00:36Israel carries out a wave of airstrikes against Hezbollah at a street hall in southern Beirut,
00:42Lebanon, on the night of October 23, destroying a residential complex.
00:58The President of Russia Vladimir Putin pressed on the idea of creating an indivisible security
01:16system in Russia on the third day of a meeting with other BRICS members.
01:20The Russian head of state highlighted that this system should be built on an exclusive
01:26non-discriminatory basis.
01:28Putin argued that it is about ensuring security, common efforts, stability and setting out
01:34conditions for the breakthrough of all states and people in Eurasia.
01:39The leader of Putin stressed that Russia, as other BRICS members, is open to working
01:44in conjunction with countries of the Global South and is set to boost inclusive and sustainable
01:50development in order to build a better world.
01:56The Russian President Vladimir Putin said BRICS leaders agreed to continue discussing
02:04on the list of partner states and on progress about a common payment system.
02:09The Russian President offered a detailed balance of the last three days of meeting in Kazan
02:14and said the Blacks members are open to those nations sharing their values.
02:19Putin also pointed out that his country uses its own financial system as did other Black
02:25members and called for deepening the working agenda.
02:29The BRICS members also pledged to do all they can to end the Ukrainian conflict by peaceful
02:35means.
02:41Likewise, the Russian President praised the capacity and strength of the BRICS members
02:46on partner countries to lead a world to be part of an equal global security system and
02:51contribute to the global development.
02:55I would like to note that the states represented here have great opportunities, resources,
03:00capabilities and global authority for ensuring world security and for sustainable development.
03:06Many of our countries come up with their own useful initiatives.
03:09So does Russia.
03:10Russia comes up with idea of forming an equal and indivisible security system in Eurasia.
03:15The idea is to ensure stability truly and to set out conditions for peaceful development
03:20of all regional countries.
03:22And it is symbolic that.
03:24Our today's session takes place on a day when we celebrate the United Nations as on
03:28October 24th.
03:301945 the United Nations Charter came into force.
03:35In Russia, from the BRICS Plus plenary session, Venezuelan President Nicolás Maduro stressed
03:39the need to strengthen the global monetary system along the lines of the New World.
03:44The Venezuelan head of state began his speech by congratulating the heads of the Global
03:48South Bloc Summit, Russian President Vladimir Putin.
03:51For the inclusive it comes in a unitary charter of leadership that Russia has exercised in
03:59organizing a successful summit.
04:01The Venezuelan president stressed the need to create a new global financial system.
04:05In addition, President Maduro called for the refoundation of the United Nations system
04:11after regretting that the organization has no capacity to put an end to the aggressions
04:17committed daily by the Israeli regime against the Palestinians.
04:29The Venezuelan head of state took the opportunity to underscore the BRICS'
04:33impact on the birth of a new era in a world order.
04:39The BRICS emerged at a time when there is an era change.
04:44There is a shift of a historical era.
04:48A new era has emerged.
04:51And new superpowers have emerged.
04:53New powers and nations that modestly as Venezuela, or regions as Latin America and the Caribbean.
05:02Here is our sister Cuba, our sister Bolivia, our sister Nicaragua.
05:09We aspire, from the modesty of our existence, but with the greatness of our dreams.
05:17We aspire that our rights to independence, to the future and to development be respected there.
05:25BRICS have put new paradigms on the world agenda.
05:29During his speech at a BRICS Plus plenary session, the president of Bolivia, Luis Arce,
05:34asserted that multipolarism is a way of confronting the aggressive
05:38policies of the West against the peoples of the South.
05:42Multipolarism emerges and positions itself on the planetary political and economic relations,
05:48because the situation of planet Earth has reached the limits of endangering the survival of human
05:53beings on Mother Earth. Due to an irrational arms race and the concentration of wealth in the hands
06:01of few, where more and more strategic weapons are produced on a daily basis to maintain
06:07dominance in the face of possible responses of the considered threats, and where inequalities
06:12between the rich and poor are accentuated. The world has become aware of this reality,
06:19and that is why multipolarism emerges as a necessity in expression of the freedom of
06:24peoples and nations, unjustly and cruelly punished, with genocidal actions, such as the military
06:31attacks on Palestine, the economic blockade on Cuba or the cruel neocolonialism exercised
06:37against the Sahrawi people who are denied their self-determination.
07:00Welcome back from the South. And we continue in the framework of the BRICS Summit with our
07:26special envoy in Kazan, Russia, Yunus Öner, with the details of his report.
07:33The 16th Summit of the BRICS Alliance has come to an end today, on October 24,
07:40with the final press conference of Russian President Vladimir Putin, who qualified the
07:46alliance as the gathering of, I quote, truly independent and sovereign states that seek
07:53to establish their own path. And he added that the struggle will go on to establish a more
07:59democratic, inclusive and multipolar world. 35 countries have taken part in the Summit,
08:07in the last part, in the BRICS Plus part, in addition to the normal members, and several
08:14important decisions were taken. Firstly, the issue of BRICS expansion. Here, the members have
08:21introduced a new category. This is the partner country category. The details of it have to be
08:28determined yet. That is, what rights and obligations has a partner country in difference
08:35to a member? This is yet to be found out. But this category has been established now,
08:42and a dialogue has started to reach a consensus about countries that would like to have this
08:50status. In addition, the deepening of financial integration and joint economic activities have
08:57been agreed upon. Above all, a joint investment platform is on the horizon. The new development
09:05bank, the BRICS Bank, will play a bigger role in the future. Also, studies will be pursued to
09:12further advance trade in national currencies, as well as trade in cryptocurrencies. And, as I said,
09:21the international investment position of the BRICS will advance further on. During the speeches,
09:28during the three days, the dominant topic, the dominant theme was multipolarity. In Friday and
09:37Thursday's speeches, almost all of the leaders, heads of government or prime ministers,
09:43emphasized that the world is in transition to multipolarity, and they demanded that the
09:50international organizations, such as the United Nations and its Security Council, but also the
09:56World Bank or the IMF, have to reflect this truth by giving the Global South a bigger power. Now,
10:05until the end of the year, Russia will still hold some events as BRICS chairmanship, and on the 1st
10:13of January 2025, the temporary presidency of the BRICS Alliance will be handed over to Brazil.
10:23This is the final report from Kazan, Russia, with the closure of the BRICS Summit here in Kazan.

13:13Palestine. According to the briefing, the casualties counted in the actions exceeded 70
13:20dead and 600 wounded officers and soldiers. In addition to the destruction of 28 American
13:26tanks and four military bulldozers, one armored vehicle and one troop transporter
13:31for the Hermes drones were taken down.
13:39The United Nations High Commissioner for Human Rights, Volker Torko,
13:43lawfully prompted Thor's investigation into an attack by the Israeli army near a hospital
13:50in South Beirut. In his statement issued on October 22nd, he recalled how hospitals,
13:55ambulances and medical personnel are all protected by international humanitarian law
14:00because of their critical role in saving lives. Torko stressed the need for all involved parts
14:06to assess the impact of military operations near hospitals and urged them to comply with
14:12the principles of proportionality and precaution. He also called for all feasible measures to be
14:21taken to avoid or at least minimize incidental losses of civilian lives during what he refers
14:27to as military actions.
