00:00The Russian Federation continuously monitors and documents the facts of both the use and

00:07preparation for use by Ukrainian armed formations in the Special Military Operations Zone of

00:12Scheduled Chemicals, riot control agents and chemicals not included in the control lists

00:21of the Chemical Weapons Convention.

00:24Since February 2022, the Organization for the Prohibition of Chemical Weapons, the Security

00:34Council and the General Assembly of the United Nations have repeatedly disseminated data

00:39indicating the large-scale use of toxic substances by the Kiev regime in violation of Ukraine's

00:45obligations under the Convention, as well as about provocations organized by the Kiev

00:51regime and its Western patrons with the aim of accusing the armed forces of the Russian

00:56Federation of similar activities.

01:00Despite the irrefutability of the information provided by the Russian side, Ukrainian armed

01:06formations continue to systematically use toxic chemicals.

01:12These are chlorine, ammonia, ammonium nitrate, sulfuric acid, including those included in

01:17list 2, this is Bizet, and in list 3, this is chloropicrin.

01:22Of the Convention on the Prohibition of Chemical Weapons, all of this is used by them against

01:29units of the armed forces of the Russian Federation, civilians, as well as civil administration

01:35officials.

01:36What is the reason?

01:40This is political patronage and actual approval of such crimes by Washington, Berlin, London

01:45and Paris.

01:46In particular, Russian specialists have recorded violations by the Kiev regime of the provisions

01:53of the Articles of the Convention on the Prohibition of Chemical Weapons, the Single Convention

01:58on Narcotic Drugs of 1961, the Convention on Psychotropic Substances of 1971.

02:06And this is happening despite the regular and deliberate threat of an environmental

02:10catastrophe at industrial chemical plants in the Donetsk and Lugansk peoples' republics

02:15of the Russian Federation, as well as in the Sumy, Kharkov and Odessa regions of Ukraine,

02:20created by the armed formations of the Kiev regime.

02:29The atmosphere of total impunity created by the so-called collective West gives the Kiev

02:34regime free rein to commit more large-scale crimes involving the use of toxic chemicals.

02:40We know for certain that the Ukrainian side, with the active assistance of Western states,

02:45is planning to commit a series of provocations in the Special Military Operation Zone.

02:51These provocations, as they plan, will be directed against Russia.

03:00They are currently preparing and implementing a set of measures aimed at falsifying the

03:04evidence-based in order to further accuse the Russian Federation of violating the provisions

03:09of the Chemical Weapons Convention during combat operations.

03:12Thus, according to information from Russian competent authorities, in the period from

03:18July to September of this year, NATO countries delivered to Ukraine more than 70 units of

03:23modern technical devices for detecting and recording toxic substances.

03:30Among them are the latest detectors for detecting prohibited chemicals and gas analysis equipment.

03:36At the same time, both in Ukraine and at the Specialized Centers for Radiation, Chemical

03:42and Biological Protection of the countries of the North Atlantic Alliance, appropriate

03:47training was conducted for employees of law enforcement agencies and special services

03:52of Ukraine.

03:56They were trained in methods of falsifying factual materials, creating the necessary

04:01so-called evidence base, as well as the procedure for submitting it to the Organization for

04:09the Prohibition of Chemical Weapons for further accusations against Russia of violating the

04:14Convention, which were tested using the example of Syria, the Skripal case, and the so-called

04:21poisoning of Navalny.

04:24NATO countries carry out some of this activity through the Technical Secretariat of the Organization

04:30for the Prohibition of Chemical Weapons.

04:33And as we understand it, the alleged factual materials fabricated near the line of combat

04:41contact, similar to those in Syria, will be handed over to international experts who promptly

04:55arrived in Ukraine to compile a so-called pseudo-independent report on the fact of Moscow's

05:00fictitious use of chemical weapons.

05:05What is the purpose of all this action and this masquerade?

05:09The purpose is clear.

05:11There is no norm of international law that would stop NATO countries in their desire

05:17to achieve the declared, as they formulate it, strategic defeat of Russia, especially

05:26when it comes to the format of chemical provocations under a false flag, which has been worked

05:31out for years in Syria.

05:35Moreover, the facts of close interaction between the Kiev regime and affiliated terrorist and

05:43national extremist groups in the Middle East and North Africa once again convince us that

05:51such chemical terrorism is a very real threat emanating from the Ukrainian special services.

05:59We warn Washington and its satellites not to play with fire so as not to completely

06:06destroy the chemical weapons convention regime built since 1997.

06:10The Russian Federation continues to inform the international community about the Kiev

06:15regime's violations of the convention's provisions and the real state of affairs in

06:19a special military operation zone.

06:27Russian investigative bodies have documented numerous cases of attempted poisoning of senior

06:32civil administration officials, the use of drones equipped with chemical substances in

06:40various sections of the contact line.

06:45We have also provided materials on the discovery of caches of toxic substances that could be

06:52used to commit sabotage in various Russian regions.

07:01The Russian Federation will continue to record and communicate to the states' parties to

07:06the chemical weapons convention and members of the United Nations data on the use of toxic

07:10chemicals by the Kiev regime's armed formations against Russian military personnel and civilians,

07:18as well as on the plans of Ukrainian militants to organize provocations against chemical

07:23plants in Donbass.

07:26Those guilty of these and other crimes against Russian citizens will be identified and will

07:30receive the deserved and inevitable punishment.
