00:00Turnover of NIA to New NIA Infrastructure Corporation,
00:04we will discuss with Atty. Chris Bendijo,
00:07the spokesperson and head executive assistant of Manila International Airport Authority.
00:13Atty. Chris, good afternoon to you.
00:17Asset Joey, Miss Nina, good afternoon.
00:20Sir, how is your preparation for the turnover of NIA to New NIA Infrastructure Corporation?
00:28Sir, we are doing a lot of activities in preparing for our turnover.
00:34At the beginning of this week,
00:36we already had employment contract signings of our NIA employees
00:42who will be transferred to our private concessionaire.
00:44We are also continuing our coordination with local government units
00:49because it will be private that will operate our terminal.
00:53We are also continuing our coordination with our private concessionaire,
00:57New NIA Infracorporation,
01:00so that we can be sure that come turnover on September 14,
01:04there will be no disruption.
01:06Our operation will continue.
01:08And NIA will continue,
01:10as it is mentioned here,
01:12we will continue our new role as regulator
01:15in running our terminal.
01:19Will NIA's operations and maintenance only turn over to you?
01:26Is that correct?
01:27And what are the changes that we can expect
01:30when it comes to NIA's operations and facilities?
01:35Yes, ma'am. In the concession agreement,
01:37the operations and maintenance is only what we call a project.
01:42As a rule, everything related to terminals,
01:45from Terminal 1, Terminal 2, Terminal 3, and Terminal 4,
01:48even their newly built terminal,
01:51where the Philippine Village is located,
01:54this is what we call a project land.
01:56So all the operations and maintenance,
01:58all the equipment, facilities,
02:00and running within this project land,
02:03that is what is in the clause of our concession agreement
02:06and that is what we will turn over to the private concessionaire, NNIC.
02:11As for our question on improvements,
02:14we'd like to manage also the expectations
02:16that this won't happen overnight,
02:19that it will be good and enhance our area.
02:22We are looking at the obligations of our private concessionaire
02:27and maybe in the small ticket items
02:31of their construction and improvements,
02:35we will see and the soonest we will feel
02:39new toilets, especially in Terminal 3,
02:43additional seating capacity,
02:45additional gang chairs in the waiting area,
02:48in the pre-departure area,
02:50our air conditioning, generator sets,
02:53the compiling and making sure that
02:56all our elevators, escalators, and walk-a-lators
02:58will run smoothly,
03:00those are also the immediate things we will feel.
03:03You mentioned, Attorney,
03:06that in the small ticket projects,
03:08the improvement will be experienced immediately.
03:11But what are the other key performance indicators
03:15in the concession agreement?
03:17Will all facilities in the perimeter fence of Paliparan
03:22be maintained by the private concessionaire?
03:25That's right.
03:27All facilities within the perimeter fence
03:29of what we call the project land
03:31will be maintained and operated by
03:34the new IA Infra Corporation.
03:36In your inquiry as to the big ticket items,
03:40for me, this is my personal take,
03:44there are two important enhancements
03:46in our Paliparan,
03:48the upgrade and update of our
03:50passenger boarding bridges,
03:52and our visual docking system.
03:54For me, this is one of the most important
03:58investments that NNIC will make
04:00because if you have encountered
04:02an airplane landing,
04:04but the passenger is not allowed to get off
04:06because there is a lightning alert,
04:08because our ground crew
04:10is ensuring their safety,
04:12so even if the airplane is parked,
04:14the passengers will not be able to get off.
04:18This visual docking system
04:20will automatically park the airplane
04:22so even if there is a lightning alert,
04:24the passengers will be able to disembark.
04:28That being said,
04:31we can avoid inconveniences
04:33like queuing and waiting.
04:35Let me mention the two KPIs
04:37that are also important
04:39for the operation of our terminals.
04:41The obligation of NNIC is
04:43number one to increase
04:45the current passenger capacity
04:47of our terminals.
04:49As to the design,
04:51at present, it's designed
04:53just for 30 million passengers per year
04:55but we're hitting around 50 already.
04:57So in their KPI,
05:00they want to increase it to 60
05:02and the construction of new terminals
05:04will be addressing this.
05:06Aside from this,
05:08there will also be under obligation
05:10under the concession agreement
05:12to increase the number of movement
05:14of flights per hour from 40 to 48.
05:16This means that
05:18all the infrastructure
05:20to achieve this,
05:22like improving and adding a taxiway,
05:24they need to do
05:26to increase the number of flights per hour.
05:29And when it comes to fees
05:31and requests,
05:33are these already in the private concessionaire
05:35or will they remain in the government?
05:37And is there an expectation
05:39to increase these
05:41like the terminal fee?
05:43Last Sunday,
05:45ma'am, to my understanding,
05:47our revised AO1 rates
05:49have already been published.
05:51It has been approved by the cabinet already.
05:53In determining
05:55whether to increase
05:58or not,
06:00there will be two classifications of fees.
06:02These are regulated and non-regulated.
06:04If it is regulated,
06:06it will remain in the government
06:08through MIA if it should be increased
06:10and will also go through the process
06:12of publication and approval by the cabinet.
06:14As for the non-regulated,
06:16these are the charges
06:18for the services
06:20in our area that are not necessary
06:22but are incidental
06:24like parking.
06:26These things will go through
06:28the control of our private concessionaire.
06:30As for your question,
06:32if we will be anticipating increases,
06:34it is included in our AO1 rates.
06:36We are expecting increases
06:38but there are also
06:40for example,
06:42the terminal fees that are often asked.
06:44We are anticipating
06:46an increase but this will happen
06:48on the anniversary of ONM start date.
06:50In short,
06:52this will happen and will be implemented
06:54in September 2025.
06:56Atty. Chris,
06:58we often hear
07:00comments about NIA
07:02that the four terminals
07:04of NIA are not able to accommodate
07:06the passengers,
07:08the looks are different.
07:10Are we expecting
07:12an expansion?
07:14Will there be changes?
07:16Are we expecting improvements
07:18like beautification
07:20and structure and facilities
07:22of NIA?
07:24That is correct, Asec.
07:26Under the concession agreement,
07:28the beautification and
07:30enhancement of our terminals both
07:32inside and outside is an obligation
07:34of the private concessionaire.
07:36We will just remember,
07:38especially with respect to Terminal 1,
07:40it is already considered as a historical site.
07:42Maybe in terms of
07:44the facade outside,
07:46we will do a limited
07:48enhancement here.
07:50As we've mentioned earlier,
07:52the increase of passenger capacity
07:54is part of their obligation.
07:56You're right in what you said.
07:58We will build a new
08:00passenger terminal where
08:02our Philippine Village is located.
08:04With that, we're hoping to hit
08:06really almost close to
08:0860 million passengers per year
08:10so that it will be more convenient,
08:12more organized,
08:14and our terminals will be cleaner.
08:16I think the intention
08:18really is to connect Terminal 1,
08:20Terminal 2, and the
08:22new terminal where the Philippine Village is located.
08:24We're still trying
08:26to determine really if they will be
08:28expanding Terminal 4
08:30and if it will be connected or
08:32they have a different purpose here.
08:34With the plans that they're showing us,
08:36definitely a new terminal will be in the
08:38pipeline.
08:40What about the
08:42congestion of airport taxis
08:44and other TNVS services
08:46outside of Paliparan?
08:48Is this also part of the
08:50improvement?
08:52That's right, ma'am.
08:54We've launched
08:56since last month
08:58more strict regulations
09:00on our private
09:02sorry, our
09:04transport providers.
09:06We're
09:08tightening our regulations
09:10because we're still being
09:12warned that there are
09:14vendors, contractors,
09:16color room. That's why we're also
09:18inviting and encouraging
09:20that we have new
09:22transport service providers
09:24that can be hooked here in
09:26Paliparan and through competition,
09:28we can improve
09:30the services of
09:32our transport services.
09:34For that, we can also avoid
09:36abusive drivers.
09:38As to the programs, we still have ongoing
09:40programs with the LTFRB
09:42so that we can check
09:44the taxis.
09:46I think last week, we already had a sample
09:48because we caught them.
09:50They have a thing called Bating Ting.
09:52Their metro and taxi
09:54are a bit simulated and we really want to
09:56avoid these instances
09:58because this is a very bad experience
10:00if this is the first experience
10:02of our tourists in our country.
10:04We're still tightening this
10:06and under the concession agreement,
10:08I'd like to inform you also,
10:10the transport police will stay in MIA.
10:12With that, I think we can
10:14really focus more on
10:16regulating and monitoring
10:18our transport providers.
10:20We've talked to
10:22attorneys and employees.
10:24What are the
10:26changes in the employment
10:28of MIAA employees
10:30in joining operations
10:32in private concessionaires?
10:34Do we have any details about this?
10:36Yes, sir.
10:38In terms of the transferring
10:40employees, the so-called
10:42affected employees,
10:44NNIC has
10:46offers for them. Number one,
10:48they have a 25%
10:50increase in their basic salary.
10:52Number two, they have
10:54a signing bonus
10:56which is 2 times the monthly basic
10:58salary that they have
11:00times number of years minus
11:02the retirement benefit that they
11:04will be getting. We also have
11:06separation incentive pay.
11:08For those who
11:10will transfer to the private sector,
11:12they have
11:14a cash incentive.
11:16Even with that
11:18offer, we know
11:20that there are also employees
11:22who don't want to transfer to the private sector.
11:24If this is the
11:26decision of our employees,
11:28MIAA will have
11:30an obligation, number one,
11:32either to look for
11:34available positions in other agencies
11:36of our government, or number two,
11:38if there are still available
11:40positions here in MIAA
11:42that they can apply for,
11:44we can also allocate to them.
11:46Definitely, we can assure
11:48everybody that we really want
11:50to avoid the loss of
11:52jobs. And insofar
11:54as the structure of
11:56MIAA, presently we have
11:58a reorganization structure
12:00proposal. It's pending with
12:02GCG.
12:04We need to identify
12:06and streamline our
12:08structure because
12:10our role will change
12:12as a
12:14regulator of our area.
12:16That being said,
12:18our employees that are directly
12:20related to the operations and maintenance of the airport
12:22will lose their
12:24plantilla positions in
12:26MIAA.
12:28At the same time, we also have to
12:30prepare for this new role.
12:32That's why our auditors,
12:34our check-ups,
12:36if the KPIs are met,
12:38we will assign
12:40new positions
12:42as part of MIAA's new duties.
12:44Atty. Chris,
12:46how many
12:48employees are currently
12:50in MIAA, and
12:52how many of them can be
12:54displaced, and others
12:56may lose their jobs?
12:58In terms of
13:00organic, ma'am, I think
13:02as of yesterday,
13:04if I'm not mistaken,
13:06more than 450
13:08signed employment contracts
13:10with NNIC. I think
13:12there still are a few who will be
13:14signing today or tomorrow,
13:16but our organic
13:18is in that number.
13:20That being said, there will be
13:22only about probably
13:24100 organic employees
13:26that may decide not to transfer,
13:28or are still thinking about it.
13:30In terms of our service
13:32providers, we have around 1,000.
13:34Of course, with
13:36respect to operations and maintenance,
13:38maybe in the
13:402,000 range,
13:42we expect that there will be
13:44transfers to NNIC.
13:46But as to that aspect,
13:48I don't have those figures. I'll get
13:50more data, and I'll text that to your
13:52producer. Yes,
13:54we have you back, Atty.,
13:56but as a last message
13:58to our countrymen,
14:00that is in our hands right now,
14:02maybe it's very crucial,
14:04when will we feel
14:06the rise in prices
14:08at the airport?
14:10Yes, ma'am. To all
14:12our friends, to all our
14:14airway passengers,
14:16from MIA, we hope
14:18that our NNIC
14:20will be in good hands.
14:22As of now,
14:24repair and maintenance
14:26is already long overdue.
14:28This will be one of the biggest
14:30advantages of the private sector
14:32because their operations and
14:34maintenance will not be
14:36affected by our procurement law
14:38as a private sector.
14:40That being said,
14:42we expect a lot of changes,
14:44but still, if we want to
14:46manage our expectations,
14:48within the timeline,
14:50there will be improvements
14:52on the 5th or 6th year.
14:54In the meantime,
14:56we hope that our
14:58flights will continue.
15:00We expect rate
15:02increases. Maybe
15:04what we should worry about
15:06is the additional
15:08fees for our flights.
15:10There are alternatives
15:12and better enhancements
15:14for our terminal. From technology,
15:16we will also reduce
15:18waiting times.
15:20There will be a special lane
15:22for our OFWs, PWDs,
15:24persons with
15:26reduced mobility.
15:28All of these are our plans.
15:30Hopefully,
15:32we will fast-forward and
15:34finish everything.
15:36In the meantime,
15:38MIA is still here and ready
15:40to serve all of us.
15:42Alright.
15:44Thank you very much for your time,
15:46I'm Chris Bendijo,
15:48Head Executive Assistant
15:50of Manila International Airport Authority.
