08:24Welcome back to From the South.
08:26In Washington DC, the first high-level bilateral meeting on security between the governments of
08:30Mexico and the United States was held to strengthen cooperation in the fight against organized crime
08:35in Mexico.
08:36The meeting between the Mexican Security Cabinet and the US Secretary of State, Marco Rubio,
08:42was aimed at agreeing on new strategies to strengthen the fight against drug and arms
08:46trafficking.
08:47The Mexican government emphasized that all collaboration in security matters will be
08:52carried out under the principles established by President Chamba on shared responsibility,
08:57mutual trust, cooperation without subordination and respect for sovereignty.
09:03Both countries agreed to hold periodic high-level meetings to evaluate progress
09:07and maintain constant communication on the matter.
09:10Mexican government exerted 29 detainees linked to criminal organizations to the US in a major
09:16move to combat drug trafficking as part of the coordinated agreement between the two
09:21countries to strengthen regional security.
09:23The Mexican Attorney General's Office and the Secretariat of Security and Citizen Protection
09:28were in charge of the operation that involved the detainees and their families.
09:32The Mexican government also agreed to hold a joint meeting with the US Secretary of State
09:38were in charge of the operation that involved inmates who were in Mexican prisons and were
09:43wanted for their links to drug trafficking and other related crimes.
09:47The transfer warranted fundamental rights protocols in accordance with the Mexican
09:51Constitution and in compliance with the formal request of the US Department of Justice.
09:57This extradition adds to the actions of President Claudia Chamba's Security Cabinet,
10:02which reported the arrest of more than 13,000 generators of violence in recent months.
10:14The Government of Venezuela reaffirmed its will to hold talks with the United States
10:18based on respect, having noted the US President's interfering actions in recent days.
10:23On the mobilization for the 36th anniversary of the Caracazo, the President of Venezuela,
10:28Nicolás Maduro, warned that if the US government decides to pursue imposing
10:33sanctions and violence, the new Trump administration will be far away from
10:37the track of amicable relations. In addition, the head of state assured that respectful
10:42and fruitful manners must prevail in paving the way for peace with Washington.
10:47The President's keynote address came after Trump's announcement on the
10:50end of the licenses for the export of Venezuelan oil.
10:58If the US administration were willing one day to hold a respectful talk on equal terms,
11:11we would do it, we have done it and we will do it without any problem.
11:15But if the White House wants to continue betting on that fascism of violence in Venezuela,
11:20that's up to them, we will continue being on our right track, that track of independence,
11:24sovereignty, peace, work, development and harmony.
11:34In Ecuador, the Parliament holds the first debate on the proposed constitutional reform
11:38with the aim of allowing the establishment of foreign military bases in the country once again.
11:43The debate involves modifying Article 5 of the Ecuadorian Constitution, which prevents
11:48the permanence of foreign military forces and which made the United States to leave
11:52its base in Manta in 2009. According to a report presented by Assembly Member Gisela GarzĂłn,
11:59the President's proposal includes changes in other laws, recalling that the Ecuadorian Penal
12:04Code punishes with 10 to 13 years in prison anyone who allows foreign military bases to be set in
12:10the nation. Novoa's proposal was made in the context of the internal armed conflict he declared
12:16in the country against organized criminal groups because of the escalation of violence that has led
12:21Ecuador to become one of the countries with the highest homicide rate in Latin America.
12:33Social organizations, political parties and trade unions of Argentina held a massive federal march
12:38in defense of public health systems and against the adjustment policies of Javier Millet's
12:43government. Thousands of doctors, nurses, administrative staff and patients demonstrated
12:49to reject the national government's adjustment of the health sector. The march through the streets
12:54of Buenos Aires City started at the offices of the Ministry of Health to Plaza de Mayo and was
12:59replicated in cities all over the country. The demonstrators denounced, among other things,
13:04the cuts in HIV and tuberculosis programs, lack of vaccines and oncology drugs, attack on the
13:11National Cancer Institute, low salaries for professionals and firing in various health entities.
13:19In Argentina, the government of President Javier Millet qualified on Thursday in a resolution as
13:24idiot, imbecile and fable-minded issues related to mental health, psychic or cognition. With a
13:31discriminatory attitude, the Argentine government headed by Millet referred a resolution 187-2025
13:39of the National Agency of Disability, established new criteria to grant non-contributory pensions
13:45in which it uses pejorative expressions and retakes a retrograde medical model to measure
13:51labor disability. The referent of the Network for the Rights of Persons with Disabilities,
13:56Ana Dant, stated that it is a non-precedented setback in terms of rights and it shows that
14:02the libertarian officials are doing with our group their justice and persecute us.
14:07The Brazilian Ministry of Environment and Climate Change declared a state of climate emergency on
14:16Thursday due to the high risk of wildfires. According to the Ministry of Environment and Climate Change,

14:26Brazil, and the government of the President of the Republic of Argentina, the government of the

14:36According to the Geoeconomic Institute of the South American Research Institute, the area burned
14:42by forest fires in Brazil in 2024 increased compared to 2023 and exceeds the size of Italy.
14:49Minister Marina Silva assured that this legislative project is a set of measures ranging from creating
14:55a legal framework to establishing the figure of climate emergency. She also pointed out that there
15:01is no Brazilian legal framework so creating one has implications on several issues from

16:00Welcome back to From the South as we go to Rio de Janeiro, a city that is getting ready to
16:17experience a new samba school competition. Our correspondents Andre Vieira and Sebastian Soto
16:23travel to the city of Maricá in the metropolitan region to accompany a suite rehearsal of one of
16:28these schools which has almost everything ready for the party.
16:44Everyone knows and sings the music. It's the samba school União de Maricá, founded in 2015
16:50and the only one in the Rio de Janeiro lakes region to parade at the Samba Dromo.
16:55In 2025, it'll tell the story of S.C.U.S.T.E. de Lira, an entity of the Afro-Amerindian Umbanda
17:01religion that became famous for its close relationship with the Carioca Party,
17:06is a Nestu, an Orixá who is the bridge between the divine and humans.
17:13We who are of the Umbanda and Candomble, these entities are of the earth, of the soil,
17:17they represent everything in our lives, it's the way. Some people think they are bad things,
17:22but it's not like that. They are good things.
17:29Via is the flag bearer. She carries with her the sacred mantle of the school.
17:34More than a symbolism, it's one of the mandatory elements in the parades.
17:38It is also the sector of the Baianas, which pays homage to the ladies, the matriarchs.
17:46I love being a Baiana, I like it very much.
17:49The Baianas are the soul of the school because they represent the beginning,
17:52the root of the school because in the past the Baianas were represented by the enslaved women.
17:58So it's something very nice.
18:03In a year where the black resistance is the main theme of the associations that will parade at
18:07the Sambadrome in Rio de Janeiro, the carnival shows that it's one of the main representations
18:14of Brazil's popular culture. Here the youngest and the most experienced parade side by side in
18:20the quest for the title. Winning the parade this year would take UniĂŁo de Marica to the
18:26elite of the Samba schools. The Samba school, in addition to the artistic theme,
18:35is also about social inclusion. There is no race, no type, no color, everyone is welcome.
18:43We form a big family to celebrate this marvel that is the carnival.
18:49Marica comes very strong, Marica with this wonderful community,
18:52a power in the world of carnival, you can be sure that we will seek this title.
18:57On the 28th we will show on the avenue that Marica knows how to do Samba too.
19:01The parades at the Sambadrome in Rio de Janeiro will take place between February 28th and March 4th.
19:21Trinidad and Tobago held early on Friday the re-enactment of the Campo Lai riots of 1881,
19:28a tradition of great significance for the Caribbean island. The Campo Lai riot re-enactment
19:33is an event aimed at educating and fostering a sense of pride in the people, a ritual
19:38representation of a moment in history that kicks off carnival celebrations on the island.
19:43Historians recognize the riot as a symbolic act of defiance by free African descendants,
19:49whose actions contributed to the integration of the middle class into the celebration,
19:53defying the restrictions imposed by the British colonial police.
19:56The changes obtained are now integral components of the nation's carnival activities.
20:02Other festivities to be enjoyed during this period will include
20:06the Dragon Festival on Friday afternoon and the Junior Parade of Bands on Saturday morning.
20:11And in this context, Trinidad and Tobago foreign minister Amiri Brown expressed satisfaction
20:17regarding on how the carnival celebrations began and explained that these festivities
20:21are deep-rooted in the history and culture of the nation.
20:24So many people have come out to be part of the 2025 Campo Lai commemorations and also to see
20:34a strong showing from the diplomatic core, including some of our friends from Venezuela.
20:40So this really has been a great morning for us, for the culture of Trinidad and Tobago.
20:47It contributes significantly, carnival does, to the economy of this country, tourism,
20:55domestic tourism, as well as the cultural and economic development of this country.
21:01Tourism, domestic tourism, as well as tourism from overseas.
21:06And so many people are really part of the ecosystem of carnival.
21:14I'm also happy to see many young people and children, even though this occurred very early
21:20in the morning, many children have come out to really learn the history of who we are,
21:26which tells us a bit about what we can do.
21:29The foreign minister went over the importance
21:31that the reenactment of Campo Lai has for future generations.
21:36Well, it is happening and that's part of the story of Campo Lai.
21:41And you would have seen so many elements and so many creatives were involved in this endeavour.
21:48I think it's growing year by year and that's a good sign for our future.
21:53So I'm very pleased, I'm very satisfied and I'm really looking forward with anticipation
22:01to what this next generation is going to bring for us in terms of our
22:06continued liberation, our self-sufficiency and our pride in who we are as a people.
22:13And with these celebrations, we have come to the end of This is Brief,
22:16but you can find these and many other stories on our website at www.telusreenglish.net
