00:00Officials of the government explained to the Senate the legality of their arrest of former President Rodrigo Duterte.

00:08They also denied the planned arrest of the former President.

00:16Our law enforcement agencies made it clear to the Senate Committee on Foreign Relations hearing today

00:24that they did not have coordination with the International Criminal Court or ICC

00:28and they did not plan the arrest of former President Rodrigo Duterte

00:33before the warrant was issued against him.

00:36According to DILG Secretary John V. Cremulia,

00:40they only prepared when Duterte himself said in Hong Kong that there was a warrant against him.

00:47They only moved when they received the ICC warrant on March 11, 3 a.m.

00:53That is the nature of our job. We will always be prepared.

00:57We will always be on hand to enforce any of these laws.

01:01The implementation of the ICC warrant is beyond my mandate and I had no part in it.

01:06I may also state for the record that I am not aware of any core group

01:12nor am I a member of such group that allegedly planned and prepared for the arrest of former President Duterte.

01:19According to DILG Secretary Gilberto Teodoro Jr. and Justice Secretary Jesus Crispin Cremulia,

01:26they did not have cooperation for the investigation of the ICC since then.

01:31We did not, no government agency, the DND never cooperated with the ICC.

01:39Nobody ever identified themselves as the ICC when they entered our country.

01:43If ever they entered our country.

01:45He was also supported by President Ferdinand Marquez Jr.

01:49who said that the Philippines will never know about the ICC.

01:53But because of Interpol's request to arrest Duterte, they had to obey.

01:58We are all changing our minds as time goes by.

02:03We are learning little by little and we are understanding what is happening around us.

02:11Cremulia also clarified that the ICC used the International Humanitarian Law

02:16as the basis for issuing a warrant against Duterte.
