00:39Hello and welcome to From the South, I'm Luis Alberto Matos from Delezuzo Studios in Havana,

00:45We begin with the news.
00:46In Havana, Cuba, power has been restored to over 83.6% of the population.

01:27to Camaguey.
01:28The rest of the provinces have functional subsystems.
01:31The Electric Union stressed it keeps working to follow the strategy in place to guarantee
01:35the connection of the national electric system.
01:49In Cuba, meteorological authorities reported that Tropical Storm Oscar is advancing slowly
02:04over Cuban territory, moving through the province of Guantánamo.
02:07Likewise, authorities communicated it has been moving towards the west at 4 km per hour
02:12and it is 15 km northeast of Guantánamo City and 45 km from Alpín.
02:17They also pointed out that the most heavy rainfalls are occurring in Maicí, Baracoa
02:22and San Antonio del Sur, in Guantánamo province.
02:25They added that storm surges will be likely at the northern coast of Guantánamo, Uguín
02:29and Las Tunas.
02:37And in Cali, Colombia, global leaders and environmental experts gathered on Sunday for
02:41the opening ceremony of the 16th meeting of the Conference of the Parties to the Convention
02:45on Biological Diversity, COP16, a 12-day meeting aimed at advancing biodiversity conservation.
02:51The meeting begins on Monday and runs through November 1st.
02:55The COP16 brings together more than 15,000 people from over 190 countries to push for
03:00action on biodiversity conservation, making it the most attended event since this conference
03:05began in 1994.
03:07The Colombian government is pushing as host for the meeting to be the most inclusive in
03:13the organization's history.
03:15The goal of this meeting is for countries to take action to protect the world's flora
03:18and fauna.
03:26And thousands of Venezuelan women mobilized and developed activities in different states
03:30of the country for the fight against breast cancer.
03:33The Venezuelan women enjoyed physical activities as a place for recreation and sharing among
03:38breast cancer survivors and those who defend this fight.
03:42In the day, the participants from different states of the country urged the people to
03:45go for medical check-ups to detect this pathology in time.
03:50Venezuelan men also took part in the festivities developed by the national executive as a joint
03:55fight against this disease.
04:02And on Monday, the Public Prosecutor's Office of Venezuela announced the detention of the
04:06former president of flagship oil company PDVSA, Pedro Teixeira.
04:11Through a statement, the Attorney General of Venezuela, Tarek William Zab, informed
04:14that after an exhaustive scientific research, Pedro Teixeira Ruiz was arrested alongside
04:20his immediate collaborators on the accusations of committing felonies against the nation,

04:30PDVSA to a CIO enterprise, those violating all legal mechanisms and Venezuela's national
04:37sovereignty.

04:43legality and in full constitutional cooperation with the Venezuelan head of state.
04:53In Haiti, violence by criminal groups keeps escalating despite the efforts made by the
04:57UN mission and the national police.
05:01As a result, the United Nations Security Council voted unanimously on Friday to extend the
05:05arms embargo on the Caribbean nation to include all kinds of weapons and ammunition.
05:10This resolution empowers the 193 UN member states to take appropriate steps to thwart
05:15the illicit arms trafficking in Haiti, which has been on the rise, mainly coming from Florida
05:21in the United States.
05:22Moreover, criminal groups not only control up to 80% of the capital, but also are impacting
05:27surrounding areas.
05:28In this context, I asked resident Opsalina to share her life story.
05:36Bandits drove U.S. out of the area, and now we can't sleep at home, I'm staying with my
05:42brother.
05:43But he won't be able to keep U.S. for long, as he's already taken our children to Peshenville.
05:48The house is too narrow and can't hold U.S. all, we have nowhere to go and all our belongings
05:53have been left behind.
05:54We've only just heard that one of my brother's houses has been burnt down.
05:57He and I had our houses on one plot of land, mine hasn't been burnt down yet, because a
06:02police tank is now in the area.
06:05In the United States, presidential candidate for the Democratic Party, Kamala Harris, continued
06:09with her electoral campaign ahead of the November 5th election day.
06:12During her visit to the state of Georgia, Harris emphasized that U.S. citizens must
06:16remember the power they have in their hands.
06:19During an interview, the Vice President expressed that Donald Trump should never again stand
06:22behind the seal of the President of the United States.
06:25Furthermore, after insults made by her Republican rival on Saturday, Harris asserted that Trump's
06:30behavior would degrade the presidency and that the country deserves better.
06:40For his part, Republican candidate and candidate for re-election Donald Trump visited a McDonald's
06:45restaurant in Pennsylvania.
06:47During the day, Trump also held a presidential rally in the city of Lancaster, where he again
06:52made special emphasis on immigration and the increase of crime in the United States.
06:57Recent polls show that both candidates are on equal footing to assume the presidency,
07:00and the race is expected to be defined by how they do in the country's key states.

13:22Israeli occupation of the Palestinian territories.
13:30Also in Palestine, the Israeli Occupation Forces intensified the blockade of food, medicine,
13:34and fuel in the northern Gaza Strip, deepening the humanitarian crisis in the territory.
