00:00But here's the problem.
00:02More than 600 days ago, the American people entrusted House Republicans with the gavels
00:07in the committees.
00:08It's easy to see why.
00:11After nearly two years of an unchecked Biden administration, the country was reeling.
00:16On their watch, the nation endured grim milestone after grim milestone.
00:21The highest gas prices ever recorded, the worst inflation in four decades, 12 major
00:26cities with new homicide records, an unmatched illegal immigration crisis.
00:31At every turn, radical Democratic policies either created the issue or actively impeded
00:38the solution, or both.
00:41Everyday Americans drafted House Republicans to protect them from these harmful policies
00:45and provide a check on the White House.
00:49This is a duty the majority takes very seriously.
00:51Indeed, that's why we're meeting today.
00:55Sometimes it seems that President Biden can't even put a sentence together.
00:58But the administrative state, we're assured that he oversees, continues to churn out reckless
01:04left-wing policies.
01:06What's more, his presidency still emboldens his enablers.
01:10Together, their agenda imperils everything from the sanctity of the vote and Title IX
01:16to the availability of effective and affordable home appliances.
01:20In keeping with what we were hired to do, House Republicans are advancing measures meant
01:24to protect our country from the rash and untimely destructive policies of the left.
01:31President Biden welcomed an invasion at the southern border.
01:34From his rhetoric to the over 60 destabilizing executive actions he has taken since he took
01:40office, every corner of the world took him up on the opportunity to enter our nation
01:46illegally.
01:48The numbers don't lie.
01:50Since the president entered office, there have been more than 9 million illegal immigrant
01:55encounters nationwide.
01:57That doesn't include the almost 2 million known gotaways who evaded apprehension on
02:02President Biden's watch, more than the previous decade combined.
02:07For context, May marked the 39th straight month where monthly illegal encounters were
02:13higher than even the highest single month in the Trump administration.
02:19To add insult to injury, President Biden released nearly 5 million illegals into the country
02:23and is openly talking about a plan to reward their fellow lawbreakers with amnesty.
02:30His choices are shameful but not surprising.
02:33What is surprising is how fervently his surrogates and supporters dismiss concerns over illegal
02:39immigrants circumventing the letter of the law and corrupting our democratic process.
02:44The president and his enablers have been asking Americans to reject the evidence before
02:49their very eyes a lot.
02:52This one is no different, and the evidence that non-citizens register to vote and illegally
02:57cast ballots in federal elections is substantial.
03:01The National Voting Rights Act enacted in 1993 requires states to provide a federal
03:07voter registration form at the time an individual applies for a driver's license or for state
03:13benefits.
03:14In some states, non-citizens, including illegal immigrants, are eligible to receive their
03:19driver's license and public assistance, meaning non-citizens have undoubtedly been provided
03:25voter registration forms in these states.
03:29And they've been registering.
03:30For example, Pennsylvania admitted just a few years ago that it had inadvertently allowed
03:35over 10,000 non-citizens to register to vote, and a Georgia audit found that more than 1,600
03:43non-citizens had attempted to register.
03:45Alarmingly, this doesn't stop at registrations.
03:48In 2011, Fairfax County, Virginia discovered over 278 non-citizens on the voter roll and
03:55learned that 117 of them had actually illegally voted in Virginia elections.
04:00Additionally, over the past decade, several different Arizona counties reported finding
04:05hundreds of non-citizens on the voter rolls and determined that some of them illegally
04:10voted in federal elections.
04:12The SAVE Act, introduced by our colleague on the Rules Committee, Chip Roy, closes the
04:17loophole that was created by the National Voting Rights Act and supercharged by the
04:23left-wing sanctuary policies.
04:25It requires a proof of U.S. citizenship to register an individual to vote in elections
04:30for federal office.
04:32Anyone who believes in safeguarding our democratic processes from illegal foreign influences
04:37should vote in favor of H.R. 8281.
04:41This administration's radicalism also threatens Title IX, which has protected women and girls'
04:46access to educational opportunities for more than 51 years.
04:51In April, the White House released an unlawful Title IX rule that, one, ignores a Supreme
04:56Court ruling and, two, strips students and educators of their rights and, finally, enshrines
05:01in the law the left's ongoing war against parents.
05:05Since Title IX's enactment, female participation in high school sports has grown more than
05:101,000 percent and collegiate sports more than 600 percent.
05:15Their radical actions threaten this progress.
05:19Unlike the White House, House Republicans believe that women should be safe in intimate
05:23spaces and men should not compete in women's sports.
05:27It's why we're advancing H.J. Res. 165, which prevents the administration's radical gender
05:32ideology from infiltrating education and hijacking Title IX.
05:39Thanks to the Biden administration, the left's radical whims are also poised to infiltrate
05:43everyday American homes.
05:45The Department of Energy's new dishwasher efficiency standards would take more than
05:4912 years for the proposed efficiency upgrades to break even and would save Americans just
05:55$1.12 per year.
05:58Consumers understand what options work best for their households, and Washington shouldn't
06:02stand in the way of their appliance.
06:04Finally, the committee will consider H.R. 8772, the Fiscal Year 25 Legislative Branch
06:10Appropriations Bill.
06:12I anticipate my friend the Ranking Member will strongly disagree with my contextualization
06:18of today's meeting.
06:19I hope he will at least echo his fellow Democrats in the committee report and take no issue
06:24with the funding levels within the measure.
06:28The Legislative Branch Subcommittee delivered a robust $5.5 billion package that supports
06:33Congress and our ability to work on behalf of the American people.
06:38With that, I look forward to the testimony from our panels, and I welcome the opportunity
06:41to move important legislation to the House floor, and I would now ask our Ranking Member,
06:47Mr. McGovern.
