The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said “Leon” (international name: Kong-rey) has intensified into a super typhoon while moving over the Philippine Sea on Wednesday morning, Oct. 30.
Leon is packing maximum sustained winds of 185 kilometers per hour (kph) near its center and gusts reaching 230 kph.
As of 10 a.m., the center of the super typhoon was located 350 kilometers east of Calayan, Cagayan, and is advancing west northwestward at 10 kph.

00:30He is moving in the direction of west-northwest at a speed of 10 kilometers per hour.
00:35We can also see in our satellite image that Leon is mostly directly affected by areas in the northern Luzon and in the eastern part of the Luzon area.
00:46But this traffic or his extension is also possible to bring rains in areas almost in the entire Luzon and in some parts or in the Visayas area.
00:59That's why we continue to follow the updates that are expected.

01:09Leon's center can go anywhere along this area of probability.
01:16And then this yellow-orange area, strong winds of at least 39 kilometers per hour.

01:30So we can see Leon's direction.
01:33In the next days or in the next hours, it is possible for him to go northwest.
01:38Until then, he will landfall in the Taiwan area.
01:42And once he passes the Taiwan landmass, it is possible for him to move in the direction of north-northwest to northeast direction.
01:52We expect Leon to be the closest to Batanes from late evening today to tomorrow morning.
02:00So it is also in the area of probability of Batanes.
02:04So we do not rule out the landfall scenario in Batanes.
02:08But regardless of whether it is a landfall or not, we will continue to experience strong winds and strong rains.
02:16That's why we should always be prepared and listen to our DRR officers.

02:26We expect this super typhoon to have a peak intensity near Batanes area.
02:34So, as we have mentioned, we will continue to follow the upcoming update.
02:39We hope to always listen to our DRR officers if they need to evacuate.
02:43Because we can see that it is very close to Batanes area, extreme northern Luzon area as well.
02:51But regardless, we will still experience rain in other parts of our country.
02:58And then, if it is a landfall in Taiwan area, it is possible that it will become a landfall.
03:03It is also possible that our Philippine Area of Responsibility, Leon, will move out tomorrow evening or Friday early morning.

04:30We expect that signal number 4 will rise in Batanes this afternoon because of the strong winds from Leon.
04:41If the track of Leon rises, we will not remove the issue of signal number 5, like what we mentioned in our previous presentations.
04:55These are the strong winds that we expect for today in Mibataan, Metro Manila, Calabarzon, Mimaropa, Bicol Region,
05:04in Visayas, and Dinagat Islands.
05:07Tomorrow, we expect signal number 5 in Aurora, Batangas, Quezon, Mimaropa, and Bicol Region.
05:12On Friday, we expect signal number 5 in Batanes, Cagayan, Isabela, and Aurora.
05:17Even if there is no signal in these areas, we expect strong winds.
05:24We also released a weather advisory as of 11am today.
05:29Today, until tomorrow afternoon, we expect intense to torrential rains, more than 200 mm of rain in Batanes, Cagayan, and Babuyan Islands.
05:41Heavy to intense, 100 to 200 mm of rain in Ilocos Norte, Apayaw, Isabela, and Occidental Mindoro.
05:50Moderate to heavy rains in Ilocos Sur, Abra, Calinga, Benguet, La Union, Pagasinan, Calamian Islands, Occidental Mindoro, and Antique.
06:00Tomorrow afternoon, until Friday afternoon, we expect intense to torrential rains in Batanes.
06:06Heavy to intense, 100 to 200 mm of rain in Babuyan Islands.
06:09Moderate to heavy rains in Mainland Cagayan, Occidental Mindoro, Ilocos Norte, Zambales, Bataan, Cavite, Batangas, and Calamian Islands.
06:18Friday noon to Saturday noon, we expect moderate to heavy rains in Batanes.
06:23So, be careful of all the rains, especially in the past few days, because our land is saturated.
06:30So, the chance of flooding is high, as well as the erosion of the land.
06:35Our colleagues in the Regional Services Division will issue thunderstorm advisory, rainfall advisory, or heavy rainfall warning if necessary.
06:46This is still our gale warning as of 5 a.m. today in Batanes, Cagayan, Babuyan Islands, Isabela, Ilocos Norte, Aurora, Quezon, Apolillo Islands, Camarines Norte, and Catanduanes.
07:02So, if possible, let's not go to those areas, because it will be flooded.
07:10We also issued a storm surge warning, 2.1 to 3 meters in Batanes and Cagayan.
07:19So, our fellow countrymen who live in low-lying coastal communities, it is advised to stay away from the coast or beach, cancel all maritime activities, and always stay updated on the forecast.
