00:00Residents who were affected by the typhoon Marse in Cagayan were evacuated again because of the typhoon Ophel.

00:18The typhoon Ophel became even more powerful as a super-typhoon
00:23as it hit the northern part of Luzon,
00:27as a reason for the pre-emptive evacuation of the Local Disaster Risk Reduction and Management Council in Cagayan.
00:35According to DOST Pag-asa Weather Specialist Romeo Ganal Jr.,
00:39the typhoon is expected to bring strong winds and rain tonight,
00:44which could lead to widespread flooding.
00:47If we have significant rains this afternoon,
00:51the water level in the middle and lower Cagayan River will gradually rise again.
