00:00Russian President met with President of the World Development Bank Dilma Rousseff as world
00:09leaders continue to arrive for week's summit.
00:16In Cuba, President Miguel Díaz-Canel announced that the death toll rose to seven after the
00:21passage of Tropical Storm Oscar through the east of the island.
00:29The Lebanese resistance movement Hezbollah launched a rocket strike on an Israeli military
00:33security base in the suburbs of the city of Tel Aviv.
00:41Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
00:46We begin with the news.
00:59The President of Russia Vladimir Putin highlighted the funding provided by the New Development
01:03Bank to about 100 projects since 2018.
01:07When briefing, the meeting held with the President of the New Development Bank Dilma Rousseff
01:12within the framework of the BRICS summit in Kazan.
01:15The Russian head of state praised the close of 33 billion dollars the entity has invested
01:21on projects.
01:22The reunion addressed the financial institution's approach and its benefits for the group and
01:27its geostrategic interests.
01:30The Russian leader also pointed out that the new BRICS Development Bank has been a great
01:34alternative against Western financial methods as the increasing local currency transactions
01:40has succeeded in reducing debt, servicing fees, thus increasing the financial independence
01:45of the BRICS countries.
01:50Likewise, the Russian President Vladimir Putin held a meeting on Tuesday with the Prime Minister
01:57of India Narendra Modi, where he asserted that Moscow values the interaction with New
02:02Delhi within the framework of BRICS, noting that the summit foreign seeks to expand and
02:08strengthen cooperation between its member countries.
02:11At the encounter, Putin highlighted the good state of cooperation and trade between his
02:15state and India.
02:17For his part, Modi welcomed the deepening of ties between the two countries and expressed
02:22his commitment to a peaceful and diplomatic resolution of the conflict with Ukraine.
02:31In this context, let's have a contact with our special envoy Juno Zuner, who has all
02:35the details of this first day of the 16th Summit of the BRICS being held in the Russian
02:40city of Kazan.
02:44Hello from the Russian city of Kazan, where the 16th Summit of the BRICS Alliance has
02:49kicked off today with the arrival of Alliance members, presidents and prime ministers, as
02:56well as others.
02:5736 countries are joining this summit, 22 of them as at the level of head of government
03:04or head of state, and its first successes are already there.
03:10Ahead of the summit, China and India agreed to lower the tensions at their Himalaya borders,
03:19tensions that were heating up since four years, and they have come to an agreement, an important
03:25point, because their tensions have always been presented by Western sources as a reason,
03:32a main reason, why the BRICS Alliance would not work in the long run, because these two
03:38giants would not come to terms with each other.
03:41They did so, and they did also confirm that their presidents, the Chinese presidents Xi
03:48Jinping and Indian Prime Minister Narendra Modi, will have a bilateral meeting here on
03:54the summit, thus displaying lowering tensions and progressing and deepening relations between
04:01the two countries, the two Asian giants.
04:05Another success already visible with the huge participation.
04:09As you remember, the West has tried to isolate Russia diplomatically and internationally.
04:15Now, today, the Russian President Vladimir Putin has held bilateral meetings with the
04:20Indian Prime Minister, with the Chinese President, with the President of the South African Republic,
04:25the Arab Republic of Egypt, and all these bilateral meetings were accompanied by very
04:32warm comments.
04:33For instance, the Indian Prime Minister said after the meeting that it was, I quote, a
04:38wonderful one, he said, on social media.
04:42The South African President called Russia a valuable ally.
04:46And of course, the Chinese President reiterated again the strategic nature of the cooperation
04:54between China and Russia.
04:56Another important point already also achieved by this summit is the participation of Palestinian
05:04President Mahmoud Abbas, who was, who has arrived two days ago in Moscow to meet Vladimir
05:10Putin and who was invited to join the summit.
05:14This is important because his ambassador, the Palestinian ambassador in Russia, had
05:19already back in the summer announced in an interview that his country would apply for
05:25BRICS membership.
05:26Now, that's very important because Palestine, as you all know, is not a taken care country
05:34in the UN context, but it will seek refuge, it will seek support within the BRICS context.
05:41Speaking of the UN, another victory for the BRICS camp is the participation of UN Secretary
05:47General António Guterres in the conference, the first travel of Guterres since 2022 to
05:54Russia since the beginning of the Ukrainian conflict.
05:57Thus, Guterres was harshly criticized by the Ukrainian presidency for his travel to Kazan,
06:04to Russia, but he did insist on it.
06:08This is another major step, as well as the Western press recognizes that its attempts
06:14to isolate Russia have failed and this has been on display on this summit already, long
06:22before we came to the resolution that will be worked upon and decided upon during the
06:28summit in the next two days.
06:30In this context, the President of Venezuela, Nicolás Maduro, arrived on Tuesday in the
06:34city of Kazan to attend the BRICS summit, where he seeks to broaden participation with
06:39a view to the world economic development.
06:42On his arrival, the President stressed that Venezuela participates in the international
06:46activity as part of the immense effort of its leaders for the construction of a new
06:51multipolar order.
06:53Nicolás Maduro made references to Venezuela's perspective in contributing to the new global
06:57era.
06:58Moreover, the head of state underlined that this is the first time that Venezuela attends
07:03as a guest to a BRICS summit and added that it is part of the energetic care of the new
07:10pluricentric world that is being born.
07:23We are arriving at this historic summit.
07:25It is the very first time that a President of Venezuela has been invited to attend a
07:29BRICS summit of heads of state.
07:34It is already a historic event that a Venezuelan President attends a summit.
07:38We have already participated at the ministerial level, like foreign ministers, ministers of
07:43economy, ministers of communication, of culture.
07:46We are now already part of this machinery, of this design of the multicentric and pluripolar
07:51world.
07:53The Venezuelan President highlighted the possibility that the countries with the largest oil reserves
07:58in the world join a great economic development project.
08:06We always thought about the possibility of being part of a great economic development
08:09project, a project of cooperation, the countries that have the largest oil reserves in the
08:14world, that is to say Russia, Saudi Arabia, Iran and Venezuela.
08:24And in this space, that is the epicenter of the new world, we have already met.
08:31We are the four great oil-producing countries of the world and Venezuela comes to humbly
08:35offer its contribution on the basis of economic autonomy, of domestic development, an economic
08:43project that requires a high level of investment.
08:47In Russia, TV BRICS and the Ministry of Communication of Venezuela signed a Memorandum of Understanding
08:53within the framework of the BRICS Summit, which is being held in Kazan.
08:57The Minister of Communication and Information, Freddy Náñez, was the representative of
09:01Venezuela for the signing of this document, in which the importance of this union of information
09:06platforms was emphasised.
09:08Náñez confirmed that this alliance between BRICS media platforms and the Venezuelan state
09:13television will bring greater cultural and informative diversity and is also an opportunity
09:18to analyse and inform about the reality of the peoples of the Global South.
09:23In 2023, the multistate broadcaster Telesur signed a cooperation agreement with the international
09:29media network of the BRICS countries that allows it to continue working on the expansion
09:34of its network of associated media in Latin America.
09:46We the countries of the South, as Mario Benedetti said, not only exist but we also have much
09:52to contribute to a new world order, to a new globality.
09:56As President Chávez and President Nicolás Maduro have stated, wherever there is an expression
10:03of multiculturalism, an expression of difference, of harmony among the alternatives that exist
10:11in the field of politics, economy and culture in the world, a multipolar world, a world
10:18that we have been building not only in every international forum but in practice.
10:25Let's take a short break but remember you can join us on TikTok at Telesur English
10:29where you'll find news in different formats, news updates and more.
10:32We'll be right back, stay with us.
10:52Welcome back to From the South.
10:54In Cuba, President Miguel Díaz-Canel announced that the death toll rose to seven after the
10:59passage of Tropical Storm Oscar through the east of the island.
11:02During an extraordinary meeting of the National Defence Council to address the emergency situation,
11:08the President informed that the seventh victim was reported in EMEA's municipality in the
11:13most eastern province of the country, Guantánamo.
11:16Likewise, the head of state referred to the recovery of the national electricity system,
11:20which is restored in over 70% of the country with the possibility of continuing to advance.
11:26Díaz-Canel assured the instructions are given to prioritise actions to reverse the effects
11:31of the hurricane.
11:37The Venezuelan government revealed a corruption scheme involving officials of the major staffers
11:42of the north-western city of Maracaibo with destabilising plans from the far right.
11:48Venezuelan Minister of Interior, Justice and Peace, Josao Cabello, presented evidences
11:52against the former major of Maracaibo, Rafael Ramírez, about his involvement in the corruption
11:57scheme and announced that the investigations are still underway.
12:01He also informed the beginning of the corresponding legal procedures, leading to the indictment
12:07and later trials of those involved.
12:09Cabello explained that Ramírez belonged to the opposition Justice First Party and had
12:14to pay employees outside the payroll of the major's office through public cleaning companies.
12:28Now you can go to Maracaibo and you can see the mess the Maracaibo streets are in, because
12:34nobody picks up the garbage except Corpo Zulia and also the national government.
12:41However, the major's office in Maracaibo had completely disengaged from this responsibility.
12:48The people of the state of Zulia are beginning to file these complaints with the security
12:53agencies.
12:57And the major of Maracaibo is involved in this plot.
13:02He has already been arrested.
13:04He is under arrest.
13:05There is also Mr. Juan Lara Villalobos, who is the president of the Municipal Institute
13:12of Urban and Domiciliary Cleaning, or IMAU, and also Mr. Dave Henry Villalobos Ortega.
13:21This individual, Alberto Silva, had contradictory responsibilities in the mayor's office.
13:29But what is clear is that he had a great decision-making power to manage resources.
13:36Some call him a manager.
13:42Cabello also added that several other officials in the major's office in Maracaibo were involved
13:46in the corruption scheme.
13:51I must clarify that this is just a first release of information.
13:56There are a number of other officials of the mayor's office, aldermen of the municipality,
14:02who are part of this corrupt mafia, who are part of this investigation.
14:07Other people have been detained and have also been brought before the courts.
14:12But we considered it was necessary and important to inform the nation, and especially the state
14:19of Zulia and the municipality of Maracaibo, because people have tried to manipulate these
14:25events.
14:28In the United States, at least five people were killed on Monday in a shooting inside
14:33a home in the state of Washington.
14:35In the aftermath, authorities reported that a 15-year-old has been arrested in connection
14:39to the murders that involved a family of seven people, which he was allegedly a member of.
14:45In the incident that occurred in the community of Old City, some 20 kilometers southeast
14:50of Seattle, two adults and three minors were shot to death and a teenager was wounded.
14:55The police rushed to the place after receiving a phone call about gunshots in the residence.
15:01According to the Independent Organization Gun Violence Archive, the shooting became
15:05the nation's 25th mass murder of 2024 and adds to the total of 427 mass shootings occurred
15:12in the U.S. in the current year.

15:48Welcome back.
16:12The Lebanese resistance movement Hezbollah launched a rocket strike on an Israeli military
16:16security base in the suburbs of the city of Tel Aviv.
16:20Hezbollah confirmed that the strike is part of Operation Kaibar, launched as a response
16:25to Israeli criminal operations against the Palestinian and Lebanese peoples.
16:29The base, attacked by the Islamic resistance, holds the military intelligence of the Army
16:33Unit 8200, considered one of the key institutions of the Zionist entity's espionage.
16:39No report on the consequences of the operation has been provided by the occupying forces.
16:49The Syrian Ministry of Health reported that more than 35,000 medical services were provided
16:54to displaced people from Lebanon.
16:56Precisely, the agency informed that the number of medical assistances given in the rural
17:01areas of Tabasco, Tartous and Homs governorates amounted to 28,000, while more than 26,000
17:08medical services were provided in shelters and hospitalization centers.
17:12The authorities explained the services include general medical consultations, emergency operations,
17:18mental health sessions and necessary vaccinations.
17:21The Israeli attacks have caused more than 1.2 million people to leave their homes in
17:26Lebanon.
17:31Thirteen Lebanese, including one child, were killed on Tuesday in an Israeli strike near
17:36the south of Beirut hospital.
17:38The information was provided by the Lebanese Minister of Health, who also informed there
17:43had been 57 wounded in another strike late Monday near the Rafik Hariri Hospital, the
17:49biggest public health facility in the nation.
17:52Search and rescue teams were reportedly still searching for survivors amid fears that the
17:56toll may rise further.
17:58Health facilities in Lebanon have come into focus after Israel accused Hezbollah on Monday
18:04of storing money in a bunker under the Sahel Hospital in Beirut's southern suburbs, a charge
18:10the facilities had denied.
18:11Nearly 1,500 people have been killed in Lebanon after a month of Israeli attacks on the Arab
18:17nation.
18:18Yesterday, we were subjected to aggression.
18:26We do not know if we were the targets or not, as there are no red lines regarding Israeli
18:31aggression.
18:32There was an airstrike with two rockets on the street adjacent to the hospital.
18:37The rockets seemed to be of very large calibre and were most likely launched from warships
18:41rather than aircraft, given the extent of the severe damage.
18:45Three neighbouring buildings have been levelled to the ground and some residents are still
18:50under the rubble until now.
18:53In Bangladesh, crowds of female students emerged in Dhaka with burning torches late Tuesday
18:58demanding the government to put a halt to the drastic increase in violence against women.
19:04Shouting freedom, women marched through Dhaka's university campus demanding equality and calling
19:09for an end to harassment and gender-based violence.
19:12After the new government took office, expectations of an improvement in the situation of women
19:17went up.
19:18However, no change was achieved.
19:20On the contrary, violence against women has increased nationwide.
19:24Women's rights organisation Bangladesh Mahila Parishad reported that cases of violence against
19:29women have increased in the country by more than a quarter in September compared to previous
19:34months.
19:40We wanted to build a new Bangladesh through an uprising where we want to ensure equal
19:45rights of men and women.
19:46We also want to remove the discrimination that exists in the society regarding the treatment
19:51of men and women.
19:53The way we felt safe while coming out of the dormitories during the uprising, we want
20:00that the post-revolution Bangladesh will be a such country where violence and rapes of
20:05women will decrease.
20:07But now, when we see that violence and repression against women, along with the incidence of
20:12rapes, increased.
20:15A fuel truck lost control and exploded into flames near the Ugandan capital on Tuesday
20:20awakening at least 10 people.
20:22The disaster occurred on a highway in the town of Kigogawa, about 25 km north of Kampala.
20:29The resident district commissioner for the area, Charles Luanda, said that investigations
20:34are underway, adding that rescue and emergencies are on the scene.
20:38Several people were reportedly injured during the explosion as ambulances rushed to the
20:43scene in Kigogawa to take people to the hospital, adding that firefighters had prevented the
20:49flames from reaching a nearby patrol station.
20:52The disaster occurred just days after a fuel tanker exploded in northern Nigeria on October
20:5715th, killing more than 170 people.
21:04I cannot ascertain the numbers of the injured, but for the death toll here at the scene,
21:12the ones who have recovered are 10.
21:15We have recovered 10 so far, but we are still a work in progress.
21:18We are still at the scene, we are still ascertaining and checking out other areas where the fuel
21:24was flowing to.
21:25So, it is a work in progress.
21:28We shall give you a proper report after today.
21:31We have come to the end of this News Brief, but you can find this and many other stories
