00:09They denied that kidnapping happened to the former president.
00:13Danielle Manalastas of PTV for Panitang Pambansa.
00:16The Senate Committee on Foreign Relations issued a warrant for the arrest of former President Rodrigo Duterte by the International Criminal Court.
00:33Officials of the government and the defendants faced the arrest.
00:38National Security Advisor Eduardo Año denied that there was no grand conspiracy in the arrest of the former president.
01:09I firmly deny any allegations of a grand conspiracy.
01:15My loyalty is always to the country, to the Constitution, and not to any person.
01:20The ICC's jurisdiction was heard several times.
01:25But Justice Secretary Boeing Remulia argued that the ICC has no jurisdiction in our country.
01:32But he explained about the International Humanitarian Law.
01:36As non-members of the ICC, and as a state, the ICC has no jurisdiction over us as a country.
01:44But over the individuals who may have committed crimes that violate International Humanitarian Law.
01:50That is a universal value being held by the whole world today.
01:55That people cannot cross borders and hide behind boundaries so that they can run away from the law.
02:03International Humanitarian Law is something adopted. The principles are adopted by more than 150 countries throughout the world.
02:09He also suggested that we talk to the ICC and the allegation of kidnapping.
02:14The DOJ also defended the legality of the arrest.
02:18Whatever relationship we have.
02:21It's an arm's length basis, meaning very transparent if ever. But we have never spoken to them.
02:26Not the kidnapping or the extraordinary relationship.
02:31The International Humanitarian Law gives us two options.
02:35Extradition or surrender.
02:37And we chose the path, surrender path ma'am.
02:39We have the Republic Act, 9851.
02:42That says, you can either extradition or surrender.
02:45We chose the executive action, surrender.
02:50Don't touch my mother!
02:53Soldiers, I ask you, what is my crime?
03:00The PNP also advocated the arrest of the former President.
03:05Through DILG, Duterte was given a chance to use his legal remedy.
03:11They had their chance to seek legal remedy as shown by the actions of their lawyers by approaching the Supreme Court.
03:20So there was no due process denied ma'am.
03:23General Torre, did you explain why the force was needed to arrest him?
03:29So you admit you forced them, you used violence.
03:32I have to because they won't go with us voluntarily ma'am.
03:38So I have tried all the talks.
03:43It's too late, we will reach there by morning ma'am.
03:47We have to get into their heads to make it very, very clear to them that we are already very, very serious.
03:54It was also clear when the video went viral where there is a slander that will happen.
04:00But some senators said that the former President should be given courtesy.
04:04Can you justify why you said that I slandered him?
04:09I saw the former President Duterte, he was not fighting.
04:14The threat of slandering him was not towards the President, the former President.
04:20It was ensued after a heated argument between his counsel and General Torre.
04:27In no way was the former President threatened with bodily harm.
04:31Lawyer sir, Attorney Miguel Della, and actually sir, after that, I actually went back to him,
04:37placed handcuffs on him after reading him his rights and arrested him for obstruction of justice.
04:42You should have given a little courtesy or respect to the former President.
04:48Torre said that the former President Duterte stopped the situation from escalating and asked him to join and obey the authorities.
04:56Meanwhile, Vice President Sara Duterte appeared online to listen.
05:01Daniel Manalastas, Balitang Pambansa.
