03:00our institutions, our justice system,
03:02anything that gets in the way of power?
03:04Have we ever seen anything like this?
03:14Three periods come to mind, Mr. Schiff.
03:16The first is the founding period
03:18and, in particular, the ferment between
03:20the Articles of Confederation
03:22and the Constitution
03:24when the founders and the framers
03:26the Federalist Papers, a passage you know well,
03:31worried about that in that period of instability,
03:37a tyrant would arise.
03:38That was resolved by one of the fortunate accidents,
03:43not just in American history,
03:45but I dare say in the history of the world,
03:49George Washington's establishing the tradition
03:52of peaceful transition that Donald Trump
03:54ultimately broke for the first time in our history.
03:57Number two, the Civil War period,
03:59when we had those within,
04:01who also proclaimed that they would not accept
04:07American rule of law.
04:11That period of divisiveness is also found
04:15in the post-Civil War era,
04:17the decline of Reconstruction,
04:21that assault on our constitutional system
04:23that became the Jim Crow era.
04:26Those are three precedents.
04:28We see other dangers, including here in Congress,
04:31the period of McCarthyism.
04:33Donald Trump represents the most grave danger
04:36to this country, at least since the end of Jim Crow,
04:41very likely since the commencement of the Civil War,
04:45and perhaps since the founding of our nation from within.
