The government will utilise the Central Database Hub (Padu) on the ‘use cases’ developed by various agencies as part of its efforts to improve socio-economic programme planning in the future, said Rafizi Ramli.

In response to a question from Datuk Seri Dr Ronald Kiandee (PN-Beluran) in the Dewan Rakyat on Thursday (July 11) on the government’s data and mechanism readiness to implement the channelling of subsidies , the Economy Minister said these efforts are specifically designed to optimise resources, curb leakages and improve public wellfare.

00:00FASA 1 PADU, which involves the provision of a system for the integration and filling of individual data
00:09and the permanent reporting, has ended on 31 March 2024.
00:14At present, PADU is in FASA 2, which involves the process of analysing data to determine the contents of the house,
00:24basic living expenses and income can be used cleanly.
00:29For your information, until PADU is implemented,
00:34our country does not have a data base that forms the contents of the house.
00:40What we have is only an individual data base.
00:44Therefore, all previous government programmes are implemented individually,
00:51which is partly due to the exclusion and inclusion error with the permission of the President-elect.
01:00The government is also investigating the formation of use cases,
01:05and one of the main use cases is the mechanism of subsidy transfer.
01:12The improvement of the PADU system to ensure the safety of the data and the availability of the system
01:19to be reopened must be implemented.
01:22We are aware that one of the main objectives of PADU is to have a dynamic data base
01:32so that it can fulfil the characteristics of real-time,
01:36which does not need to be tidied up in a systematic way, etc.
01:41So, of course, it needs to go through the next process,
01:46where PADU is opened to be tidied up continuously and continuously.
01:52And the process is now underway,
01:55including the modules that enable that to be implemented.
02:00This also includes the integration of PADU with MyDigitalID,
02:05as mentioned by the Minister of Digital just now,
02:10as well as the modules for the use cases that have been identified,
02:15such as the savings module, the consultation module,
02:19as well as the existence of the procedure of operating the data sharing standard
02:23with all government agencies that want to use this combined data.
02:29With regards to the question of the delay in reimbursement of the RON95 subsidy,
02:35if the government makes a decision,
02:38any form of data involving reimbursement of the RON95 subsidy,
02:45there is already a basic decision that it will use all of the PADU data.
02:52However, as mentioned before,
02:55the government at this time is still working on the mechanism of reimbursement,
03:01given the government's stance,
03:04which is to implement the reimbursement of the diesel subsidy,
03:11especially to study the impact of the base to the economy, the country and the people.
03:18In the future, the government will use PADU data for various use cases
03:24developed by various agencies
03:27in an effort to improve the planning of socio-economic programs,
03:32especially in optimizing resources, reducing pollution and improving the welfare of the people.
03:40PADU is said to be a comprehensive data base,
03:45but in the generalization of the deficit of diesel,
03:48a new term and approach has been announced.
03:54What is the difference and why PADU is not used as a comprehensive data base
04:00that can be used by all ministries in all approaches made by the government?
04:05Are the announcements such as those made in the announcement of the diesel deficit,
04:12which the public said that you are keeping it close to your chest and made in a surprising way,
04:17will be able to help reduce the burden on the impact of these announcements
04:23on the economy, the country and the people?
04:54In terms of its target group, it is very different from RON95.
04:59RON95 involves 34 million people in our country.
05:07In the target group of diesel subsidies,
05:10the target group is companies that have registered,
05:15but most of them have already received the fleet.
05:20So, the process is managed by KPDN and MOF
05:27to ensure that all companies that are eligible to receive the fleet card in SKDS 1 and SKDS 2
05:38are already in the scheme.
05:41So, there is only one group,
05:45which is the group involving the people.
05:48That is the group of diesel users who do not register as a company
05:57and their income is less than RM100,000.
06:02When it is known for sure, the total number of this target group is only around 400,000 people.
06:08Even after opening for more than a month, the number of applicants is around 130,000 people.
06:15That is why, from the start,
06:18by using the combined data in the target group,
06:23it has been known for sure that it is faster and cheaper
06:27to carry out the bidding that involves the applications of the individuals.
06:35Because it does not involve up to 30 million people
06:39and it does not involve the contents of the house
06:42that is the target group that is involved in RON 95.
06:47But the difference is,
06:48for every programme that is wanted to be built by the government departments,
06:53including the re-investment of diesel subsidies for example,
06:57there is already a combined data base
07:03to enable a design programme, with the permission of Dato' Yandi Pertua,
07:08can be done optimally.
07:11Imagine, for example,
07:12our target group is only 100,000 applicants,
07:18but we move all the resources through the combined data base
07:24to target 100,000 people.
07:28That is the purpose of the combined data base.
07:35Of course, the most difficult part is the programmes that involve 34 million people.
07:42If we want to open an application in a short period of time for 34 million people,
07:48to bid one by one,
07:50of course, it needs a lot of resources.
07:52That is why, for the programmes that involve the contents of the house as a whole,
07:59there is a more efficient way to do it,
08:02in terms of the resources and finances,
08:04through the combined data base.
08:06If other ministries, after being combined with the combined data base,
08:09and the combined data base of the applicants,
08:12that actually makes it easier to do it,
08:16according to the needs of each programme.
08:18The question that arises is,
08:20why is the decision, for example,
08:22to target 100,000 people was made suddenly?
08:26Because we have to balance
08:28the effect, if the signal was given earlier,
08:33because the problem is,
08:35the increase in the price of goods is determined by the traders.
08:42So, for example,
08:44if it was announced earlier,
08:49that will cause the increase in the price of goods to happen repeatedly.
08:54That is why the government's decision
08:56is better if the decision is made
09:00when everything has been completed
09:03at the government level,
09:05because that will reduce the risk
09:09of the increase that happens repeatedly every month,
09:12when the traders use the reason
09:16for the time that will come,
09:18there will be several series of increases.
09:20That is why the decision should be
09:23maintained at the government level only,
09:27and only announced when the government has made a decision.
09:31Thank you.
