00:14 that the Israeli restrictions on the entrance of maternity
00:17 aid amounts to a deliberate starvation tactic.
00:19 In Venezuela, President Nicolas Maduro
00:24 denounces that the far-right's conspiracy
00:26 plans to undermine social peace in the country.
00:31 And in Russia, President Obama reported
00:33 and announced that the Ukrainian regime, with Western support,
00:36 has begun to use service methods.
00:38 Hello, welcome from the South.
00:45 I'm Luis Alberto Matos from the Lesoth studios in Havana, Cuba.
00:49 We begin with the news.
00:51 [MUSIC PLAYING]
00:54 The United Nations denounced that Israeli restrictions
01:10 on the entry of humanitarian aid to the Gaza Strip
01:12 may amount to a deliberate starvation tactic, which
01:14 could constitute a war crime.
01:16 This was stated on Tuesday by the United Nations High
01:19 Commission for Human Rights Volker Turk
01:21 when referring to the risk of a famine
01:22 in the Palestinian enclave.
01:24 He also pointed out that Israel has the obligation
01:28 to guarantee the supply of food and medical care
01:30 to the population.
01:31 The statement came a day after UN Secretary-General António
01:34 Guterres noted that more than half of the 1.1 million Gazans
01:38 are on the brink of starvation.
01:40 Meanwhile, the population of Gaza Strip
01:42 waits for long hours to get some food.
01:44 [SPEAKING HEBREW]
01:48 Israeli Prime Minister Benjamin Netanyahu
01:53 said he had told US President Joe Biden
01:56 that a ground invasion of Rafa is
01:57 necessary to overthrow the Palestinian resistance
01:59 group Hamas.
02:01 [SPEAKING HEBREW]
02:02 We have an argument with the United States about the need
02:05 to enter Rafa, not about the need to eliminate Hamas,
02:09 the need to enter Rafa.
02:13 We see no way to eliminate Hamas militarily
02:15 without destroying these remaining battalions.
02:19 We're determined to do it.
02:22 The Detainees and Ex-Detainees Affairs Commission
02:24 and the Palestinian Prisoner Society
02:26 said that the Israeli occupation authorities are pursuing
02:29 a policy of re-arresting and targeting ex-detainees.
02:32 According to the two organizations,
02:34 the escalation of the arrests has brought the number
02:36 of detainees to 13, 11 of whom are still in Israel.
02:40 Among those arrested again are three Palestinian minors
02:43 from Nablus, Yenid, and Areha in the occupied West Bank,
02:46 while simultaneously, four young Palestinians
02:48 from Areha and Ramallah were put back
02:50 in administrative detention for another four to six months.
02:54 The ongoing detention campaigns have reportedly
02:56 been accompanied by escalating violations,
02:58 including brutal beatings and assaults,
03:00 threats against detainees and their families,
03:02 and the destruction and vandalism of citizens' homes
03:04 and property.
03:06 Non-governmental organizations announced in a report
03:08 on Tuesday that Israeli forces have detained 61 journalists
03:11 since October 7, 2023.
03:13 The report said among the detainees are three women,
03:16 while 23 reporters are being held under Israel's
03:18 undeniable policy of administrative detention
03:22 without indictment or prior trial.
03:24 According to other reports, the number of journalists
03:26 killed in attacks by Israeli forces
03:28 exceeds 120 on Monday.
03:31 The Israeli government has also announced
03:33 that the number of journalists killed in Gaza
03:35 exceeds 120, almost 10% of the total,
03:38 considering that the union has around 1,300 communicators.
03:42 On the other hand, it has also been
03:44 denounced that Israeli forces have repeatedly
03:48 demolished the media institutions in Gaza
03:50 to make it impossible to spread the reality of the aggression
03:54 in that Palestinian territory.
04:01 The new unbinding motion called on the international community
04:04 to work toward a two-state solution
04:05 to resolve the conflict between Israel and Palestinians.
04:09 According to the news agency Reuters,
04:11 the vote had been delayed by last-minute wrangling
04:14 over warding support in Palestinian statehood,
04:17 an idea that looked set to deepen splits inside the ruling
04:19 Liberal Party.
04:20 The amended motion was passed by 204 votes to 117 against,
04:25 after most of the Liberal cabinet and caucus
04:27 voted in favor.
04:29 The initial version called on Canada to officially recognize
04:32 the state of Palestine, a step that no member of the Group
04:35 of Seven Industrialized Nations has taken.

04:58 Welcome back from the South.
05:18 In Venezuela, President Nicolas Maduro
05:20 denounced the far-right's conspiracy plans
05:22 to undermine social peace in the country.
05:24 During the first meeting of volunteers
05:26 for the transformation of the future,
05:27 President Maduro affirmed to have evidence
05:29 that far-right sectors are once again planning
05:31 to destabilize the country.
05:33 The Venezuelan head of state called for social organizations
05:36 and coordination, describing it as the key
05:38 to achieve national peace in the face of unfairly conspiracies.
05:41 [VIDEO PLAYBACK]
05:44 Also in Venezuela, on Tuesday, the prosecutor's office
06:05 revealed progress in the investigations
06:07 over the assassination attempts against President Nicolas
06:09 Maduro.
06:10 In this sense, the attorney general, Tarek William Saab,
06:12 submitted an update on the case where extremists were planning
06:16 assassination acts after the arrest of a second person
06:18 involved.
06:19 The investigation revealed the recruitment
06:21 of a group of people with a plan by former classmates
06:25 of the military academy.
06:26 The prosecutor underlined that the plot consisted
06:29 in recruiting 50 army deserters to take tanks and weapons
06:32 depot of a military compound aimed at carrying out a coup.
06:37 The government official informed that in view of the evidence
06:39 gathered against the accused, they
06:41 cannot qualify as politically persecuted citizens.
06:43 [END PLAYBACK]
06:44 [SPEAKING SPANISH]
06:47 [END PLAYBACK]
06:50 [VIDEO PLAYBACK]
06:51 [SPEAKING SPANISH]
06:54 - I have been denouncing the plan of violence,
06:58 of imperialism, and their allies.
07:01 Their only plan is to destabilize Venezuela.
07:04 [END PLAYBACK]
07:06 [SPEAKING SPANISH]
07:09 - To fill it with violence.
07:11 And they are preparing for the Guarimba.
07:13 Keep your eyes open in your blocks.
07:16 [END PLAYBACK]
07:18 [SPEAKING SPANISH]
07:21 - In your streets, in your community,
07:24 we have to win peace before, during, and after the elections
07:29 of July 28.
07:30 [SPEAKING SPANISH]
07:36 - Win peace before, during, and after.
07:40 Win against the extremists, against their puppets,
07:43 and their oligarchy.
07:44 [SPEAKING SPANISH]
07:49 - Before, during, and after.
07:52 Always win.
07:53 Win peace.
07:54 Win life.
07:55 Win the homeland.
07:56 [SPEAKING SPANISH]
07:59 - Former chief of the Chilean investigative police,
08:01 Sergio Muñoz, was placed in preventive detention
08:04 while being investigated for an alleged corruption case
08:06 involving senior officials of the country.
08:09 According to the media, the highest police authority
08:11 in Chile filtered the proceedings and investigations
08:14 in cases of corruption, best of men bribery,
08:16 and influence peddling, even to benefit former president
08:19 Sebastián Piñera, when controversial transactions
08:22 such as the Dominga Mining Company were investigated.
08:25 The former director of the police
08:27 has been prosecuted for breaking the secrecy of different laws
08:31 remaining in preventive detention.
08:33 In this context, Muñoz has been involved
08:35 in the so-called Odios case, which the press uncovered
08:38 by revealing a conversation between several influential
08:40 lawyers about irregular payments to officials
08:43 of the Internal Revenue Service and the Financial Market
08:45 Commission in exchange for inside information.
08:48 In Peru, the public prosecutor's office
08:55 launched an investigation against President Dina
08:57 Boluarte for alleged illicit enrichment.
08:59 The judicial body said an investigation was open
09:01 after the president admitted being
09:03 the owner of a Rolex watch that she has been
09:05 seen wearing on several occasions.
09:08 The investigation also involved the possible crime of omission
09:11 to declare indocument, since it seems that Boluarte did not
09:14 declare the expensive garment among her assets.
09:17 The prosecutor's office had already
09:19 opened an investigation against the head of state
09:21 for the crime of genocide during the social mobilizations that
09:24 took place between December 2022 and January 2023,
09:28 resulting in the death of at least 50 citizens.
09:31 In Haiti, more than 16,000 people
09:38 left Boropríns in the last seven days
09:40 to take refuge in the provinces amid the escalation of violence
09:43 in the Caribbean country.
09:44 According to data from the International Organization
09:46 for Migration, the evacuation of about 16,947 Haitians
09:51 from the capital took place between March 8 and 14.
09:55 Most of the displaced went to the Department
09:57 of Grand Sud, which sheltered more than 116,000 people who
10:00 fled in the last few months.
10:02 The city of Boroprins is controlled
10:04 by gangs who cut off food, fuel, and water supplies
10:06 and also destroyed four power stations,
10:09 affecting the quality of life of citizens.
10:11 In Cuba, the second day of the third edition
10:17 of the Patria International Symposium,
10:20 which is being held at the Pavezpo Fairgrounds
10:22 in the city of Havana, continues.
10:24 The event welcomes more than 100 guests from 30 countries
10:27 and seeks to consolidate visitor-political communication
10:30 and the sovereign development of technologies
10:33 that promote communicative progress in the nation.
10:35 The president of the Union of Journalists,
10:37 Ricardo Ronquillo Bello, was in charge of the welcome
10:41 and highlighted that articulation
10:42 is essential for unity and that both victories and setbacks
10:45 in the network force them to be united.
10:48 Therefore, the event seeks to broaden new horizons
10:51 on the eve of a digitalized global order protected
10:54 by an already limited mass communication culture,
10:56 but with other ways to promote development of ideas.
10:59 President Miguel Díaz-Canel visited the stand
11:05 of Telesur, a multinational agency,
11:07 at the third edition of the Patria International Symposium,
11:10 alongside Prime Minister Manuel Marrero
11:12 and other political and government leaders.
11:14 The Cuban head of state toured the fair,
11:16 accompanied by the technical and journalist staff of Telesur,
11:19 where he highlighted the activity of communication
11:21 platform in providing voice to the people from the South.
11:25 The president emphasized topics treated
11:26 in the International Symposium as action tools
11:30 and new technologies.
11:31 At the meeting, Díaz-Canel talked about global issues
11:34 such as the genocide in Palestine, the violence
11:36 in Haiti, and the acts of imperialism
11:38 that seek to impose sanctions on the people of the world.
11:41 On Tuesday, during the second day
11:49 of the Patria International Symposium,
11:51 in an exclusive interview for Telesur,
11:52 Cuban President Miguel Díaz-Canel
11:54 highlighted the importance of facing imperial hegemony
11:57 from the communication field through the creation
11:59 of alternative content.
12:01 [SPEAKING SPANISH]
12:07 I think that we, above all, we have to overcome so much evil,
12:11 so much perversity, so much predominance
12:14 of an imperial hegemony that what multiplies
12:17 are anti-values, that is constantly
12:20 trying to change the mind of people,
12:22 manipulating the mind of people.
12:25 And that has caused that in the world, what is being practiced
12:28 is the language of war, of the sanctions, of the blockades,
12:32 of the impositions.
12:34 And that goes against the idea that Fidel had,
12:37 which was an emancipatory idea, that a better world was
12:40 necessary and was possible.
12:43 And that's why I think it's very important the presence here
12:46 of left-wing ideas representatives
12:48 from communication, from political communication,
12:51 from social communication, to see how we all articulate,
12:55 how can we get on those perverse platforms
12:58 of cultural domination, of hegemonic domination,
13:01 how we take advantage of them, and how we
13:03 enhance them with our content.
13:05 In this context, the Cuban president
13:11 also referred to several moments that the world is going through.
13:14 I can now focus on his comments on two of them,
13:17 the genocide committed by Israel in Gaza against Palestinians,
13:20 and the political, social, and economic crisis
13:22 that Haiti is experiencing.
13:24 [SPEAKING SPANISH]
13:27 I would refer to two in particular.
13:29 One, what is happening in Gaza, which is an extermination.
13:33 It is a genocide, which is executed
13:35 by the government of Israel.
13:37 But behind the government of Israel is the support of the US.
13:40 We even see the position of the government of the US
13:50 in the Security Council, and how its veto
13:52 threatens the attitude of Israel against the Palestinian people.
13:56 It is an extermination.
13:58 It is a genocide, and we have to try to stop it.
14:00 It is enough that the bombs are sounding,
14:02 and what is needed is that the voices of the people suffering
14:05 from this genocide be heard.
14:07 And of course, Cubans will never tolerate it.
14:17 Cubans will continue to vigorously condemn
14:19 what is happening.
14:20 We will not become mere spectators of the slaughter
14:23 that is occurring in Palestine.
14:25 And the other one is Haiti, here in a region, a country,
14:34 a people that has suffered the glory of having led
14:37 the first revolution in Latin America and the Caribbean,
14:40 and then has lived under the sign of invasion, domination,
14:44 dependence, and have plunged that people
14:47 into the most extreme poverty.

15:05 Fun short break, don't go away.
15:07 Welcome back from the South.
15:31 In Russia, President Vladimir Putin denounced
15:33 that the Ukrainian regime, with the support of the West,
15:35 has begun to use terrorist methods.
15:37 The Russian President urged to strengthen
15:39 anti-terrorism efforts, and called for coordination
15:41 with other security agencies
15:43 and the National Anti-Terrorism Committee
15:45 to confront the North Atlantic Treaty Organization.
15:48 Putin also warned that the U.S.-led military alliance
15:51 has great financial, technical, and informative capabilities.
15:54 The Russian head of state alerted
15:55 the Federal Security Service
15:57 about the attempts of Ukrainian sabotage groups
15:59 to enter Russian territory.
16:01 Putin called to find those involved in such groups,
16:04 and to strengthen the combat capabilities and equipment
16:07 of the Latin Maritime Border Guards.
16:09 The neo-Nazi Kiev regime, again with the support of the West,
16:16 and often on the direct instruction,
16:18 switched to terrorist methods,
16:20 this or shelling of peaceful cities,
16:22 attempts on the life of government officials
16:25 and public figures,
16:26 attempts to recruit perpetrators of sabotage
16:29 and terrorist attacks at criminal Russian infrastructure facilities,
16:33 and in places where people are in large numbers.
16:35 Let me also remind you of the recent,
16:37 frankly speaking, provocative statement
16:40 by a number of official Western structures
16:43 about the possibility of terrorist attacks in Russia.
16:46 All this resembles outright blackmail
16:49 and an intention to intimidate and destabilize our society.
16:55 In northwest Nigeria,
16:56 armed guns attacked two villages over the weekend
16:58 and seized at least 100 people from their homes.
17:01 This event now is the latest mass abduction in the region.
17:04 The government-attacked communities in Kaduna State,
17:06 the area where nearly 300 schoolchildren
17:08 were abducted less than two weeks ago.
17:10 The abductions have been blamed on bandit groups
17:12 known for mass killings and kidnappings
17:14 in Nigeria's northwestern and central regions.
17:17 Most of the bandits were previously herders
17:19 in conflict with local communities.
17:20 Security forces, meanwhile,
17:22 are yet to provide any public update on the rescue operations,
17:24 as the government has ruled out the payment of ransoms
17:27 in the operation to free the children.
17:36 A new report from the International Labor Organization
17:38 has found that the total amount of illegal profits
17:41 from forced labor has risen by 37% since 2014,
17:46 a dramatic increase that has been fueled
17:47 by both a growth in the number of people forced into labor,
17:51 as well as higher profits
17:52 generated from the exploitation of victims.
17:54 The ILO report called profits and poverty
17:57 the economics of forced labor,
17:58 estimates that traffickers and criminals
18:00 are generating close to 10,000 US dollars per victim.
18:04 Total annual illegal profits from forced labor
18:06 are highest in Europe and Central Asia,
18:08 with 84 billion US dollars followed in decreasing order
18:11 by Asia and the Pacific, the Americas,
18:13 Africa and the Arab states.
18:15 The report stresses the urgent need for investment
18:18 in enforcement measures to stem illegal profit flows
18:20 and hold perpetrators accountable.
18:23 It recommends strengthening legal frameworks,
18:25 yet it states that forced labor cannot be ended
18:27 through law enforcement measures alone,
18:29 and enforcement actions must be part
18:31 of a comprehensive approach
18:32 that prioritizes addressing root causes
18:35 and safeguarding victims.
18:36 (beeping)
18:41 The year 2024 will host a much more intense hurricane season
18:56 than that of 2023.
18:58 The World Metro-Lasgard Organization won on Tuesday.
19:01 The organization's representative for North America,
19:03 Latin America and the Caribbean, Rodney Martinez,
19:05 said that conditions for 2024 would not be as benign
19:08 for the region as they were in 2023.
19:11 During a meeting of the Hurricane Committee
19:13 of the Regional Association in Panama,
19:15 the experts said that for the season beginning in June,
19:17 there is an environment for cyclones to increase.
19:20 Martinez said that when the Pacific is cold,
19:22 hurricanes tend to become more frequent in the Caribbean,
19:26 and it seems that this condition could occur in 2024.
19:29 The 2023 hurricane season that ended in November
19:31 left a balance of 29 storms and seven hurricanes,
19:35 three of them of major category.
19:36 In Honduras, firefighters continue to work
19:44 to put out a strong wildfire that has been raging
19:47 since Monday in the surroundings of La Tigre National Park,
19:50 near the nation's capital.
19:51 The national government sent a squadron of helicopters
19:54 with Bambi bucket fire suppression systems
19:56 to prevent the spread of the flames in the area.
19:58 Honduran President Xiomara Castro
20:00 sent a message of encouragement to the teams and institutions
20:03 working against the strong wildfire.
20:05 The president also affirmed that all those involved
20:07 in setting the fire will face justice.
20:09 In France, the public transport company
20:16 for urban areas of Paris has developed
20:19 a voice recognition translation app for its staff
20:21 that instantly transcribes and translates speech
20:24 in several languages.
20:25 The app, which costs 2 million euros, is called Tradivia.
20:29 It can translate into 16 languages,
20:31 including English, German, Mandarin, Hindi, and Arabic.
20:35 The two latest additions are Romanian and Dutch.
20:38 The tool is also used for passenger information
20:40 announcements during line incidents.
20:42 The RATP network will be put to the test
20:45 with the 15 million viewers expected in the Paris region
20:48 for the Olympic and Paralympic Games.
20:50 RATP's Director of Customer Experience, Valerie Guydot,
20:54 said that they had a real problem
20:56 because the agents did not have the capacity
20:58 to respond to all the customers' languages.
21:00 But now, with the app, everything is much easier.
21:03 And then take the RERC in the direction of Versailles.
21:05 We have come to the end of this news brief.
