00:00It's the Peace Consciousness Month this September, ADG.
00:05How are the peace talks with CPP, NPA, and NDF?
00:12Yes, partner.
00:13Actually, the exploratory talks are going well.
00:16It's currently ongoing.
00:18What the two sides are talking about is the so-called framework for the negotiations.
00:24Because what we want, partner, to be the end of this,
00:27of course, is a political settlement with the CPP, NPA, and NDF.
00:31And since you signed the Oslo Communique last year,
00:36our government is very hopeful that the exploratory talks that are ongoing right now will bear fruit.
00:44So these are just exploratory?
00:48These are not real peace talks?
00:51Can you explain?
00:53Well, what we're talking about right now is the framework.
00:57How will we achieve what we want?
00:59Because in the Oslo Communique, there was an agreement that there is a commitment,
01:07a sort of commitment or desire for the CPP, NPA to give up the arms struggle
01:13and transform itself into a political movement.
01:16So how will we achieve that?
01:18That is what each side is talking about right now.
01:22So is the government positive that there will be progress or that the peace negotiations
01:30in the group will be completed at the term of President Marcos, Jr.?
01:35Well, partner, we at the National Security Council,
01:38especially National Security Advisor Eduardo Año,
01:41we are committed to the peace talks, provided that they will really give up the arms struggle.
01:47Because that is what is being discussed here.
01:50Are they really willing to give up the arms struggle?
01:53That they will lower their arms and return to the mainstream society?
01:57So from the very beginning, what we always say is that there are no preconditions.
02:03The CPP, NPA, NDF must not insist on conditions for this to bear fruit.
02:09Like the so-called ceasefire, the so-called release of the quote-unquote detainees
02:15who are now in our prisons, and the removal of the terrorist designation.
02:22That should not be discussed.
02:24If they really want this talks to bear fruit, this expiratory talks,
02:31they should really commit to the arms struggle.
02:35Because what is difficult here is that they say that we at the NSC do not want peace talks
02:41when in fact, it is them who have the so-called contradictory statements.
02:47For example, partner, in December, the NPA said that they will never give up the arms struggle.
02:53That is why they have the so-called third rectification movement.
02:58So if the NDF says that they will give up the arms struggle,
03:02but the arm component, the NPA says no, it is a bit confusing.
03:07So our call to the CPP, NPA, and the NDF, in particular to Julie Delima, the widow of Joma Sison,
03:15fix your position because the government is getting mixed signals also from your group.
03:22But if your group is committed to really give up the arms struggle,
03:27we are positive partner that this talks will bear fruit.
03:31For now, ADG, what is the state of the guerrilla fronts?
03:36And what are the initiatives of the government, particularly the NTFL?

03:44A few months ago, we talked about this.
03:47There are still 10 guerrilla fronts left.
03:49Now, it is just 7 weekends.
