00:03We have another update regarding our monitor, Super Typhoon Leon with international name Congray.
00:09As of 5 in the morning on Thursday, the last day of October.
00:15The center of this typhoon Leon is getting closer and closer.
00:18The last thing we can see is only 100 kilometers away from Silangan.
00:21Silangan is the northernmost province of Itbayat.
00:24The wind is increasing by 195 kilometers per hour.
00:27It's very close to our eyes.
00:29There's a downpour of up to 240 kilometers per hour.
00:33It's moving northward at a speed of 20 kilometers per hour.
00:38The total area of this typhoon Leon is 1,200 kilometers across.
00:43It means that a large part of Northern Luzon and this part of Aurora will still have strong winds.
00:50As we can see in our latest satellite animation,
00:53there are strong rains in some parts of Central Luzon and in some parts of Mimaropa.
00:59Based on our latest satellite animation,
01:02we don't see any new weather disturbance entering our country in the first days of November.
01:12Based on the latest forecast,
01:14it is expected that the center of this typhoon Leon will still move northward
01:21until a possible landfall here in the area of southeastern Taiwan.
01:26From there, from later in the afternoon until night,
01:29the typhoon will start to weaken and will reach the western portion of Taiwan later in the evening.
01:36It is also possible that later this evening until tomorrow morning,
01:39the typhoon will reach the Philippine area of responsibility towards the eastern portion of China.
01:45Again, the typhoon is very wide.
01:47It means that even if it moves away from our land,
01:50later this afternoon, it is still possible to experience a windfall,
01:54especially in this extreme northern Luzon and this mainland northern Luzon.
01:58It is still possible to experience strong winds until later in the afternoon.
02:04As of now, the Tropical Cyclone Wind Signal No. 5 is still in effect
02:08or the strongest winds up to 195 kilometers per hour in the towns of Itbayat and Bascos in Batanes.
02:16While we have the Tropical Cyclone Wind Signal No. 4 in the remaining part of Batanes.
02:23Signal No. 3 here in the islands of Babuyan and Calayan in the Babuyan group of islands.
02:30While Signal No. 2 in the remaining part of Cagayan, including the rest of Babuyan Islands,
02:35a large part of Isabela, the northern portions, the towns of San Pablo,
02:40Makonakon, Palanan and Divilacan, and the provinces of Apayawe and Ilocos Nortes,
02:45Signal No. 2.
02:46If we have Signals No. 3, 4, and 5, the wind is already dangerous.
02:50It is possible to damage crops and trees.
02:53It is also possible to damage structures that are not only located in the woods,
02:56but also to damage posts and power lines.
03:01We still have the Tropical Cyclone Wind Signal No. 1 in the remaining part of Isabela,
03:06a large part of Quirino, northern and central portions of Nueva Vizcaya,
03:11as well as in Abra, Calinga, Mountain Province, Ipugao, down to Benguet.
03:16And we also have Signal No. 1 in Ilocos Sur, La Union, and the northern and central portions of Aurora.
03:23Some parts of Northern Luzon, here in the part of Aurora,
03:26we have already removed the wind signals and our next issuance.
03:30It is possible to reduce our wind signals over Aurora,
03:33parts of Cagayan Valley, Cordillera Region, and Ilocos Region,
03:37while the areas here in the extreme northern Luzon,
03:40our wind signals are possibly also decreasing
03:42while the so-called Tropical Cyclone León is moving away from our land.
03:48These are the places where we will experience strong rains for the next 24 hours.
03:54Intense to torrential rains or over 200 mm of rain will be experienced here in Batanes,
04:00where the eye wall of Tropical Cyclone León is the closest for today.
04:05Heavy to intense rains are between 100 to 200 mm of rain today in Babuyan Islands,
04:11as well as in Occidental Mindoro and Calamian Islands,
04:13even though the so-called Tropical Cyclone León is far from their area.
04:17Moderate to heavy rains or up to 100 mm of rain will also be experienced in Ilocos Norte,
04:23Ilocos Sur, La Union, Pangasinan, Benguet, up to Mezambales and Bataan.
04:28These are the areas where we may still experience heavy rainfall warnings and rainfall advisories.
04:34However, we still remind them that it is still possible to experience heavy rains in low-lying areas,
04:39it is also possible for rivers to flood and floods to occur,
04:42and in mountainous areas, there is a high chance of landslides.
04:49Tomorrow, on the first day of November, it is still possible to experience heavy rains in a large part of Luzon,
04:54but also in the areas where there will be heavy rains,
04:56which are between 50 to 100 mm of rain here in Occidental Mindoro and Calamian Islands,
05:02due to the trough or the outer portion of the Tropical Cyclone León.
05:08For today, we will experience heavy rains and thunderstorms,
05:11especially in Metro Manila,
05:14in a large part of Luzon, Western Visayas, and Negros Island regions.
05:18So, if you are going out of your house, make sure that you have an umbrella.
05:22For heavy rains in the outer part of Tropical Cyclone León,
05:26we still have areas in a large part of the country that are strong to gale force winds.
05:32Most of Cordillera region for today,
05:35including Aurora, Bataan, Quirino, Nueva Vizcaya,
05:39up to Metro Manila, Calabarzon, and Mimaropa.
05:43Here in Bicol region, you will also experience heavy rains in the northern summer,
05:49and in a large part of Western Visayas.
05:52While Tropical Cyclone León is moving away,
05:54and in a part of Taiwan,
05:56tomorrow, there will still be areas like Batanes, Cagayan, and Isabela,
06:00where even though there will be no wind signals by tomorrow,
06:02there will still be heavy rains and thunderstorms.
06:07Aside from heavy rains and thunderstorms,
06:09we also have high winds for the next 24 hours.
06:12In fact, it is possible to have winds up to 14 meters
06:16for the towns in Batanes,
06:18and more than 3.5 meters for the towns of Ilocos Norte and Cagayan,
06:24including Babuyan Islands.
06:26We also have winds up to 5 meters,
06:28or almost 2 times higher,
06:31for Ilocos Sur, Isabela, and Aurora,
06:33due to the width of Tropical Cyclone León.
06:36It is also possible that by the first day of November,
06:40the winds will decrease here in the northern and eastern seaboards of our country.
06:48Aside from high winds,
06:49it is still possible to have a storm surge,
06:52which will continue to pour water into our coastal areas
06:56due to the strong winds,
06:58more than 3 meters high winds
07:00in Batanes and the towns of Calayan and Cagayan.
07:04So make sure to coordinate with your local chief executives
07:07for possible evacuation.
07:10And for our three-day weather outlook,
07:12this long weekend,
07:14where we have strong winds,
07:16let's hope that by tomorrow,
07:18there will still be areas where there will be heavy rains and thunderstorms.
07:21But then again, this is not like the rains here in the northern Luzon,
07:24where the amount of rain will decrease as compared to today.
07:28But then, there are still areas here in Batanes and Babuyan Islands,
07:31as well as in a large part of the Ilocos region and Cordillera region,
07:35here in the central Luzon,
07:37especially in Zambales and Bataan,
07:39down to Cavite, Batangas,
07:41and a large part of Mimaropa,
07:43especially in Occidental Mindoro and Calameon Islands.
07:45Make sure that there are umbrellas
07:47and be careful of floods and landslides.
07:49Over the weekend, that's November 2 to 3,
07:52a large part of the country will have improved weather conditions.
07:55Parts of the country will continue to be cloudy
07:57and usually during the day,
07:59over Visayas and Mindanao,
08:00there will only be drizzles.
08:02While here in a large part of the Luzon,
08:04it is expected that it will be cloudy until the sky is cloudy.
