In remarks on the House floor last week, Rep. Chip Roy (R-TX) spoke about his amendment to prevent the president from using homeland security appropriations from to fund his climate executive orders.

00:02This amendment will prohibit Homeland Security appropriations being used to carry out President
00:07Biden's climate executive orders.
00:09Now, people might wonder why this is important.
00:14President Biden and Secretary Mayorkas have been doing a massive amount of damage to this
00:18country with wide-open borders.
00:21Not only are they endangering the American people, they've literally lied, been caught
00:25lying about their own Border Patrol agents that they accused of whipping when they knew
00:30of whipping Haitian migrants when they knew full well it wasn't true.
00:34They've been targeting, undermining, attacking their own personnel, their own law enforcement
00:38community, going after CBP and Border Patrol simply because Border Patrol wants to do their
00:42job, endangering the American people.
00:44But that's not it.
00:45That's not all they're doing.
00:47The President's executive orders are undermining our national security and making us beholden
00:51to China in other ways, making us beholden to the rest of the world by undermining our
00:55ability to produce reliable energy, all in pursuit of radical progressive Democrats'
01:00vision of unicorn energy policy, which is unreliable and will not produce the energy
01:04needed to be able to carry out and be competitive in the world.
01:07EVs are piling up on lots as we speak.
01:11Dealers can't unload them.
01:14They literally can't.
01:15They can't sell them.
01:16Why?
01:17Because I don't know, if I want to get in my car in Austin, Texas and drive to Midland,
01:20I have to stop three times on the way and can't even find charging stations.
01:24People decide the fact that the cars are more expensive, more unreliable, more difficult
01:28to repair.
01:30That's the reality.
01:31Meanwhile, unreliable energy is dotting our grids across the entire country, including
01:34Texas.
01:35Why?
01:36Because instead of pursuing logical policies like nuclear, if you care about CO2 production,
01:42or clean burning natural gas, which has been driving down CO2 production around the world,
01:46we instead are choosing to litter the landscape with windmills and solar panels, which by
01:51the way are made out of what?
01:53Materials from China, which by the way come from what?
01:57Forced child labor, which is going out and forcing children to have to go out and be
02:00in work camps to go mine the cobalt necessary for batteries, mine the minerals that are
02:04necessary for all the solar panels.
02:06The solar panels and the windmills that all have to go be buried and filled in the ground,
02:10all of which by the way produces unreliable energy, puts us behind the rest of the world
02:14in energy production, when three billion people on this planet don't even have reliable energy.
02:20We're literally shooting ourselves in the economic foot.
02:23That's what we're doing, and we're doing it all because, I don't know, the feels.
02:28I don't know, put a sticker on your Tesla while you drive around and feel good about
02:32yourself and pat yourself on the back when you're not denting CO2 production.
02:36You could actually get rid of every internal combustion engine car in America, and you
02:41wouldn't reduce CO2 around the world by less than about one and a half percent at all.
02:46When the radical climate change executive orders by the president are undermining our
02:51national security, forcing the DOD, forcing the DHS, forcing all these executive branch
02:55agencies to weaken their ability to be productive and get their job done, can you imagine?
03:01Border patrol can't even talk right now on radios, they can't even communicate when they
03:05move along the border, if they're even allowed to go man the border, while instead they're
03:08changing diapers in some room in one of the ports of entry because we've been dumping
03:13people in through parole policies.
03:15Now we're going to be stuck down there trying to charge their batteries, hoping they can
03:18even go find the people crossing the river.
03:21You can't even make this crap up.
03:23If you set out to destroy a country, if you set out to literally destroy a country, I
03:29don't know how you could come up with policies better than the radical progressive Democrats
03:33who want to remake this country in their radical leftist image.

03:37Gentlemen in reserves, for what purposes does the gentlelady from Illinois seek recognition?
03:42I claim time in opposition.
03:44You're just recognized for five minutes.

03:47This is yet another attempt by my colleagues across the aisle to defend any effort by the
03:51Biden administration to tackle the climate crisis and help our communities become more
03:55climate resilient.
03:56It is obviously misguided, anti-science, and will put all of us at greater risk of harm
04:03as a result of climate disasters.
04:05Only flawed and short-sighted thinking would presume that the climate crisis does not intersect
04:10with so many of the issues relevant to the department's mission, including migration,
04:15national security, and disaster relief.
04:17I will vote no, and I encourage my colleagues to do the same.

04:25Yeah, I would just note, it's critically important that we adopt these amendments to restrict
04:29the executive branch from carrying out the executive orders that are undermining our
04:32efficiency and effectiveness, and I would urge adoption of this amendment.
