Three days earlier, President Javier Milet's representative further voted against a resolution
13:55in favor of indigenous people.
14:19We move on now to other topics.
14:21At least eight people were killed on Thursday in an Israeli attack on the Alshaf neighborhood
14:26in Baalbek, in eastern Lebanon.
14:29The Lebanese Public Health Emergency Operations Center, affiliated to the Ministry of Public
14:33Health, confirmed eight martyrs and 12 wounded in the Israeli incursion in the Baalbek neighborhood
14:39in Alshaf.
14:41The human remains are being removed from the site for identification, while Israeli forces
14:46have so far not commented on the attack.
14:48In more than a year of conflict, more than 3,390 people have been killed and 14,417 have
14:56been injured in Lebanon, including 220 children and 658 women, according to the Lebanese government.
15:09And the Army of Israel published updated data on the number of deaths among its forces and
15:16since the beginning of the ongoing war.
15:19The published figures may not be the total, due to the military censorship policy, but
15:23at least the Army admitted that 793 Israeli soldiers have lost their lives in the clashes
15:29against the resistance in the framework of the war against Palestine and Lebanon.
15:35The figures revealed include 192 officers killed, including 67 platoon commanders, 63
15:44company commanders and 20 company deputies, 7 battalion deputy commanders, 5 battalion
15:50commanders and 4 brigade commanders.
15:52In detail of the total recognized casualties, 48% were in compulsory military service, 18%
16:00were in permanent service and 34% were mobilized from the reserve.

16:42Welcome back to From the South.
16:51On Thursday, the United Nations General Assembly pursued a resolution by absolute majority
16:57recognizing the Palestinian people's right to self-determination and being an independent
17:02state.
17:03The delegations of the DPRK, Egypt and Nicaragua presented a draft in the third committee obtained
17:10170 votes in favor, 6 against and 9 abstentions.
17:14The countries opposing the resolution were the United States, Israel, Argentina, Paraguay,
17:19Micronesia and Nauru.
17:22The motion underscored Palestinians' right to self-determination, independence and liberation
17:27from Israel occupation, rejecting the latter alleged security measures on Palestine.
17:32The document further described Palestinians' rights as inalienable, conditional and unconditional
17:39and non-negotiable.
17:40And we now move on to other topics.
17:57In Honduras, experts reported that Tropical Storm Sara landed on Thursday evening, warning
18:02that it poses significant domestic damages due to its low speed.
18:07Meteorologists further added that torrential rains will dump from 100 to 200 millimeters.
18:14The major departments at risk of Sara are Atlantida, Colón, Bay Islands and Gracias
18:19a Dios, thus they are on red alert since early hours as a precaution.
18:25Local experts informed the storm won't turn into a hurricane.
18:30And furthermore, the United States National Hurricane Center alerted that Honduras will
18:35be facing downpours for two weeks.
18:38In response to it, the government has deployed security and defense personnel, as well as
18:42resources across the nation.
18:50And hours later, the National Electric Power Company of Honduras informed that it was taking
18:55the necessary preventive measures to face the effects of this tropical storm.
18:59So far, around 747 crews were mobilized throughout the country to attend incidents related to
19:06the electric power supply.
19:07One of the measures taken by the company is to suspend service interruptions due to lack
19:11of payment in the department under red alert, in order to allow citizens to be informed
19:17about the progress of the storm.
19:19The state-owned company has urged the population to report any incident related to the electric
19:24supply through its numbers and other channels provided for such purposes.
19:33And meanwhile in Nicaragua, the government activated prevention plans for the effects
19:37of Tropical Storm Sara in the country's at-risk localities.
19:41According to authorities, the greatest effects of the meteorological phenomenon are expected
19:46to be felt over the next two or three days.
19:49Civil defense teams will be deployed in the areas with the greatest risk and floodings
19:54and landslides due to winds such as the coast.
19:58In this sense, the authorities insisted on calling the attention of the Nicaraguan population
20:02not to travel in flooded avenues, not to cross rivers, and for fishermen to stay in
20:08safe zones.
20:16Also in the Philippines, Typhoon Usagi may landfall in the towns of Bagao and Cagayan
20:22on Thursday with winds of 175 kilometers per hour.
20:26Usagi slammed into the north of the Philippines as authorities rushed to evacuate thousands
20:31from the flood-prone areas.
20:33Bagao police said that there were no immediate reports of casualties or major damage.
20:40The brutal wave of weather has already killed 159 people and prompted the United Nations
20:46to appeal for $32.9 million in aid for the worst-hit regions.
20:52A recent study showed that storms in the Asia-Pacific region are becoming more frequent, intensifying
20:57faster and lasting longer over land due to climate change.
21:16In Mexico, the fourth edition of Original, an event dedicated to promoting the textile
21:21art of the country's indigenous people, has begun.
21:24This initiative seeks to defend the collective rights of creative communities and combat
21:29the misuse of their iconography and techniques.
21:32President Shane Bowne highlighted the importance of protecting indigenous designs and promoting
21:37their commercialization, stressing that this event not only enriches Mexican culture but
21:42also contributes to social justice and historical memory.
21:47More than a thousand artisans will participate in the event, which will be held in Mexico
21:52November 17th, where they will have exhibitions and sales of textiles, jewelry, footwear and
21:58decorative art products.
22:05And also, Argentina's film industry reinvents itself in the face of the lack of government
22:10support and launches the General Pico Film Festival 2024.
22:15In spite of the economic obstacles, the festival has managed to establish itself as one of
22:21the fundamental pillars of culture in the province of La Pampa.
22:25This year's festival will include competitive sections of features and short films, both
22:30national and regional.
22:32The festival will also include exhibitions of Italian and Pampa cinema, as well as workshops,
22:37lectures and debates on different aspects of the audiovisual industry.
22:45And like this, we have come to the end of this news brief.
