00:00The milk industry in the Philippines has a great potential to give life and contribute to the economy.

00:06Under the mandate of the National Dairy Authority,

00:10they aim to strengthen the milk industry to meet local needs and support dairy farmers.

00:17Today, we will be joined by Atty. Marcos Antonio Sandaya

00:21to discuss the NDA's plans to promote and strengthen the dairy industry of our country.

00:28Good morning and welcome to Rise and Shine Philippines, Atty.

00:31Good morning, Audrey. Good morning, Dayan.

00:35And of course, to all of our RSP members, good morning to all of you.

00:38Good morning and welcome to RSP.

00:40And of course, happy 30th anniversary to the National Dairy Authority.

00:44It's a shame you weren't able to attend.

00:46We were so happy to celebrate our anniversary.

00:48That is what we will discuss today, Atty. Dayan.

00:50But first, of course, tell us more about the mandate of NDA.

00:54And what are the main programs of your agency to fulfill this mandate, Atty.?

01:00Okay, Dayan, the National Dairy Authority is established by a law,

01:06the Republic Act 7884, or what we call the National Dairy Development Act of 1995.

01:14Okay, in our mandate, in this law,

01:16we are the main agency under the Department of Agriculture

01:20that the police are working on and implementing

01:23to ensure that the development of our dairy industry will be fast.

01:28In addition to this program, of course,

01:30our agency is addressing the malnutrition problem of our country

01:37through milk feeding programs, Atty. Dayan.

01:40And to fulfill our mandate,

01:43we are giving livelihood

01:49to our dairy farmers through dairy farming.

01:53So that is what we are doing to fulfill our mandate

01:57and our programs for the dairy industry.

02:00Well, Atty., let's talk about quality.

02:02What steps is the NDA taking to improve

02:06or maintain the high quality of our dairy products?

02:10Okay, Atty., the National Dairy Authority has three personalities.

02:15We are a GOCC, or Government-Owned and Controlled Corporation.

02:19One of our developmental functions is to improve our dairy industry.

02:25And the second is that we are the business arm of the government

02:29that should generate revenue for the government.

02:34And our third personality is that we have a regulatory function.

02:39That is included in the law RA 10611, or the Food Safety Act.

02:45Because of that law, we are ordered to monitor the system and process

02:50of producing local milk.

02:52So our raw milk, before it enters the processing plant,

02:57it is our responsibility to ensure that the quality is good

03:03and that our milk is safe to drink.

03:06We have what we call a Quality Assurance Program.

03:10That is what we are instructing our dairy farmers

03:13to ensure that the milk system is correct,

03:16that the farms are clean,

03:18and that the process is correct

03:20so that it is safe for our countrymen.

03:22Alright, so aside from ensuring the quality of our dairy products,

03:26let's go to the Stock and Multiplier Farms for 2025.

03:30I understand that this is a priority program of the NDA.

03:33So tell us more about that, Atty.

03:35Okay, Diane, these Stock Farms and Multiplier Farms

03:39are what we call a flagship project of our government.

03:44This is what will increase our milk production.

03:47We have already made five of these Stock Farms

03:51and this is operational for 2025.

03:54Here in these Stock Farms, we will put the cows that we import.

04:00They will live there.

04:02In recent times, the system has been

04:05If there is an interested farmer who wants to do dairy farming,

04:09they will come to us,

04:11we will ask for help, we will give them help.

04:14But our problem is that we cannot get an island-born cow

04:17to give to them.

04:18The island-born cows, since we are not a local animal,

04:23dairy cattle,

04:24we will be forced to import

04:26and the imported cows,

04:28that is what we give to them.

04:30So more often than not, they will be neglected

04:33Since the cows are not yet acclimatized,

04:35of course, they will be transferred to other countries

04:37where they are not yet acclimatized.

04:40They will not be taken care of by our small dairy farmers.

04:45So to address that problem,

04:47we changed our system.

04:49This is the program.

04:51This is the program, the imported cattle,

04:54instead of going directly to them,

04:56we will house them in Stock Farms

04:58until they are acclimatized.

05:00And those imported cattle, when they are acclimatized,

05:03we will transfer them,

05:05not directly to them,

05:07but to Multiplier Farms.

05:09This Multiplier Farms

05:11is like a PPP,

05:13Partnership with the Commercial Sector,

05:15with private companies

05:17that have the ability,

05:19experience, and resources

05:21to multiply

05:23the imported dairy animals.

05:25Once they have multiplied them,

05:27we will now have

05:29island-born cattle

05:31that will be acclimatized.

05:33Because their children are now acclimatized.

05:35That is what we will distribute

05:37to our smallhold farmers.

05:39They will be able to take care of them

05:41because

05:43they are used to our climate.

05:47Well, earlier,

05:49we talked about

05:51their 30th anniversary.

05:53What were the highlights of that event?

05:55What were your activities?

05:57It was very happy and very sad.

05:59It was happy because a lot of people came.

06:01It was sad because we were not with you.

06:03It was happy because we were with you.

06:05A lot of visitors came.

06:07Let's do a month-long celebration in March.

06:09Our 30th anniversary celebration

06:11was attended by a lot of people.

06:13It was very happy.

06:15Luzon, Visayas, and Mindanao.

06:17Our dairy farmers,

06:19cooperatives, stakeholders,

06:21friends in the dairy industry,

06:23in fact, people from the media,

06:25and those who are with us

06:27in other parts of the government.

06:29They came to the gathering.

06:31Our celebration looked like a dairy summit.

06:35They showed their support.

06:37They showed their

06:39solidarity with us.

06:41During the celebration,

06:43since our stakeholders

06:45were already there,

06:47we took advantage of the opportunity.

06:49During the celebration,

06:51we made our dairy farm

06:53more profitable

06:55because we gave them

06:57our programs,

06:59our plans,

07:01and our achievements

07:03in a short period of time.

07:05It was a happy gathering.

07:07As I said, it was more

07:09exciting.

07:11Congratulations for that.

07:13Last question, Atty. Dayat.

07:15For your 30th anniversary celebration

07:17of the NDA, what message

07:19do you want to convey to other stakeholders

07:21including dairy farmers,

07:23consumers, and even our partners

07:25from the private sector and LGUs?

07:29After 30 years,

07:31the National Dairy Authority

07:33is still here

07:35to help and support

07:37the needs of our

07:39dairy farmers, cooperatives,

07:41stakeholders,

07:43so that we can increase

07:45our milk sufficiency.

07:47For a long time,

07:491%,

07:51now we are increasing it to 1.66%.

07:53It may not be a spectacular

07:55increase, but still an increase.

07:57An increase is an increase.

07:59This year, 2025, and next year,

08:01we will continue to work hard

08:03and we are very optimistic

08:05that our 2.5% target

08:07for this year, we can reach

08:09with the help of our partners,

08:11dairy farmers, cooperatives, and stakeholders.
