00:00According to President Ferdinand R. Marcos Jr. in declaring a food security emergency to lower the price of rice.

00:08Meanwhile, the President also promised that the government's service will not be affected in the face of a change in the country's budget.

00:20Supported by President Ferdinand R. Marcos Jr., a food security emergency is being declared so that the price of rice can reach a certain level.

00:30In an ambush interview, the President said that in the face of the government's efforts to lower the price of goods, especially rice,

00:39the price of these will continue to rise in the family.

00:43So, to lower it, the food security emergency will be declared.

00:48According to the President, this is also a way for the market to work properly when buyers do not hesitate to raise the price of goods.

00:57Next week, it is possible for the Agriculture Department to accept the recommendation of the National Price Coordinating Council.

01:04First, the DA said that this declaration will give way to the National Food Authority to sell rice to local governments and other government agencies at a lower price.

01:15Second, it will expand the space in the NFA warehouses and help local farmers by buying rice for the upcoming harvest season.

01:25The reason that we are doing this is that we have done everything to lower the price of rice, but the market is not being allowed to work properly.

01:37The demand and supply curve is not being followed because until now, even if you lower all the inputs, the sales are still high.

01:47And so, we have to force that price down and we have to make sure that the market works properly,

01:53that there is no friction cost because of various things.

02:02The Executive Board also promised that the government's services will not be affected in the face of a major change in the country's budget.

02:09Although the President described the 2025 National Budget as sub-optimal due to the lowering of the funds of some government agencies,

02:18he said that the government is working hard to address this and find a way.

02:23This includes looking for funds from the savings to fill the budget gaps in some government agencies.

02:30In the past few days, the President held a series of meetings with some government agencies

02:35to make sure that their budget will meet the programs needed by the Filipinos.

02:40Well, perhaps the budget as was passed, you could describe it as sub-optimal.

02:51But we are remedying that situation and we are returning the most...

02:56Well, let me put it simply.

02:58What we are doing is we are looking for savings from the funds that were not given to the National Expenditure Program.

03:12We are looking for savings so that we can return those funds, like education, like health, like housing.

03:21Speaking of Comprehensive Sexuality Education, the President emphasized that it is important to teach it in schools

03:27so that the number of teenage pregnancies will increase.

03:31Through this, it will be easier to teach the youth to be responsible

03:36and to plant the possible result of having a child at a young age.

03:42The teaching of this in our schools is very, very, very important.

03:46And to make young people especially knowledgeable about what are the options that are truly available to us

03:55and what the consequences are of having a child too soon.

04:01Again, the President emphasized that this is not the right time to file an impeachment complaint against Vice President Sara Duterte.

04:09This is followed by the President's approval of the opinion of Chief Presidential Legal Counsel Juan Ponce Enrile
