00:00In an investigation of many ghost beneficiaries in the Senior High School Voucher Program,

00:05their students were cut off from the camera and enrolled in more than one school,

00:10said a group of private school administrators.

00:13They were forced to do so, but their system was not properly managed.

00:18Tina Panganiban-Perez will tell us more about this.

00:23It is important for the government to be aware of who are the Senior High Students

00:30who are being paid tuition in private schools as part of the Senior High School Voucher Program.

00:36The program is being conducted due to the lack of facilities in public senior high schools.

00:42To monitor, all beneficiaries have a Learner's Reference Number.

00:47But the DepEds saw something in this investigation, that they were cut off from the camera.

00:53Along with the questionable discoveries in the Senior High School Voucher Program,

00:57some students had more than one Learner's Reference Number.

01:03In 2016, some students had several Learner's Reference Numbers, even if it was just one child.

01:10There was also a chance that not only in one school, a child was enrolled.

01:15This was reported to the Private Education Assistance Committee, which is a partner of DepEd.

01:34A group of private school administrators said,

01:37the schools are strict.

01:39DepEd's system is the problem.

01:46You know, the birth certificate and all of that.

01:49And unfortunately, sometimes it takes so long for them.

01:53So we keep on telling them, you know, this student is already with us one or two years.

01:58You have not fixed the system yet.

02:01But there are only 50 studies about DepEd, where the claims or objections to DepEd are questionable.

02:08That's why they were removed from the Senior High School Voucher Program.

02:11Most are in Metro Manila and Calabarzon.

02:14Where there are a lot of private schools.

02:16The program will continue to raise P27 billion for the next school year.

02:22But the system is getting better and better according to DepEd.

02:27They are now already check and block.

02:29I think we'll have to check with the system owners, program owners of the information system,

02:35which is Planning Service and the Information Communication Technology Service.

02:40DepEd is also studying the filing of complaints in some private schools.
