00:00 The SHED, Commission on Higher Education, explained that the Senior High School Program is under K-12.
00:08 They also urged the state and local universities and colleges to speed up the issue of the SHS Program.

00:21 The Senior High School is under the K-12 Program.
00:26 The SHS Commission gave this order to the SHS Program before the SHS was abolished.
00:33 The SHS Program was not completed until the Senior High School Program was completed.
00:42 According to the SHED Chairperson, Prospero De Vera,
00:45 the SHS Program was intended to be held by higher education institutions
00:50 but their board discussed the issue of the Senior High School Program, especially since the SHS Vouchers for SUCs and LUCs are not legal anymore
01:00 because the transition period for the Senior High School Program is already expired.
01:05 That is the objective of the memorandum.
01:09 It is not true that the SHED is telling you to stop accepting students.
01:16 According to the memorandum, there is no longer a legal basis to pay subsidy for your Senior High School students.
01:27 Then you have to discuss now what you are going to do for those that have not stopped offering it.
01:34 For the SUCs and LUCs that have stopped offering it, the memorandum does not apply to them
01:39 because they have already stopped offering SUCs and LUCs in their area already
01:46 because there may be no more legal basis to pay the voucher coming from DepEd
01:53 and also because DepEd is saying that there is already space and capacity in the regular high schools for the students to go there.
02:03 The SHED also pointed out that there are many SUCs and LUCs that are no longer accepting the SHS Program in the past year
02:10 but this did not result in the students stopping their studies.
02:14 This is to limit the facilities of these to their students,
02:18 especially the number of enrollees because of the free tertiary education that the government is giving.
02:25 The SHED also pointed out that the mandate of the HEIs is to provide tertiary education.
02:30 The transition period is over, there is no more excess facility, the enrollment in SUCs and LUCs have increased
02:37 and therefore the SUCs and LUCs are now using the facilities that they have for their higher education programs.
02:49 Many of them in fact have problems with capacity already because of the tremendous increase in enrollment because of free higher education.
02:59 The mandate of SUCs and LUCs is that they are higher education institutions
03:05 and their mandate under the law is to provide post-secondary education.
03:10 The SUCs and LUCs also convened a commission to make it easier for the SHS Program to address the issue
03:17 and to come up with a clear solution for this.
03:20 The SHED is also preparing to help DepEd to ensure that the students' studies will not be compromised.
03:27 Transitions require everyone to work together and that includes the commission, that includes DepEd,
03:34 that includes our state universities and colleges, and that includes our education stakeholders.
03:41 We have to work together. That's why the memorandum instructs the SUCs to now look into the matter.
03:49 And based on their discussions, their meetings, etc., the next steps will be determined by what is happening on the ground.

04:07 because higher education institutions and K-12 institutions are differently situated across the country.
04:16 That's why the memo alerts them that there is no more subsidy.
