00:00The House Committee on Appropriations is now discussing the 2025 Budget Proposal of the Office of the Vice President.
00:09According to a congressman, there are two main reasons as to why they decided to recommend this.
00:16This is what Mela Lasmoras reported.
00:19Reduction of funds for the Office of the Vice President.
00:23This is what the House Committee on Appropriations recommended after their discussion on the 2025 Budget Proposal of the OVP.
00:32From the original allocation of the agency of more than 2 billion pesos, it was reduced to almost 1.3 billion pesos and was reduced to 733 million pesos.
00:43According to Appropriations Panel Senior Vice Chair Stella Quimbo, there are two main reasons as to why they recommended a reduction of funds.
00:51First, they mentioned that there are redundant social programs or initiatives that the National Government Agencies already have and the OVP is just repeating them.
01:01So the committee wanted to transfer the allocation on this to DOH and DSWD.
01:07Second, they also mentioned that there are many satellite offices of the OVP that are just adding to the expenses of the agency even though it is not necessary.
01:17But the question is, does the decision of the committee affect the OVP's boycott of budget hearings?
01:25We are just doing our job. At the end of the day, the most important thing to us would be the information needed to reflect on the budget.
01:36That's all. So, to the extent that its absence did not shed light on many issues, that's what I think is affected, the lack of information.
01:52According to Quimbo, their recommendation has not yet been approved and it will go through the plenary of the camera and many other processes.
02:00If it is approved, the budget cut will not affect the personal services or benefits to the OVP.
02:09House Deputy Minority Leader Franz Castro also insisted that the fund for the book, Isang Kaibigan by Vice President Duterte should be transferred to DepEd.
02:20In the middle of the issue raised by Senate President Francis Escudero, the heads of government agencies agreed to the budget process and allowed the Congress to do their job.
02:32Escudero also hopes that the issues will be resolved up to the approval of the fund.
02:38Senator Sherwin Gatchalian's sentiment...
02:41Their employees are poor. And because there are employees of the office of the Vice President, they need money, they need benefits for their businesses.
02:53So, the employees who work there are poor. So, that's the effect if their budget will be zeroed.
03:02In the next week, the plenary debates of the camera will begin on the 2025 budget proposal.
03:09Melalas Moras for Pagbansang TV in Bagong, Philippines.
