00:00There are various illegal activities that are the reason for the rise in the price of goods in the country.

00:07We discussed this in the first hearing of the 5th Committee of the Camera, Joshua Garcia, in Centro ng Balita Live.

00:30Aljo, in one of the 5 hearings, the committees of Ways and Means, Trade and Industry, Agriculture and Food, Social Services, and Food Security

00:39discussed the issue of the rising prices of goods resulting from starvation in the Philippines.

00:45As part of the deliberation of House Resolution 254, in accordance with the opinion of House Speaker Martin Romualdez,

00:51according to Representative Joey Salceda, Chairperson of the Committee on Ways and Means,

00:56in addition to their ongoing inquiry in aid of legislation,

00:59poverty in food has risen and its security in the country is weak.

01:05We want to uncover the gaps that we need to plug to achieve this goal.

01:11And if needed, the personalities that should be made accountable for making this goal difficult to achieve.

01:20In the presentation of the committee, one of the forgotten issues is the logistics and warehousing of agricultural products.

01:26Salceda asked this question to the Department of Agriculture.

01:31That has been previously identified in so many hearings, Mr. Chair.

01:36And we agree that one of the reasons for these high prices is the price of logistics.

01:41The department is also embarking on the development of agricultural ports

01:47to also facilitate the transport of agricultural goods.

01:53In the study presented by Salceda, it is possible that 30 pesos per kilo of rice will be used

01:59if the expenses due to transport, post-harvest, losses, and others are reduced.

02:03Meanwhile, we will continue to talk about security in food,

02:06as stated in the list of programs and projects of the DA,

02:09such as this four-year plan for the prosperity of the new Philippines,

02:13which focuses on post-harvest systems and infrastructures,

02:17better logistics systems for input and production output,

02:21streamlining of transportation, distribution for sustainable and cost-effective agricultural systems, and others.

02:27Also, assistance to small farmers and fishermen to sell their products

02:31and reduce the middlemen and marketing layers,

02:34such as what is currently being done in the President's program.

02:37The roadmap for the rice industry until 2028

02:40is the Masagana Rice Industry Development Program, or MRIDP,

02:44where one of its priorities is the introduction of digitalization in agriculture,

02:49such as DA price monitoring using mobile devices that will be deployed nationwide,

02:53and other things that will strengthen the agricultural sector.

02:56The laws are also given in the natural listening of the KINTACOM,

02:59including in the discussion of smuggling and price manipulation,

03:02such as the RA-12022, or the Anti-Agricultural Economic Sabotage Act,

03:07RA-10845, or the Anti-Agricultural Smuggling Act,

04:10where the studies conducted by the Department of Science and Technology, or DOST,

04:15were discussed.

04:16This is related to nutrition, price of rice,

04:18and the suspected smugglers of the Department of Agriculture,

04:22where KINTACOM is asking for a list of these in the agency.
