00:00Good evening. Welcome to Washington. I'm Bret Baier. We're following two major stories tonight.
00:04We're getting our first look at the latest Fox News polling on the presidential race.
00:09Vice President Kamala Harris up by two points over former President Donald Trump. We'll give
00:14you the inside of that poll. Plus, no news may be good news for the former president.
00:19Bad news for the vice president. The Teamsters union is refusing to endorse either one of the
00:25candidates tonight. Normally, that's a given for the Democratic nominee. But first up,
00:30those polls we mentioned. Harris has a 50 to 48 advantage on the former president among registered
00:37and likely voters. That is the same two point lead Hillary Clinton enjoyed at this point in
00:42the 2016 campaign. The top issue for voters, the U.S. economy, by more than a two to one margin.
00:50Immigration comes in second, abortion third. Former President Trump has a 10 point trust
00:56advantage on immigration. He is up five now on the economy. Vice President leads by 16 on the
01:02issue of abortion. We have Fox team coverage tonight. Peter Ducey's at the White House and
01:06has the administration reaction to that Teamsters decision. But we begin with correspondent Brian
01:11Yennis on Long Island in Uniondale, New York, where the former president will address supporters
01:16in about an hour. Good evening, Brian. Right. Good evening. The Teamsters union revealing nearly
01:2360 percent of Teamsters union members voted in support of former President Trump in two separate
01:31polls independently done electronically and by phone. Vice President Kamala Harris receiving
01:37just 34 and 31 percent support, respectively, in those polls tonight while campaigning at a
01:44Bitcoin bar in Manhattan, New York City. The former president called the Teamsters union
01:49polling results a big thing and, quote, a great honor. The Teamsters carry a lot of weight.
01:56The Democrats cannot believe that. And, you know, look, this is it was always automatic that
02:01Democrats get the Teamsters and they said we won't endorse the Democrats this year. So that was an
02:07honor for me in a major win for former President Trump for the first time since 1996. The Teamsters
02:13union leadership is opting out of endorsing the Democrats presidential candidate, even though
02:19Teamsters union members voted overwhelmingly in support of Trump. The union's leadership
02:24wasn't willing to go there. We don't care what the leadership says. OK, it's about the rank and
02:27file. All of these guys, all of these women who have to get up and work every single day
02:31with Donald Trump because they want to be able to keep more of their own money. The union's
02:34president, Sean O'Brien, citing strong political divides and few commitments from the candidates
02:39as reason for its non-endorsement. When we asked both candidates in the presidential forum
02:44roundtables about supporting our railway workers and workers that are under the R.L.A. to strike
02:50and not interfere, we couldn't get strong commitments from either candidates. The
02:54non-endorsement is a major blow for Vice President Kamala Harris, especially because Teamsters union
03:00members polled earlier this year said they supported President Biden over Trump. Tonight,
03:05the Harris campaign is touting local union endorsements while downplaying the results of
03:10the Teamsters polls, writing in a statement, quote, The vice president's strong union record
03:15is why Teamsters locals across the country have already endorsed her alongside the overwhelming
03:21majority of organized labor. The union vote coming as the former president campaigns in deep blue
03:27New York, the rallies seen as an effort to bolster Republicans in three New York congressional races
03:33that could decide control of the House. Some 16000 people are expected here at the Nassau
03:42Coliseum. We expect to hear former President Trump talk about the Teamsters union vote,
03:46inflation and immigration. Remember, according to New York City, they have spent nearly five
03:51billion dollars caring for more than 200000 migrants over the last two years. And those
03:56impacts are felt far and wide along Long Island. Brett. Brian, yes. Uniondale will head there when
04:03the former president comes out. Brian, thanks. The Teamsters non decision non endorsement can
04:09fairly be interpreted as a loss for Vice President Harris. As you heard Brian just report,
04:14it happened despite her openly campaigning for that endorsement just two days ago.
04:19Senior White House correspondent Peter Doocy has details live from the North Lawn. Good evening,
04:23Peter. Brett, we have heard President Biden refer to himself hundreds of times over the years as the
04:28most pro union president in history. And now his White House is explaining why his vice president
04:35left that meeting with the Teamsters on Monday empty handed. As you know, this is a president
04:42and a vice president that has fought hard for unions throughout their administration.
04:47Half of all Americans want to see the next president make major changes, according to a Fox
04:52News poll. Another 34 percent say they like drastic changes. I love you. Among Trump supporters,
05:0172 percent say they like him because they like his policies. Among Harris supporters, the number
05:05shrinks to 42 percent who like her because they like her policies as she campaigns more and more
05:11and the country gets to know her. Recently, I was in Nevada. I'm in these streets. I'm everywhere.
05:18Less than a third, 29 percent of registered voters in the Fox poll believe the economy
05:23is excellent or good. 70 percent believe it is only fair or poor. I think she continues
05:29to lean in on the issues that she's talking about to help everyday families.
05:32Democrats are now hating Trump for not having a detailed health care plan.
05:36He has been in three political campaigns. He has been president for four years.
05:42And after all of that time, he is working on a concept for a plan.
05:48But on the trail, the Harris health care mentions are pretty general as well.
05:53We need to lower the cost of health care and continue to take on big pharma and cast the
05:58the cap the cost of prescription medications. According to Politico,
06:01her media strategy is to make as little news as possible for the next 48 days.
06:07I grew up understanding the children of the community are the children of the community.
06:14Vice President Harris tomorrow is going to head to Michigan to participate in a live stream with
06:19one of her campaign's highest profile supporters, Oprah. Brett.

06:30Breaking tonight, we have new details about former President Donald Trump's security
06:34detail. A Secret Service source confirming to Fox that the former president's security
06:38has been increased after that first assassination attempt in Butler, Pennsylvania.
06:44It did help, they say, thwart a second such attempt in Florida Sunday. That second incident
06:49has also delayed release of the Secret Service's report on the Butler security lapse. That's what
06:54we're being told. It also is increasing pressure on federal agencies such as the FBI. Correspondent
07:01David Spont is at the Justice Department with all the latest. Good evening, David.
07:04Hello, Brett. Good evening. Members of the bipartisan congressional panel in the House
07:09investigating all of these attempts on former President Donald Trump's life just received a
07:13briefing from the Secret Service and learned something new that they had not heard and we
07:18had not heard for the first time about the former president's protection while he was
07:22golfing on Sunday. Watch. It appeared to be the same security
07:26package that was provided to former President Trump at that site doing that activity as he
07:33actually received when he was the president. It was commensurate with presidential level security.
07:39The difference is that former President Trump does not receive the communications,
07:43the satellites, the nuclear launch codes as the current president or the vice president
07:47in any matter. But still, there are calls to increase the protection package for former
07:52President Donald Trump as the criminal investigation into those who wanted to hurt him
07:56continues. I want the American people to know that the men and women of the FBI are working
08:03tirelessly to get to the bottom of what happened in his first public comments since the second
08:09assassination attempt on former President Donald Trump. FBI Director Christopher Wray is pledging
08:15a robust investigation into the suspect, Ryan Ruth, who's currently behind bars in Florida
08:21and facing federal gun charges. This afternoon, Secret Service officials briefed members of
08:26Congress on the latest security breach. I think the Secret Service has been much more forthcoming.
08:32The FBI, in contrast, they haven't been as transparent. But a source close to the FBI
08:36probe tells Fox News the investigation remains in the early stages and every detail won't be shared
08:42since the suspect is alive and the Justice Department is building its case with more
08:47charges expected. As for the shooting in Pennsylvania, Fox News has told the Secret
08:54Service has delayed releasing an internal report examining the security failures by a few days
09:00as agents are busy working on the Florida case. I am reaching the point of total outrage. The
09:08Department of Homeland Security has to be more forthcoming, not only to me, but to
09:14the American people. GOP Iowa Senator Chuck Grassley informed the Secret Service he has
09:19more evidence in his ongoing independent investigation that the agency assured
09:24local law enforcement it would handle the AGR building where suspected shooter Thomas Crooks
09:29was positioned. Brett, the FBI still does not have the motive of the shooter Crooks from July 13th.
09:36It's possible agents never figure out that motive. Look at the shooter from the hotel
09:40shooting in Las Vegas back in 2017. Still no motive in that case. Brett? Yeah, bipartisan
09:47outrage so far. David, thank you very much. Meantime, the FBI says it is learning additional
09:52details about campaign hacking beginning with Iran infiltrating former President Trump's campaign.
09:58We told you last month about the warnings from the bureau over Iranian influence in both the Trump
10:04and Harris campaigns when it came to cyber attacks. Well, tonight, the FBI says employees
10:08in what was the Biden campaign received emails with materials hacked from the Trump campaign.
10:15The Justice Department has yet to file any charges, but we are told they are likely coming.
10:20Markets, stocks finished down today following the announcement of the Federal Reserve interest rate
10:25cut of half a percentage point, a big move. The Dow lost 103. The S&P 500 fell 16. The NASDAQ lost
10:3255. The Fed is cutting its key interest rates by half a point. It was a long-awaited decision.
10:39It is the first such reduction since March of 2020. It reflects the Fed's new focus on bolstering the
10:45job market. It comes just 48 days before the election. Tonight, Fox Business correspondent
10:51Kelly O'Grady tells us what that may mean for you and your family. Good evening, Kelly.
10:55Good evening, Brett. Yeah, today's rate decision indicates the Federal Reserve feels confident
11:00about its 2 percent inflation target, but wants to ensure the labor market doesn't continue to
11:05cool. Now, 50 basis points is a big deal. Many investors rejoiced at the aggressive beginning
11:10to the rate cut cycle. But in recent years, we've only seen a half-point cut in dire times, 9-11,
11:18COVID. So some analysts are raising concerns a larger cut could indicate we are in more economic
11:23trouble than advertised. Now, Fed Chairman Jerome Powell maintained he doesn't see signs of a
11:28recession or slowdown and indicated we could expect a couple more cuts before the end of the
11:33year. But Powell also emphasized the Fed will take it meeting by meeting. We are not on any
11:40pre-set course. If the economy remains solid and inflation persists, we can dial back policy
11:46restraint more slowly. If the labor market were to weaken unexpectedly or inflation were to fall
11:51more quickly than anticipated, we are prepared to respond. What this means for the average consumer
11:57is interest rates will come down, and that likely includes mortgage rates. The 30-year fix stands
12:02at 6.2 percent. It's tied to a longer-term rate outlook. But this bigger-than-expected cut could
12:08move the needle. Now, President Biden, though, saw the cut as a clear victory, saying on X,
12:12quote, we just reached an important moment. Inflation and interest rates are falling while
12:17the economy remains strong. The critics said it couldn't happen, but our policies are lowering
12:21costs and creating jobs. Some economists are cautioning, though, if you cut rates too quickly,
12:27inflation could rise back up to levels we saw earlier under the Biden-Harris administration.
12:32So this will continue to be a delicate balance between inflation and the labor market,
12:36all with an election in less than two months.
12:38Oh, yes. Kelly, thank you. Boeing's CEO says the company will begin furloughing a large number of
12:44employees to conserve cash during the strike by union machinists that began last week.
12:50Chief Executive Kelly Ortberg says the layoffs will be temporary and affect executives, managers
12:56and other employees. Up next, additional exploding communications devices today in
13:02Lebanon. And Fox News learns who's behind the attacks. We'll take you there. First,
13:08here's what some of our Fox affiliates around this country are covering tonight. Fox 2 in San
13:11Francisco, as police at University of California campuses want the UC Board of Regents to sign off
13:18on plans to buy new weapons and ammunition. Officials want more drones, projectile launchers,
13:24sponge bullets and other crowd control measures. And this is a live look at Providence,
13:29Rhode Island, from our affiliate WPRI. One of the big stories there tonight,
13:34one of the world's most famous multilevel marketing companies files for bankruptcy,
13:39Tupperware and some of its subsidiaries started Chapter 11 proceedings yesterday.
13:44The Wall Street Journal reporting the company will still operate and will try to sell the brand
13:49while it is in bankruptcy. That's tonight's live look outside the Beltway from Special Report.
13:56Cloudy day in Washington. Updating a story now we've been following here on Special Report. The
14:00two Jordanian nationals accused of attempting to illegally enter Marine Corps Base Quantico back
14:06in May were in court yesterday in Virginia to face misdemeanor trespassing charges. A judge
14:12denied a motion to dismiss the charges against Hassan Hamdan and Mohamed Dubose. Both men were
14:18in the country illegally when they were arrested. They're currently free on bail but in ice removal
14:24proceedings. The State Department's internal watchdog says officials did not follow proper
14:30protocol when handling the security clearance suspension of the U.S. Special Envoy for Iran
14:35following allegations he may have mishandled classified information. The report says Rabo
14:41Mali was allowed to access classified meetings and information that could have otherwise been
14:46restricted. For the past year congressional Republicans have been demanding the State
14:50Department produce more information on the suspension and related allegations. Republican
14:56lawmakers alleged Mali sent classified documents to his personal email account, downloaded them to
15:01his personal mobile phone. The Inspector General's report does not address the underlying allegations
15:06that led to the revocation of Mali's clearance which are the subject of a separate investigation.
15:12Another round of explosions today of communications devices in Lebanon. This follows yesterday's
15:17pager blasts that left thousands injured and in total dozens dead. A senior U.S. official tells
15:25Fox Israel is behind the attacks. Correspondent Nate Foy has the latest tonight from Tel Aviv.
15:31A warning here some of the images in this piece are graphic.
15:34A second wave of explosions in Lebanon this time coming from handheld radios used by Hezbollah
15:40terrorists. Here you see several detonate in Beirut. This blast interrupted a funeral for
15:46three terrorists killed yesterday. A senior U.S. official tells Fox Israel is behind the
15:52explosions that took their lives. Israel embedded explosive devices in pagers delivered to Hezbollah
15:59devices in pagers delivered to Hezbollah terrorists in recent months. With more
16:04communication devices compromised today Israel's infiltration of Hezbollah's supply chain is clear.
16:11Israel will spend a decade developing sources using human intelligence and signal intelligence
16:18to be able to infiltrate the highest ranks of Hezbollah.
16:23Lebanon's health minister says at least 32 people are dead and more than 3,200 others
16:29wounded from both rounds of explosions. Hamas extended support for Hezbollah writing quote
16:35we strongly condemn the renewed and ongoing Zionist aggression against the brotherly Lebanese
16:40people. Overnight Israeli airstrikes hit several Hezbollah targets in southern Lebanon. A top
16:46Israeli battalion arrived near the Lebanese border. Defense Minister Yoav Galan said Israel is
16:52entering a new phase of the war and the IDF is ready. Hezbollah is again vowing revenge against
16:58Israel. Prime Minister Benjamin Netanyahu is promising a more secure northern border.
17:03The government will return the residents of the north securely to their homes.
17:07U.S. Secretary of State Antony Blinken met with Egyptian leaders today
17:11reiterating that the U.S. didn't know about any attack on Hezbollah beforehand.
17:16It's imperative that everyone avoid taking steps that could further escalate or spread the conflict.
17:25The leader of Hezbollah, Hassan Nasrallah, is scheduled to make a speech tomorrow morning.
17:30Until then all eyes are on the northern border as Israel awaits the promised retaliation

17:42the name Heritage in the news. You've heard a lot about Project 2025, especially from Democrats.
17:48When we return we'll talk with the think tank's president. First, beyond our borders tonight
17:53Ukrainian drones strike a large military depot in a town deep inside Russia overnight. The attack
17:59caused a huge blaze and prompted the evacuation of some residents there. Ukraine claims the strike
18:04destroyed Russian military warehouses in a town about 300 miles from the border between the two
18:10countries. A three-phased election is underway right now in India. Voters will choose a local
18:16government in Indian-controlled Kashmir. It's the first such vote since Prime Minister
18:21Narendra Modi's government stripped the disputed region of its special status five years ago.
18:28And this is a live look at London. One of the big stories there tonight, train drivers in Britain
18:33vote to accept a new pay offer. This ends a long-running industrial dispute and a series
18:39of disruptive strikes. Those saw about 13,000 train drivers, engineers staging eight days of
18:46strike action over the last two years, affecting 16 train companies. Just some of the other stories

18:58Here we go. Former President Donald Trump, as we said, is holding an event tonight on Long Island.
19:04And while winning New York state is probably out of reach for the former president, Nassau County
19:10is home to one of the congressional districts that Fox has identified as key to the balance of power
19:16in the House. As you look at that balance of power, Republicans currently have a five-seat majority.
19:21They are trying to protect 18 GOP-held seats located in Democratic-leaning congressional
19:28districts that Joe Biden carried in 2020. New York's fourth congressional district is one of
19:34those seats. Republican Anthony Desposito seeking re-election there. It is a rematch against
19:40Democratic challenger Laura Gillen. He beat her in 2020, too. Crime, inflation, a failing economy,
19:51and a wide-open border. These are the problems that are facing the American people.
19:56And my MAGA anti-choice opponent, Anthony Desposito, is the most vulnerable Republican
20:01in the House. If we look at their election results from 2020, we can see President Biden
20:06defeated former President Trump in New York by 23 points. But you dig in a little closer into
20:12Nassau County, and there you see it was much closer, with President Biden winning by fewer
20:18than 10 points. Now, in 2020, Democrat Kathleen Rice held her seat against Republican Douglas
20:25Tooman, winning by just over 13 percentage points. The fourth congressional district saw
20:31some changes after a new map was adopted by the New York State Legislature in 2022,
20:36and that is when Desposito flipped the seat, beating Laura Gillen by just under four points
20:42in that congressional race, the first time in 27 years that a Republican has held that seat.
20:48Both candidates began their political careers at the local level in the town of Hempstead,
20:53while Desposito has the former president's endorsement, Gillen has fundraising assistance
20:59from the Democratic Congressional Campaign Committee's Red to Blue program. So,
21:03with the House up for party, every race really could impact the balance of power, and New York's
21:09fourth congressional district is just one of the elections Fox will be covering closely on election
21:15night. Project 2025 calls for ending Head Start. They want to send the cost of health care and
21:23prescription drugs soaring again. It also cuts benefits for current disabled veterans. It calls
21:30for every abortion, miscarriage, stillbirth and pregnancy loss from medical treatments such as
21:38chemo to be reported to the federal government. I mean, this is pregnancy monitoring designed
21:46to turn the federal government into the pregnancy police. How many times have you heard Project
21:522025? It's become a hot button topic in the presidential race, even during the debate.
22:00What you're going to hear tonight is a detailed and dangerous plan called Project 2025
22:06that the former president intends on implementing if he were elected again.
22:10I have nothing to do with Project 2025. That's out there. I haven't read it. I don't want to
22:16read it purposely. I'm not going to read it. This was a group of people that got together.
22:20They came up with some ideas, I guess, some good, some bad. So here to talk about that is the leader
22:26of Heritage, which has organized this initiative, Kevin Roberts. Kevin, thanks for being here. Thanks
22:31for having me. OK, first of all, did Donald Trump, former president, ever endorse this project before
22:38it happened? Was he a part of the formation of Project 2025? No to both, because that's not how
22:43we can operate as a public policy organization. We have to be candidate agnostic as a 501C3.
22:50Mr. Trump is not only telling the truth when he says that, he's also reminding people that we all
22:55operate in our lanes. Those of us who are think tank leaders are in one lane, campaigns are in
23:00another, political parties are in another. We've been doing this since 1980. Every single one of
23:06those election cycles, Brett, since 1980, we have offered policy briefings to every candidate across
23:11the political spectrum. This is what we do in think tank world, is create and cultivate these ideas.
23:16For a conservative think tank to have the Republican candidate distance himself from
23:23something like Project 2025, which is 922 pages of possible policy, isn't that a bad thing?
23:31It's a bad thing if we forget what the reality is, which is that Project 2025 became the target of
23:38the radical left. Why did it become a target of the radical left? Because what the radical left
23:43can't have an intellectually honest conversation about, they attempt to destroy and to
23:47mischaracterize. Literally everything you ran in the intro in that interview of the senators and
23:53the representatives is untrue about Project 2025. It's a menu of conservative boilerplate options.
24:00I don't think there's a conservative I've met who would say in those 922 pages,
24:04I'll agree with everything. But the left can't run on ideas and policies because they're destroying
24:10the American dream. And that, by the way, is the motivation. They spent a lot of time talking
24:14about it. Not a lot of time explaining the details of it. It's very detailed. There is one. This is
24:21Jared Huffman, Democrat from California. He leads a task force to stop Project 2025. Apparently,
24:27they're holding a news conference tomorrow. It says Trump's Project 2025, which we've talked
24:32about is not the connection, plans to resurrect a Victorian era law, the Comstock Act, to
24:38criminalize reproductive care nationwide. We must rectify past injustices and ensure our dark history
24:45cannot repeat itself under any future administration. Stop Project 2025.
24:49I deal specifically with that comment. Totally untrue. We talk about the history of the Comstock
24:56law and the project. And so what the congressman is doing is glomming onto a search function where
25:02those words are in there and then everything else that follows. Literally everything else that
25:07follows is untrue. The vice president of the United States is a liar when she says, for example,
25:13that implement a nationwide abortion ban. Do we have a difference of opinion with the vice
25:17president on abortion policy? Of course. But let's have an intellectually honest conversation.
25:22The great thing, Brett, is that all of this targeting of Project 2025 by the radical left
25:28has caused people to go to the document, which has, by the way, been out in the public sphere for 18
25:32months. And what I love is to get emails from left of center Americans who say, I disagree with
25:37you, but this is a great piece of work that has laid out the cards on the table for us to have a
25:42policy conversation. It's options for a possible President Trump in the second term, but it's not
25:48that he's signed on to these specific things. That is exactly correct. And I want to be really clear.
25:53Never before and not now has this project, which sometimes is called Mandate for Leadership
25:59in Heritage's history, have we asked any candidate to sign on to it. We can't do endorsements at the
26:05Heritage Foundation. We don't seek them. It is a menu of options that if the president and vice
26:10president, whether they're Republican or Democrat, by the way, wants to enact certain policies,
26:15there's a plan there for them. Some of the others in here, Project 2025, merit hiring,
26:21market-based pay, dismantle Homeland Security Department, leverage State Department confirmation
26:26process, CIA accountability through new hires, EPA restructuring and streamlining. Those are
26:32bullet points. One of the things people talk about is like a scouring of the bureaucracy to make sure
26:40only acolytes who are supportive of, for example, President Trump would be inside the agencies.
26:46That's what the left has done for 50 years. Project 2025 is the corrective to that,
26:51where we get competent people who are virtuous to go in. But let me also end with this point
26:55on this comment. When you go out and poll the specific policy positions of Project 2025, Brett,
27:01most of them are 80-20 issues. And so the left note is focusing on mischaracterizations of those
27:07ideas and the name itself. They don't want to have a conversation about the policies themselves,
27:12because when the American people learn about them, they realize they support them.
27:16This is Steve Corbin. He writes, Trump's claim he knows nothing about Project 2025 is questionable
27:22to say the least. The Heritage Foundation's website notes Trump fully embraced 64 percent
27:27of its 321 policy reform recommendations during its 2017 to 2021 presidency. Since Trump implemented
27:3464 percent of Heritage Foundation's manifesto and knowing he's not a policy wonk, odds are great
27:39if elected, he will embrace the latest version of Project 2025, lock, stock and barrel.
27:45We are not presumptuous about any elected official, whether it's through Project 2025
27:51or the daily and hourly work that we do at Heritage, we'll take our recommendations.
27:56We operate in service to them and in service to the American people. We do believe, however,
28:01that if you want to restore the American dream, that those policies should be enacted.
28:05Senator J.D. Vance apparently wrote a forward to your upcoming book. Is that true?
28:09That's true. It's a great forward, too.
28:11It is. And does that suggest the linkage that the Democrats are continuing to make?
28:16Two things. It suggests a linkage between two friends. And the second thing is the last time
28:21I checked, this is the United States of America and people in politics ought to have friendships
28:26and work together. The left wants to disallow that because they realize that their policy
28:30record over the last three and a half years in particular is ending the American dream.
28:35Are you surprised by all this attention and all this vitriol around this document?
28:41Are you surprised by it when it started happening?
28:44I'm surprised by the scope of it, to be sure. I'm not surprised that it happened.
28:48And the lesson that we learned, and we've learned loud and clear,
28:52is that when we do this again, and we're going to do it every election cycle because it's what
28:55Heritage does, that when the left begins to mischaracterize, figuratively, we're going to
29:00punch them back in the nose. Well, Kevin, we appreciate you coming on.
