00:00International Conference on Women, Peace and Security
00:03We will discuss this with the Department of Budget and Management Secretary,
00:08Amena Pangandaman.
00:10Secretary Pangandaman, good afternoon to all of you.
00:14Good afternoon, Ms. Nina Corpuz.
00:17Good afternoon and welcome to Bagong Pilipinas.
00:21The International Conference on Women, Peace and Security or ICWPS
00:28was established by the Philippines.
00:30For everyone's information, what is the importance of this conference
00:35for the country and its women?
00:39First of all, Nina, I will just share the dates.
00:42This is from October 28 to 30 of this year.
00:47This will be attended by global leaders
00:51from almost 45 countries.
00:56This is the first thing that the Philippines will do.
01:01This conference will show the importance of women
01:09for peacebuilding and our efforts on that.
01:16And if you don't ask, and for everyone's information,
01:21this is in line with the United Nations Resolution 1325
01:28where we show the responsibility
01:32and the partnership of the women's sector in peacebuilding.
01:39Secretary Nina, who are the leaders that the Philippines will invite to this conference
01:44and what is the outcome that we expect?
01:48Hello. Hi Ms. Asekweng. Good afternoon.
01:54In this conference, there will be four different topics.
02:00At the ending of this, we will release the so-called Manila Declaration
02:06where we will include what we should do
02:10so that women have the right to speak for peace.
02:18The first topic is the role of women in the peace process.
02:22We will focus on the leadership of women.
02:26We want women to be part of the table,
02:30to sit at the table when we talk about peace.
02:36Not only to listen, not only to observe,
02:38not only to give inputs, but we need to be a part of it.
02:42The second topic is, for everyone's information,
02:48we are the first country to make an action plan
02:53for women, peace, and security.
02:57This was done more than 10 years ago.
03:00We developed this until now.
03:04As a matter of fact, we have a new action plan on women, peace, and security
03:09which is until 2033.
03:11We want to show the world that we are leading
03:15and we are continuing to do this.
03:17We have guidelines and standards on how we can do this.
03:24Thirdly, your Secretary of Budget and Department of Budget and Management
03:30cannot achieve all of this without the right amount of investments and financing.
03:37It is important to fund these programs.
03:42The government needs to provide enough funds,
03:46not only the government, but also the private sector.
03:49I hope they can help.
03:51Lastly, we want to talk about climate change.
03:55We want the role of women in climate change and even in digitalization.
03:59As you know, in today's world,
04:01most of the disruptions that we are experiencing
04:07are caused by women who are displaced.
04:11Because they are more affected by these kinds of events,
04:15we want them to be part of the table when we talk about these things.
04:21Yes, Secretary, let's go more specifically
04:25on the importance of the role of women in peace building and conflict prevention.
04:32What are the steps to empower women in this role?
04:40As you know, there is a study by the United Nations.
04:44This study has been going on for a long time.
04:46In this study, it was stated that women should be part of any negotiations,
04:53whether it's a climate agreement, peace agreement, or any other issues in society.
05:01The more contentious the agreement is, the longer it lasts.
05:09You may not know this, but after the agreement with the MILF,
05:17Professor Ferrer was led by women.
05:22Three women also signed that peace agreement.
05:26So we want more women to be part of it.
05:29There are many women who can help in our peace building efforts,
05:37but we don't hear them.
05:39So by having this kind of conference,
05:44the women are given a chance to talk,
05:48to discuss what's inside of them,
05:52and what they can share with our country.
05:56Not even locally, but globally.
06:00In this conference, we can also see that we have visitors from other countries.
06:08There are so-called best practices there.
06:11So we want to learn from what they do.
06:17Sekmina, you mentioned earlier about the financial aspect of this conference.
06:22Could you elaborate on how important it is to prioritize the financing strategies
06:26that are related to the Women, Peace, and Security Agenda?
06:31You know, in our country, we have already given a lot for this.
06:39Since we started, even our normalization process,
06:42the government has already given more than P8 billion for this.
06:47And not only that, even our development partners,
06:50they have been very supportive with our efforts.
06:53In fact, like DBM, we help our public financial management practitioners in the area of BARMM.
07:02We have already taught them a lot in terms of capacity building,
07:07on how to work on their finances,
07:10on how to have a business,
07:12on how to be financially inclusive.
07:15These funds come from our development partners.
07:20One big issue here is our ODAs.
07:25Worldwide, a lot of money is coming out from our development partners.
07:32But only a small percentage goes to Women, Peace, and Security.
07:37So we would like to take this opportunity in the conference
07:41to say that maybe this can be on top of the priorities of other development partners and international partners.
07:50We would like to provide funding for this.
07:53Like I said, there will be no concrete evidence if all of this is not funded
08:00and given sufficient allocation for all of our initiatives to be successful.
08:07Okay.
08:08So maybe you have a few more ways to mention
08:12so that Women, Peace, and Security investments can continue to grow in our country.
08:20First of all, we at DBM will make sure, as a member of Mindanao,
08:25we will make sure that our countrymen in Mindanao receive sufficient funding.
08:32Not only that, but we will make sure that we will strengthen more our capacity building for our countrymen.
08:40At the same time, the best thing here in the Philippines,
08:46apart from our action plan and roadmap,
08:49Women, Peace, and Security is also included in our Philippine Development Plan.
08:54It includes what we should do.
08:57So this summit will give us an opportunity,
09:02at least even those women who don't know that our government has a program for this.
09:08And we are a part of this, not just domestically, but even internationally.
09:14The United Nations is very supportive of us.
09:19And we have the whole of government and whole of nation approach.
09:23So I hope they can join the discussion.
09:27It will be a three-day conference.
09:30I think it will be open.
09:32There will be live sessions.
09:34Everyone can attend and then be part of the discussion.
09:38That's all.
09:39I hope that women can join this conference
09:45so they can hear and the whole world can hear
09:50what we want for the rights of women
09:54to be part of the solution to the issues of society,
09:58especially when it comes to peace.
10:02Sir, in the Philippines, how is the National Action Plan on Women, Peace, and Security?
10:07How is the fund for its implementation?
10:12Because we have women, right?
10:14From the conference to grassroots, we have women who are becoming rebels.
10:21So how can we make this conference reach the people?
10:27I think this conference will really foster
10:31because like I said,
10:34it's the first time that the Philippines will host a conference like this
10:41to spread and let all women in our country know
10:48that we are pushing forward.
10:50This is not just a national government advocacy or initiative.
10:56We have the Department of Foreign Affairs,
10:59we have the BBM, we have the COPAPRU.
11:02In fact, we have civil societies and even the United Nations here.
11:08In the Philippines, the fund,
11:11like I said, since the start of the program,
11:17our normalization process,
11:19we have provided almost P9 billion for that.
11:22And we will continue to give funds.
11:25In fact, our Pantawid Pamilyang Pilipino program
11:30and even the livelihood programs of our Department of Trade and Industry,
11:35a large percentage of it goes to the Philippines
11:38and a large percentage of it goes to places where there are peace conflicts.
11:46Okay, a message or a reminder here at ICWPS?
