00:34Members of the Cabinet including DILG Secretary John Vicremulia, Defense Secretary Gilbert Chudoro, DOJ Secretary Jesus Crispin Remulia, and National Security Advisor Eduardo Año also attended.

00:45Officials of the Philippine National Police attended, led by PNP Chief General Romel Marbil and CIDG Chief Major General Nicolas Torre.

00:53The purpose of the hearing is to look into the process of the arrest of the former President.

00:59DOJ Secretary Remulia explained the actions of the government and if the government really helped the ICC.

01:06DOJ Secretary Remulia explained that the Philippines is not a member of the ICC, but he explained about the International Humanitarian Law.

01:16Your Honor, it is not the Philippines that is under the jurisdiction. It is the individuals who are charged by the ICC which is under the jurisdiction. There is a distinction, ma'am.

01:27Please explain.

01:29As non-members of the ICC and as a state, the ICC has no jurisdiction over us as a country.

01:38But over the individuals who may have committed crimes that violate International Humanitarian Law.

01:43That is a universal value being held by the whole world today.

01:49That people can cross borders and hide behind boundaries so that they can run away from the law.

01:56International Humanitarian Law is something adopted. The principles are adopted by more than 150 countries throughout the world.
