00:00Now, let's talk about the Super Typhoon Pepito
00:03because it is an immediate threat to many parts of Southern Luzon and Eastern Visayas at this time.
00:10Now, at 10 in the morning, the center of the Super Typhoon Pepito
00:14is located 250 kilometers east of Huban, Sorsogon.
00:18Because of Pepito's strong wind, it reached 185 kilometers per hour near its center
00:24and the wind speed reaches up to 230 kilometers per hour.
00:30Now, it is moving in the direction of west-northwest at a speed of 25 kilometers per hour.
00:35So, we can notice that even though the eyes of the Typhoon Pepito are still in the ocean,
00:40its waves are hitting several parts of the Bicol region,
00:45in many parts of Eastern Visayas and here in the beautiful northeastern part of Mindanao.
00:51So, what are the expected scenarios for today until tomorrow
00:56due to the continuous approach of the Typhoon Pepito to our country's land?
01:01So, the eyes of the Typhoon Pepito are already being observed by our two radar stations.
01:07So, this is our radar station in Northern Samar,
01:11which is also part of our bases of location, strength, and possible rains brought by the Typhoon Pepito.
01:19So, let's first discuss the tropical cyclone wind signals
01:23that are in several parts of our country.
01:25We have warning signal number 4 here in the Tanduanes region
01:29and the northeastern portion of Camarines Sur.
01:32Meanwhile, warning signal or wind signal number 3
01:35here in the eastern portion of Camarines Norte,
01:39northern and southeastern portion of Camarines Sur,
01:42eastern portion of Albay,
01:44the northeastern portion of Sorsogon,
01:47here in the eastern portion of Northern Samar,
01:51here in the eastern portion of Eastern Samar.
01:54Meanwhile, wind signal number 2 for the areas highlighted in yellow
01:58here in the southeastern portion of Isabela,
02:01in the province of Aurora,
02:02in Bung Quezon,
02:04in the eastern portion of Rizal,
02:06in Laguna,
02:07in the remaining portion of Camarines Norte and Camarines Sur,
02:10in the remaining portion of Albay,
02:12in the remaining portion of Sorsogon,
02:14in Burias and Tikau Island.
02:17The same goes for the central portion of Eastern Samar,
02:21northern portion of Samar,
02:22and the rest of Northern Samar.
02:26Meanwhile, warning signal number 1 for the areas highlighted in light blue
02:30here in the mainland of Cagayan,
02:31in the remaining portion of Isabela,
02:33in Quirino,
02:34Nerva Vizcaya,
02:35Apayao,
02:36Calinga,
02:37Abra,
02:38Mountain Province,
02:39Ipugao,
02:40Benguet,
02:40as well as in Ilocos Norte and Ilocos Sur,
02:43La Union,
02:44Pangasinan,
02:45Nueva Ecija,
02:47Wind signal number 1 also here in Bulacan,
02:49Tarlac,
02:50Pampanga,
02:51Sambales,
02:52Bataan,
02:53Metro Manila,
02:54in the remaining portion of Rizal,
02:56in Cavite,
02:57Batangas,
02:58Marinduque,
02:59northern portion of Oriental Mindoro,
03:01in Romblon,
03:02in the remaining portion of Masbate.
03:06Wind signal number 1 also here in the remaining portion of Eastern Samar,
03:09here in Biliran,
03:11northern and central portion of Leyte,
03:14here in the northeastern portion of Southern Leyte,
03:16northernmost portion of Cebu,
03:18together with Bantayan Island,
03:20northernmost portion of Iloilo,
03:22and northernmost portion of Dinagat Island.
03:24So for the complete detail of the municipalities
03:27that are included,
03:28example here in the northern and central portions of Leyte,
03:32our Tropical Cyclone Bulletin is available on our official website,
03:36bagong.pagasa.dost.gov.ph.
03:39If you happen to go to the Tropical Cyclone segment,
03:42click on the Tropical or Pepito link,
03:46and then you will see in the upper right corner,
03:49the PDF file of our latest Tropical Cyclone Bulletin.
03:52That is what we are distributing to our partner agencies,
03:57to the general public,
03:58and the complete list of the municipalities
04:02that are included here in the areas that have a warning signal.
04:05So now,
04:06our countrymen might ask,
04:08warning signal number 1 in Metro Manila,
04:10but basically,
04:11the timing is still okay.
04:13It is also here in some parts,
04:14in the northern part of Luzon.
04:16So,
04:17let us remind you again,
04:18the lead time,
04:19or the peak,
04:20before we can actually feel
04:21the force of the storm.
04:23For example,
04:24in wind signal number 1,
04:26up to 61 kilometers per hour,
04:28the wind can be felt
04:30in the areas highlighted by light blue
04:32in 36 hours or less.
04:34So that is why,
04:35here in the areas highlighted by blue,
04:37there is still ample time for preparation.
04:40So for example,
04:41in the areas that have a higher wind signal,
04:45the lead time is later.
04:47That is why,
04:47we have been giving warnings for a few days now.
04:49We have also been giving warnings for a few days now
04:51to various municipalities
04:52that we have partnered with
04:54Disaster Preparedness and Mitigation Measure.
04:56By this time,
04:57hopefully,
04:58our supply and our partner agencies' stock is enough.
05:03And as much as possible,
05:04they should stay inside their homes
05:06in the event of a storm.
05:08Avoid going out,
05:09go out of their homes,
05:10continue to monitor the updates of Pagasa,
05:12and continue to consult their
05:14local government officials
05:15and local disaster risk reduction
05:18managing officers
05:19for the continuation of safety measures.
05:23In the meantime,
05:23let's talk about
05:24what is expected from the storm
05:26Pepito
05:27in the next 3 to 5 days.
05:30Generally,
05:30if we look at it,
05:31the storm will be
05:33west-northwestward.
05:35And we will notice
05:36that tomorrow night,
05:38or tonight,
05:39until possibly tomorrow morning,
05:42it is possible for it to landfall
05:43here in the Katanduanes area.
05:46But let's go back to what we call
05:48the area of probability,
05:50this kind of area
05:51that is surrounded by a center track.
05:53If we look at this area of probability,
05:56we're not ruling out the possibility
05:57of a landfall scenario
05:59here in the eastern coast of Camarines Sur
06:02or Albay
06:03at the same time.
06:05This means
06:06it is possible here in the Katanduanes area,
06:08it is possible here in the Albay
06:10or Sorsogon area,
06:11or along the eastern coast of Quezon
06:13or Aurora
06:15tomorrow afternoon.
06:16So either way,
06:18we have already given a warning
06:19in the areas
06:20where it is not only possible
06:22for a landfall scenario
06:23but all the areas that we mentioned earlier
06:25that have a warning signal
06:26or wind signal
06:27should be prepared.
06:30We will notice that
06:31after it lands in the Katanduanes area,
06:33it will move towards the central zone
06:36and it is possible that tomorrow night
06:38or later tonight,
06:39it will slowly pass through the land
06:43or tomorrow night,
06:43it will slowly pass through the land
06:45of our country,
06:46its center.
06:48But even though
06:49it is expected to pass through the center
06:51because its radius is very wide,
06:53at this point,
06:54it is certain that
06:55it will still have effects
06:56on most parts of the zone.
06:59And then, we are hoping that
07:01it is possible that
07:01it will continue to come out
07:02of our area of responsibility
07:04on the coming Monday.
07:07So what is the expected rainfall?
07:09We started with severe winds,
07:11strong winds,
07:12in the next three to five days.
07:14Now,
07:14what is the effect
07:16in terms of rainfall
07:17in some parts of our country?
07:20So we can see
07:22this highlighted red,
07:23this is what we expect
07:25intense to torrential rains,
07:27more than 200 millimeters.
07:29So here in the Katanduanes,
07:30Camarines Sur and Camarines Norte,
07:32from today until tomorrow afternoon
07:36or morning,
07:37or almost approaching afternoon,
07:40this is what we expect
07:42to be a possible amount of rainfall
07:44here in the provinces we mentioned.
07:46Heavy to intense
07:48in the areas highlighted in orange,
07:49here in the provinces of Quezon,
07:51Albay,
07:52Northern Samar,
07:53and Eastern Samar.
07:55Meanwhile, moderate to heavy rains
07:57here in the areas
07:58highlighted in yellow,
08:00here in Mebandang Sorsogon,
08:02here in Masbate,
08:04here in Biliran,
08:05in Lalawigan and Samar,
08:06and here in Leyte.
08:08From today until tomorrow.
08:11Meanwhile,
08:12from tomorrow afternoon
08:14until Monday afternoon,
08:16the rainfall,
08:17we can see that
08:18more rainfall
08:20will be more likely to occur
08:22here in many parts of Central Luzon.
08:25Because we expect
08:27a torrential rainfall.
08:28Approaching,
08:29after here in Mebandang Bicol Region,
08:31it will move closer to Central Luzon area.
08:35So, intense to torrential rain
08:37in the provinces of Benguet,
08:38Nueva Vizcaya,
08:38Quirino,
08:39Pangasinan,
08:40Nueva Ecija,
08:40Aurora,
08:41Rizal,
08:42Quezon,
08:43from tomorrow
08:45until Monday afternoon.
08:48Meanwhile, moderate to heavy,
08:50heavy to intense
08:52here in Mebandang Orange areas,
08:55here in La Union,
08:56in Sambales,
08:57Tarlac,
08:57Pampanga,
08:58Bulacan,
08:58Bataan,
08:59Metro Manila,
09:00Cavite,
09:00Laguna,
09:00and Camarines Norte.
09:02Moderate to heavy
09:03in areas highlighted in yellow,
09:05Camarines Sur,
09:06Marinduque,
09:06Batangas,
09:08Cagayan,
09:08Sabela,
09:09Calinga,
09:09Mountain Province,
09:10Ifugao,
09:11Abra,
09:12and Ilocos Sur.
09:15Now, that is our projection
09:17because we expect
09:19possible by Monday onwards
09:21there will be
09:22an air-responsibility storm.
09:25That is why
09:25in just two days,
09:27you may projected
09:28significant amount of rains
09:30here in many parts of Luzon
09:32and some parts of Visayas.
09:34So, what we have now
09:35is the possible
09:37flood or storm surge,
09:38the strong wave
09:40that can pass
09:40in coastal areas
09:42of some places
09:43that either will directly cross
09:46the center of Pepito
09:47or will be hit
09:49by a storm
09:50in its movement
09:51near our country
09:52until it crosses.
09:54So,
09:54we issued a storm surge warning
09:57and this,
09:57more than three meters,
09:58we expect
09:59it can pass
10:00in Dalampasigan
10:01or coastal areas
10:02of Camarines Norte,
10:04some parts of Camarines Sur,
10:05Catanduanes,
10:06and some parts of
10:07Lalawigan, Quezon.
10:08The highlighted one is red.
10:10Meanwhile,
10:12two to three meters
10:13in coastal areas
10:15highlighted by orange,
10:16Albay,
10:17Aurora,
10:18some parts of Batangas,
10:19Biliran,
10:20some parts of Camarines Sur,
10:22Eastern Samar,
10:23Sabela,
10:24La Union,
10:25Leyte,
10:25Marinduque,
10:26Masbate,
10:27Northern Samar,
10:28even here in the area
10:29of Pangasinan
10:30and some parts of Quezon
10:31because of the expected
10:32movement of the storm.
10:35Similarly,
10:36in some parts of Samar
10:38and some parts of Sorsogon,
10:39we also have a possible
10:40storm surge
10:41that can reach up to three meters.
10:43Meanwhile,
10:44here in coastal areas
10:46highlighted by yellow,
10:48the storm surge is expected
10:50from one to two meters.
10:51Here in Bataan,
10:52some parts of Batangas,
10:54Bulacan,
10:55Cavite,
10:55Ilocos Norte and Ilocos Sur,
10:57in La Union,
10:58also here in the National Capital Region,
11:00particularly in the 1st, 4th and 3rd District,
11:02in Pampangarin,
11:04some parts of Samar,
11:05some parts of Sorsogon,
11:07and Sambales.
11:08So this storm surge,
11:10you will notice,
11:11is confined to coastal areas.
11:14We are just mentioning the provinces here,
11:16but we will look at the map
11:19to identify
11:20what are the coastal areas.
11:21And we also have
11:22a list available
11:24of municipalities
11:26According to the storm surge warning,
11:29it is also available
11:30on our website,
11:31bagong.pagasa.dost.gov.ph
11:34for a complete list.
11:37Now,
11:38we also looked at
11:40a possible high tide episode
11:42today
11:43in some parts
11:44of the
11:46Southern Zone,
11:47Visayas area,
11:48because we are anticipating
11:50the approaching of a storm.
11:51Our tidal prediction
11:53for high tide
11:54is from Namria,
11:55we will see,
11:56here in Samar provinces,
11:58Eastern Samar,
11:59and Samar today,
12:01we have high tide episodes.
12:03Northern Samar,
12:04in Sorsogon,
12:06Albay, Masbate,
12:07Camarines provinces,
12:08and Catanduanes.
12:09That is why we are showing this,
12:11because aside from our projected storm surge,
12:14and if there is a chance
12:15that we have
12:17a high tide episode,
12:18we are hoping for a higher one.
12:20The actual level of
12:24high tide can exceed
12:25the coastal areas
12:27that we mentioned earlier.
12:32Again,
12:32let us remind our countrymen,
12:35heavy rainfall,
12:36strong wind,
12:37and storm surge
12:39can be experienced
12:40in places
12:42that are not in landfall point.
12:44As long as they are within
12:45the periphery of the storm,
12:47as long as they have a warning signal,
12:48we should be prepared for
12:50strong rain,
12:51wind,
12:51and for a high tide
12:53in coastal areas.
12:56So that we can prepare
12:58for the worst-case scenario.
13:00It is better to think like this,
13:02so that we are more ready
13:04for the upcoming storm.
13:07Meanwhile,
13:08these are the places that have a gale warning,
13:10that will not allow
13:12any type of sea vehicle to cross.
13:14We issued that earlier at 5 in the morning,
13:16in the province of Catanduanes,
13:18northern and eastern coasts of Camarines Sur,
13:20northern coasts of Camarines Norte,
13:23northern coasts of Camarines Samar,
13:25eastern coasts of Camarines Samar,
13:27eastern coasts of Pulilo Island,
13:29Albay, Sorsogon, Tikau, and Bureas Island.
13:31The gale warning states that
13:33these coastal areas
13:35will be affected
13:37due to the upcoming storm.
13:39And let us assume that
13:41the areas that we will highlight will be wider.
13:43Actually,
13:45even if there are no highlighted areas,
13:47as long as there is a warning signal,
13:49as much as possible,
13:51we will highlight the areas with a warning signal.
