00:00One person was found dead in the middle of the storm based on the evidence of the Office of Civil Defense.
00:09President Ferdinand R. Marcos Jr. immediately mobilized various government agencies to address the effects of the storm and to inform those affected.
00:22The President is particularly monitoring the dams in Luzon.
00:26Assuring that they will not overflow.
00:30This is what Kenneth Paciente reported.
00:33In the face of heavy rain due to the Christine storm, President Ferdinand R. Marcos Jr. directed the dams to be placed in the country.
00:42His directive is to gradually release water from the dams in the Luzon area as a whole.
00:47And to do this while the dams are not yet at a high level.
00:51According to the President, he is expecting that the rain will intensify due to the landfall of the storm.
00:57Which is expected to happen later tonight or tomorrow morning.
00:59But he should plan this well to ensure that no community will be affected in the process.
01:12And do that, and try to release that amount. Just that amount.
01:16So that there will be no damage, no flooding.
01:20So that the actual outflow will not affect the downstream communities.
01:29The President also issued a directive to immediately distribute aid to the affected families and individuals.
01:35Although it is already difficult to enter some places due to the flood, he assured that help will arrive to those in need.
01:42Once we are away from Bicol and Region 5, we can do everything we can.
01:47But let's not enter Region 1 and Region 2 yet.
01:51Because the flood is yet to come.
01:53So let's wait. There's nothing we can do except wait for it to pass.
01:58Give all the warnings that we can give. Evacuate as many people as we can.
02:03But we really have to move in a time. Just batten down the hatches for a day.
02:11And make sure that everybody has what they need.
02:14Everybody has the emergency supplies.
02:18They have electricity, they have water.
02:25But maybe we'll have to shut that down.
02:28But let's not let this take too long.
02:30But in the meantime, let's think about when we can go in with our equipment for the public works.
02:40According to the DSWD, 2 million family food packs have already been pre-positioned in the affected areas.
02:46And they were able to distribute them yesterday.
02:49Aside from providing help, the President is also encouraging rapid action to rescue those in need.
02:55The Department of National Defense confirmed that EDCA sites are ready to be activated for those in need of international relief.
03:02The country's assets for possible rescue operations are also ready.
03:06The AFP is also continuing to monitor the situation so that we will be able to activate the EDCA sites which were put there specifically for this purpose.
03:18We have the available assets to answer for lift capabilities as of this time.
03:25However, in the exercise of caution, we are planning two things.
03:33To foresee the effects in the coming days and the aftermath of the disastrous convention.
03:41We are coordinating now with our ASEAN neighbors.
03:45I have already talked to our Singaporean ambassador to marshal their capabilities for airlift and other manpower assistance.
03:55The government is also working on sending rubber boats to the affected areas which are experiencing heavy flooding.
04:02As soon as we can go in, we will be doing that.
04:06And we are now beginning to marshal our assets, for example rubber boats.
04:10We will be taking those rubber boats to the affected areas as soon as possible.
04:17According to the OCD, one of the casualties was from a landslide after a tree branch fell.
04:23There were five injuries, four in Northern Samar and one in Camarines Norte.
04:28Seven were reported missing.
04:30Three in Masbate, three in Daan Bantaya, Cebu and one in Pilar, Cebu.
04:34Fifty-seven were reported missing.
04:37Forty-nine were partially damaged and eight were totally damaged.
04:41Estimated damage in the agriculture and infrastructure sector is still undetermined.
04:47More than 5,000 are stranded in the areas where the Philippine Ports Authority is assisting
04:53by providing their needs such as food.
04:57Kenneth Paciente for Pambansang TV in Bagong, Philippines.
