00:00Earlier this morning, the typhoon Nika intensified into a severe tropical storm
00:06and finally passed through the 690-kilometer-wide island of Infanta, Quezon.
00:12It now has a wind speed of 100 kilometers per hour near the center
00:17and a wind speed of 125 kilometers per hour.
00:21It is moving west-northwestward at a speed of 30 kilometers per hour
00:26At the moment, or today, we are already experiencing rain
00:30here in the Bicol region, as well as in parts of Quezon and Eastern Visayas,
00:36especially here in the area of Northern Samar, following the typhoon Nika.
00:40Also, we are also experiencing strong gusts of wind here in some areas of the Bicol region.
00:47So be careful for our fellow countrymen there.
00:51Meanwhile, the typhoon that we are monitoring outside of Par,
00:55the former typhoon Marse,
00:57finally passed at a speed of 770 kilometers west of Lawag City, Ilocos Norte,
01:04and it no longer has a direct effect on any part of our country.
01:08Meanwhile, another low-pressure area that we are monitoring outside of our area of responsibility
01:15has passed at a speed of 2,365 kilometers west of Northeastern Mindanao.
01:21The chance of a typhoon within the next 24 hours is high,
01:26and it is possible that it will enter our area of responsibility by Tuesday early morning.
01:32And we can see that it is heading towards the area of Cagayan Valley.
01:38But our uncertainty in this LPA is still high,
01:41so we are continuously monitoring and following the updates that will give us hope.
01:49And just like in the latest forecast track analysis of the typhoon Nika,
01:53generally, the typhoon Nika will move west-northwestward throughout our forecast period.
02:00And today, it will continue to intensify into a typhoon category,
02:06and it will landfall tomorrow afternoon or evening here in Isabela or Aurora area.
02:13And then by tomorrow afternoon or tomorrow afternoon onwards,
02:18it will pass through the area of Northern Central Luzon area until Tuesday early morning.
02:28And again, at the moment, the typhoon Nika is undergoing rapid intensification,
02:34and today, it is possible that it will intensify into a typhoon category.
02:39And we can see that it may reach its peak intensity before it landfalls here in Isabela or Aurora area.
02:49And while it is pushing the area of Northern Central Luzon area,
02:54we can see that it will partially weaken or weaken into a severe tropical storm.
03:01But even though it will weaken into a severe tropical storm,
03:04there will still be strong winds and strong rains that will fall here in a large part of Luzon
03:12while it is pushing the landmass of Luzon by Monday until Tuesday early morning.
03:21And again, we will just emphasize that not only our landfall point or the area where it will landfall,
03:29but also the area that will be affected by the typhoon Nika.
03:33So, we expect that because the typhoon Nika has a large cloudiness brought by the typhoon,
03:42we expect that today, we will experience strong winds and also rains here in the east of Southern Luzon
03:53and also here in the area of Eastern Visayas.
03:57And while the typhoon Nika is approaching, by tomorrow, Monday,
04:02until where it will landfall here in Isabela or Aurora area,
04:08and then it will pass through the landmass,
04:12and this landmass will come out by Tuesday early morning.
04:17And we expect that Monday or from tomorrow until Tuesday early morning,
04:28this is where we will experience strong winds or this is where we will experience the peak of strong winds
04:35and also the strong rains that will fall by the typhoon Nika
04:40here in the large area of Northern Luzon and Central Luzon.
04:44And also, we are not ignoring the possibility that while the typhoon Nika is approaching this area of Northern Central Luzon,
04:53it is also possible that the outer rainbands or troughs will be affected
04:58or this area of Metro Manila and nearby areas will be affected
05:03where it is possible that while the typhoon Nika is approaching this landmass,
05:09tomorrow afternoon until Tuesday early morning,
05:12we will also experience a cloudy sky and a high chance of rain here in Metro Manila and in nearby areas.
05:21So, we are continuously monitoring and continuing to monitor the updates that will bring out hope.
05:29At the moment, we have a high wind signal number 2 in the southeastern portion of Isabela
05:36and in the northern portion of Aurora.
05:39Meanwhile, the wind signal number 1 in the southern portion of Cagayan,
05:43rest of Isabela, Quirino, Nueva Vizcaya,
05:46southeastern portion of Calinga,
05:48in the eastern portion of Mountain Province,
05:50Ifugao, in the eastern portion of Pangasinan,
05:53rest of Aurora, Nueva Ecija,
05:55in the northeastern portion of Pampanga,
05:58in the northern and eastern portions of Bulacan,
06:01in the eastern portion of Quezon,
06:03including the Polilio Islands,
06:05Camarines Norte, Camarines Sur,
06:08in Catanduanes,
06:09and in the northeastern portion of Albay,
06:12where the areas that we have mentioned will experience strong winds
06:18caused by the typhoon Nika.
06:20So, again, today,
06:21we will experience strong winds here in the east of Southern Luzon.
06:28We can see that the highest wind signal that we can increase
06:32during the typhoon Nika inside the park
06:35is wind signal number 4,
06:37where these areas,
06:39as the typhoon Nika gets closer,
06:42the wind signals of these areas will increase
06:46and also,
06:47the areas that have wind signals will also increase.
06:52So, we expect that our highest is wind signal 4,
06:56where we can increase the strength of the wind
07:00here in the areas of the northern and central Luzon.
07:04So, be prepared for our fellowmen there
07:07and let us be careful
07:09and let us also advise our LGUs
07:12for the actions that we need to do for our safety.
07:17And also, we can also see the wind signal number 4.
07:20It is also possible that it will increase
07:22or it will also increase significant damages,
07:24especially to the structures made of light materials.
07:28And also, it is also possible for a post or a tree to fall.
07:32So, during the typhoon Nika
07:37here in the land of the northern and central Luzon,
07:40we will also experience a loss of electricity or water.
07:44So, again, be prepared for our fellowmen
07:47here in the areas that we mentioned.
07:51Meanwhile, aside from the areas under wind signals,
07:55we will also experience strong winds today
07:59here in Batanes, Babuyan Islands, Northern Cagayan
08:03and also in the part of Ilocos Norte.
08:06And for the rains,
08:09we will experience moderate to heavy rains
08:13in Camarines Norte, Camarines Sur
08:16and also in the part of Catanduanes.
08:18Meanwhile, tomorrow, where it will be closer
08:22and there will be landfall and also by afternoon,
08:25the typhoon Nika will pass this area of the northern and central Luzon,
08:29it will bring more rains here in the area of the northern and central Luzon
08:36where we have intense to torrential
08:39here in the part of Cagayan, Isabela and Aurora.
08:43Meanwhile, heavy to intense in Apayau,
08:46Abra, Calinga, Mountain Province, Ifugao, Nueva Vizcaya and Quirino
08:51and we also have moderate to heavy rains
08:55in Ilocos Norte, Ilocos Sur, Benguet, Nueva Ecija,
08:59in Quezon with the Polilio Islands,
09:01Camarines Norte, Camarines Sur and also in the area of Catanduanes.
09:06Meanwhile, by Tuesday, mostly this is by Tuesday early morning,
09:11we will still experience heavy to intense in Ilocos Norte,
09:16Apayau, Abra, Ilocos Sur, Calinga, Mountain Province, Ifugao
09:21and also we have moderate to heavy in Cagayan, Isabela, Nueva Vizcaya,
09:27Quirino, La Union, Benguet, Pangasinan, in the part of Nueva Ecija and Aurora.
09:33So be careful for our countrymen in the high winds
09:38and landslides.
09:41And also, we can see that the peak that we will experience
09:45the heavy rains caused by the Nica Flood
09:49is by Monday afternoon until Tuesday early morning.
09:53So we expect that the continuous heavy rains
09:58will cause floods in a large area.
10:02And also, we can see that the nearby hills, rivers, and mountains
10:08are also prone to flash floods.
10:11And we can notice that the areas where we will experience heavy rains
10:15caused by the Nica Flood,
10:17these are also the areas where we experienced heavy rains.
10:22So mostly, these areas are not yet recovered
10:27and possibly their lands are still saturated.
10:30So be careful for the landslides.
10:34And also, we can consult with our LGUs
10:38so that we can assess our areas
10:41and take action for our safety.
10:47Meanwhile, we also have a minimal to moderate risk of storm surge
10:52in the next 48 hours here in Ilocos Norte,
10:55Ilocos Sur, La Union, Pangasinan,
10:58including the Babuyan Islands,
11:00including Isabela, Zambales, Aurora, Quezon,
11:04including the Polilio Islands, Camarines Norte, Camarines Sur,
11:08Albay, and Catanduanes.
11:10So be careful, be prepared, and be alert
11:13for our countrymen in the areas that we mentioned.
11:17And again, we can consult with our LGUs
11:21for our possible evacuation.
11:25At the moment, we have not yet received a gale warning.
11:29But it is possible that this afternoon,
11:32later in the afternoon or early noon,
11:34we will receive a gale warning
11:36in Silangang, Dagat Bay, Baguio, Southern Luzon,
11:40where if we receive a gale warning,
11:43it will be dangerous for our fishermen,
11:48as well as those who have small fishing boats.
11:51At the moment, the ocean that we will experience
