00:14a town hall format discussion was held that yielded questions and answers on various talking points,

00:24Resilience was a key theme at the Asia-Pacific Ministerial Conference for Disaster Risk Reduction.
00:30Participants discussed how to prepare for and respond to disasters.
00:34Governments, businesses and NGOs shared ideas and strategies.
00:38They agreed that everyone needs a plan to reduce the impact of disasters.
00:42Countries like Japan have invested heavily in disaster preparedness.
00:45The Philippines is also taking steps to improve its resilience.
00:48The government has allocated funds for disaster response,
00:51and businesses are contributing to supply chain management.
00:55Communities are also being involved in disaster preparedness efforts.
00:58Public-private partnerships are essential for effective disaster risk reduction.
01:03The Asian Development Bank offers financial assistance to member countries by working together.
01:08Countries can better protect their people and property from disasters.
01:12An integrated approach to disaster risk financing that is both data and context-driven
01:17is needed to streamline risk prevention strategies across sectors and along different decision-making levels.
01:25NEDA Secretary Arsenio Molina Balisakan believes that if the country solely relies on grants,
01:31loans and insurance during calamities, it will fall short.
01:34Traditional models of disaster risk financing such as grants, loans and insurance
01:40often fall short in terms of both speed and sufficiency,
01:45underscoring the need for more adaptive and responsive solutions.
01:49In addition to government funding, public-private partnerships are also crucial for disaster mitigation.
01:55On behalf of the business community, let me state that disaster risk should be incorporated
02:01in enterprise risk management and business continuity practices.
02:06Further, DRR should be embedded in corporate strategy and the whole capital allocation process.
02:14Listening to affected communities is crucial, fishermen thought, to plant mangroves, now have protected boats.
02:20This shows the effectiveness of community-based disaster solutions.
02:24There were around 11 town hall discussions today that revolved around disaster financing and investments,
02:29one of the challenges faced by developing countries like the Philippines.
