00:00One of the first to be discussed is the so-called Sendai Framework for Disaster Risk Reduction.
00:07This is an agreement between the countries so that the effects of calamity can be minimized,
00:13the right direction can be laid, and the ability of the affected people of the disaster can be strengthened.

00:35Ma'am, three countries are now exchanging talismans regarding disaster risk reduction
00:42for the continuation of the third day of the Disaster Convention here in the PICC.
00:47I will explain to you, Ma'am, what is the reason for this help and why it has become a history in our country.
00:55The Sendai Framework for Disaster Risk Reduction was adopted in 2015.
00:59This is a global agreement between the countries so that the effects of calamities can be minimized.
01:04The Sendai Framework has four key priorities that should be identified by the countries involved in this.
01:10The identification of calamities, proper governance, strengthening of capabilities, and preparedness.
01:15In addition to the seven global targets for a country to be said to be disaster resilient,
01:19the reduction of the negative effects of calamities on people, infrastructure, awareness of calamities,
01:24international cooperation, implementation of disaster risk management, and the establishment of a community.
01:30The UNDRR convened three times this year.
01:34This was done here in the Philippines as the first regional platform to adopt the political declaration of the Sendai Framework Mid-Term Review.
01:42We have many different situations that come and impact the way that when a disaster happens,
01:52how we can build resilience or how we can recover.
01:58We as a sector need to have more conversations like this to create more spaces where diverse voices can be heard.
02:07As a part of the Asia-Pacific region that is often hit by disasters like earthquakes, typhoons, and volcanic eruptions,
02:13the Philippines considers the Watchtower of Disaster Risk Reduction.
02:17It is historical that the convention was held in the Philippines because this is where implementation, policy dialogue,
02:22knowledge sharing, advocacy, and mobilization will be planned.
02:25This is the first regional convention.
02:28As of now, 21 town hall discussions were held in the PICC.
02:31One of the discussions was on gender equality.
02:34Problems and solutions that women face every time there is a disaster.
02:38Aside from ensuring their safety, they should also face their challenges before, during, and after the disaster.
02:45This is where the Sendai Gender Action Plan comes in.
02:48Proactive government is one of the solutions.
02:51Our country remains predominantly on reactive disaster response, increasing the dependence on relief goods and provisionary assistance.
03:01As a result, the economic, mobility, and sustainable development are sacrificed.
03:08For example, when there are evacuations, disaster risk reduction efforts should be gender responsive.
03:14It's a good idea, but it's still new for us.
03:17We don't necessarily know yet how to be gender responsive in terms of, to be really gender responsive.
03:25In the Asia-Pacific nations, Fiji has a clear gender inclusivity when it comes to disaster response.
03:31There are five ways in which disaster risk reduction in Fiji can be gender sensitive.
03:36It can be done in the country.
03:38The Philippines has not yet adopted it, but it will not happen for sure.
03:41We focus on ensuring that everyone, especially the most vulnerable,
03:47will experience equitable safety and dignity before, during, and even after disasters.
