As of 5:00am, on Friday Nov. 8, Typhoon 'Marce' (International name: YINXING) gradually weakens as it passes west-northwestward, through the coastal waters of Pasuquin, Ilocos Norte, with maximum winds up to 155 km/h, and gustiness up to 215 km/h.
It recently made its second landfall over Sanchez Mira, Cagayan, at 9:00pm on Thursday, Nov. 7.

00:48As of 4 in the morning, it is more than 1,900 kilometers west of Southeastern Luzon.
00:55Based on our analysis and the movement of this low-pressure area,
00:59it is possible for it to enter our Philippine Area of Responsibility
01:02later tonight or tomorrow morning.
01:05We are still considering the possibility of it becoming a tropical depression
01:10when it enters our PAR.
01:12And if ever there is a severe storm,
01:14we will name it Nica.
01:17And this potential low-pressure area or storm
01:20is likely to affect a large part of Luzon in the coming days.
01:26Based on the latest forecast,
01:28it is expected that the typhoon Marce will head to the West Philippine Sea this morning until this afternoon.
01:35As a reference, yesterday,
01:37the typhoon landed for the first time at 3.40 p.m. in Santa Ana, Cagayan.
01:41And it landed for the second time yesterday at 9 p.m. in the town of Sanchez Mira.
01:47For now, it is slowly moving away from our land
01:50and will leave our Philippine Area of Responsibility
01:53later this afternoon or tonight
01:55towards southern China and central Vietnam.
01:59Based on the intensity of this typhoon Marce,
02:02it is slowly weakening for now
02:04and it is possible for it to become a severe tropical storm over the weekend
02:07because it is entering the area coldly
02:09and this is the northeasterly wind flow.
02:12And it is expected that there will still be areas
02:15where there will still be winds this morning until this afternoon
02:18even though it is moving away from our land.

03:09if the wind is possible up to 155 kilometers per hour,
03:12it is possible for trees and plants to be damaged
03:15and for weak structures,
03:16and it is also possible for some posts and lines of electricity to collapse.
03:22We still have two strong winds
03:25here in the southern portion of Batanes,
03:27the remaining part of mainland Cagayan and Baboyan Islands,
03:30northern and western portions of Isabela,
03:33as well as the remaining part of Abra,
03:35Calinga, and the entire mountain province.
03:39We also have signal number 2
03:40in the northern portion of Ifugao,
03:42northern portion of Benguet,
03:44the remaining part of Ilocos Sur,
03:46and the northern part of La Union.
03:48We expect that if we have signal number 2,
03:50it is possible for the wind to be strong up to 85 kilometers per hour,
03:53so it is still a bit dangerous,
03:55especially for plants and weak structures.
03:59We also have signals number 1,
04:01up to 55 kilometers per hour,
04:03in the following hours,
04:05in the remaining part of Batanes,
04:07rest of La Union,
04:08the entire Pangasinan,
04:09the remaining part of Ifugao and Benguet,

04:14Nueva Vizcaya,

04:45leaves the tropical cyclone wind signals
