00:04On its third day, we go live with our special envoy in Caracas, Belén de los Santos, for
00:08all the details as it continues to be held.
00:11Exactly, Luis, hello, how are you?
00:18We are here at the Grand Congress of the Historical Bloc in Venezuela.
00:23This is the third day of the Congress as debates are underway.
00:28So let's talk a little bit about what this Congress is and what is their objective.
00:33So this is an instance of participatory democracy.
00:37So this Congress has been underway since Thursday and this is only the culmination of a process
00:43that started in September when the government proposed to the assemblies, the delegates,
00:50the organizations all over the territory to debate in each assembly, in each territory,
00:57in each productive sector with every generation of the society to debate what was Venezuela
01:04going to do regarding the strategic points that face the country, what Venezuelans are
01:10calling the seven Ts, that is the seven transformations that they deem are essential to think not
01:20only the coming term in office but also the next 30 years.
01:25So these are topics that go from modernizing the economy, the participation in politics,
01:32also social well-being, also security.
01:36So these are very big and central topics.
01:41And the idea is that the bases are set to discuss these topics, bring their proposals
01:47from every territory and come together now in Caracas to debate among all the different
01:53sectors and then draw some conclusions that they're going to present to the executives.
01:58So that is the objective of this Congress.
02:02And today is the second day of the working spaces, the working tables.
02:09The debate was going to be centered specifically around yesterday, the second day, but it was
02:15so extensive, there were so many proposals, it was such an amount of participation that
02:22at the closing of the day yesterday, there was a special message delivered by President
02:29Nicolás Maduro in which he asked the delegates to extend discussions one more day.
02:35The idea is that the tables, let's recall that all the delegates are separate here in
02:39the Congress, and there are seven assemblies, each one is debating one central topic, and
02:47the tables are underway right now.
02:50They're continuing what they have been doing yesterday.
02:53And also one extra request from President Maduro yesterday was that they focus their
02:59discussion today on the concept, the theoretical concept of the historic block.
03:06That is a Gramscian concept that the delegates are discussing to really understand what scenario
03:14they are facing in right now, what challenges lie ahead, and how to bring proposals to
03:20really tackle all these issues in the different territories.
03:24So that is what is happening here yesterday.
03:28The Minister of the Interior, Diosdado Cabello, closed the day with a speech to the audience
03:35here and so tables are underway right now.

04:13The Grand Congress of the Historical Bolivarian Block is underway in Caracas.
04:21On its second day, the delegates from all over the country have gathered in separate
04:25assemblies, each one dedicated to one of the key topics of strategic transformation known
04:31as the 70s.
04:33That is economy, independence, peace, security, social well-being, political participation,
04:39ecology and geopolitics.
04:43The importance of this Congress is that it is a convening Congress, broad, in which the
04:51voice of the people is truly heard throughout the sectors from below because they are building
04:56an agenda for action from now to 2030 and beyond.
05:01It is also compared to the follow-up of the Ayacucho Congress that allows all the strength
05:05of the five generations to meet and be heard, to seek solutions for our communities, our
05:11communes, our communal people and for the five generations above all.
05:16So it will allow us to build an agenda with the warmth of the people.
05:23In this way, indigenous leaders, rural workers, women and men from different productive sectors
05:29have come together to bring their vision to the collective construction of the strategic
05:33roadmap for the upcoming 30 years.
05:37In September, each territory has gathered in assemblies to discuss the development proposals
05:42that are now being discussed at national level.
05:48At this moment we have some concrete proposals for the unification of the communal circuits
05:53within the communal councils, where we, as the food and supply sector, can produce from
05:59the territory and be able to supply our mission base or our centers that are the most vulnerable
06:04to the situation of the blockade against which Venezuela is still fighting, working, standing
06:10up in this reality.
06:13Convince, organize and motivate to transform.
06:21That is the motto leading the event.
06:23The Congress has become a space to spark popular participation and an instance for every sector
06:29to step up and take a leading role in the construction of the Bolivarian state.
06:35Today, thanks to this revolutionary government, to our President Nicolás Maduro Moros, who
06:42has called us to this new moment, to the construction of a new state, a new state in which we, the
06:50indigenous peoples, are going to participate.
06:53So we are proposing at the different work tables how the actions have to be carried
06:57out in the indigenous communities.
07:00For that reason, here we are, doing the work, making proposals, elaborating and raising
07:06proposals after having carried out community assemblies in all the indigenous communities,
07:12in the 3,023 indigenous communities.
07:19In a geopolitical context marked by the consolidation of the far right in different areas of the
07:25globe, a world that openly threatens the revolutionary process, the Grand Congress
07:30of the Bolivarian Bloc seeks to build true sovereignty to combat foreign interference
07:35through the enthusiasm of Venezuelan women and men willing to continue fighting for its
07:41ongoing socialist revolution.
07:47I consider that this is a process that is taking place for the first time in the entire
07:51planet, that a President summons the bases, summons his people to build together a national
07:57government plan from the communities, from the bases, from the confirmation of the communal
08:02councils, where children, young people, the elderly, housewives, they all participate,
08:09where there is a collective and protagonist participation of what is the popular power,
08:14what we call the original power, just as our Commander Chávez taught us, and here is the
08:19result.
