00:00As we continue to talk about the actions and programs of the local governments
00:04to fight poverty, let's find out the steps they are taking
00:08for them to succeed here at the National Anti-Poverty Commission's
00:12Action Against Poverty.
00:22This morning, we will talk here on our live program
00:26with Atty. Raj Sagarinovidad, the Municipal Administrator of Bayambang, Pangasinan
00:33to talk about how the convergence and cooperation between the agencies
00:38and the organizations of your local government will help you succeed.
00:41Atty. Raj, good morning.
00:43Hello, good morning for all of us.
00:45Alright, so let's start from where Bayambang is.
00:47When it comes to poverty, what is the current situation of your LGU?
00:53I'm very happy to say that the change of the LGU of Bayambang is huge.
01:00From 2016, when the former mayor, Dr. Cesar Tirado Quiambao, came,
01:07to now, 2025, when the former mayor established a revolution against poverty
01:14that is being continued by our current mayor, Mayor Nina Jose Quiambao.
01:21So, I already mentioned the revolution against poverty.
01:26We started this in 2018, and it continues until now.
01:31This is a 10-year program from 2018 to 2028.
01:35We created the Bayambang Poverty Reduction Plan
01:38where all 14 basic sectors of our community came together
01:46and they identified the problems of our country
01:50and they also identified the solution to end poverty in Bayambang.
01:58So, we just recalibrated our Bayambang Poverty Reduction Plan last August 2024
02:04because we thought that 2028 is almost here,
02:08it's only been 3 years.
02:10So, what did we do from 2018 to 2024?
02:15And what else should we do?
02:16Taking into consideration the effects of the COVID-19 pandemic in our country.
02:22Okay, so the plan is here.
02:24This is their Bayambang Poverty Reduction Plan.
02:27And it's great that Atty. Raj mentioned that the people in this sector
02:31were the ones who did this and they identified the problem and the solution.
02:36So, there's a sense of ownership.
02:37Yes.
02:38Alright.
02:39So, what are the salient points here?
02:40I think you have anti-poverty trust here.
02:43Yes, we identified 5 sectoral agendas.
02:48Our fellow citizens said that we need these agendas to end poverty.
02:54Number one, we have the agricultural modernization.
02:56Number two, we have good governance.
03:00We also have social protection and cultural development.
03:05We also have economic development, infrastructure development,
03:08and environmental protection and disaster resiliency.
03:11So, these are the 5 sectoral agendas that are included in our Bayambang Poverty Reduction Plan.
03:17Our Bayambang Poverty Reduction Plan, or also BPRP,
03:21we consider it as the Bible of the LGU-Bayambang.
03:24Okay, so you have a guide.
03:25And I understand that there's also a team that monitors?
03:27Yes, we also have the Bayambang Poverty Reduction Action Team
03:33making sure that our programs in the BPRP are followed.
03:40Because we have a timeline, so it should not be delayed.
03:43If there's a delay, it should be followed.
03:46So, that's the function of the Bayambang Poverty Reduction Action Team, or BPRP.
03:52Alright, Atty. Raj, can you share or specify some programs
03:55that you mentioned in the 5 agendas that you set here?
03:58Yes, so the agricultural modernization,
04:01we really strengthen our agricultural sector,
04:05considering that Bayambang is an agricultural town.
04:08So, of course, the farm machineries, we strengthen that.
04:12In our social protection, we have the comprehensive services to the town.
04:17We are now in year 8 in the comprehensive services to the town,
04:20where we lower all services to our LGUs in the barangay,
04:26in our municipality.
04:27We also have our teenage pregnancy,
04:29because in a way, especially after the pandemic,
04:32our teenage pregnancy is a bit alarming.
04:37I think it's common in a lot of LGUs.
04:41And then, we also have our bookletaklat,
04:44because our youth are now too focused on gadgets.
04:50So, we are encouraging them to return to the love of reading.
04:56So, we have a lot of environmental protection.
04:58We are a consistent awardee of Kalasag,
05:01and we are also a consistent SGLG awardee.
05:05So, we also have housing projects.
05:08We have a partnership with Couples for Christ and COPDIL housing projects.
05:14We have a lot of housing projects in our BPRP.
05:17Alright, when it comes to convergence,
05:20how will this apply to the programs that you mentioned?
05:24Yes, so convergence is important,
05:26because we want to make sure that our resources are maximized,
05:30because our resources are limited.
05:32And we want to make sure also that our community has ownership of the project.
05:40So, a perfect example is our teenage pregnancy.
05:45So, we make sure that our local youth development office has convergence,
05:49our rural health unit, our DepEd in our schools,
05:55and our civil society organizations.
05:57So, in the programs that are included in our BPRP,
06:02the convergence of the different sectors is very, very prominent.
06:08So, this is not just a revolution of the LGU,
06:13this is a revolution of the whole community, of the whole municipality.
06:18So, all of our programs have convergence.
06:21You mentioned the revolution against poverty.
06:24It only shows how serious the Bayangbang Paralabanan is against poverty in your area.
06:30Alright, so you mentioned that this is like your Bible.
06:34So, why is it important for every local government unit to have a poverty reduction plan?
06:40It's very important because all of us, our goal is to develop our community,
06:47to develop our local government.
06:49And all of our programs are geared towards ending poverty in our jurisdiction, in our locality.
06:57But it's hard when there's no plan.
07:01It's hard when there are different directions.
07:04So, the BPRP is like a road map for everyone,
07:07so that we are all on the same path.
07:11That's why even our CDP, our Comprehensive Development Plan,
07:15our AIP, our Annual Investment Program,
07:18are centered around our Bayangbang Poverty Reduction Plan,
07:22or in other places, it's called Local Poverty Reduction Action Plan.
07:26All of our plans are centered, even our Gender and Development Program,
07:32is also centered around our Poverty Reduction Plan.
07:36And I hope this will serve as a model and inspiration for other local government units
07:40to really take this reduction plan seriously and have a team to monitor it.
07:45Yes.
07:46So that it's on track.
07:47We're very proud because it's not just compliance for us.
07:51For some, it's like, let's make an LPRAP because the DILG or the NAPC is mandating us to submit one.
07:59But this is what we're really serious about.
08:01Our Anti-Poverty Summit in 2018 was with the guidance of the National Anti-Poverty Commission.
08:09So from the beginning, even the recalibration of our BPRP,
08:13we are the body of the National Anti-Poverty Commission.
08:16So that's how serious we are with our Anti-Poverty Drive in the LGU Bayambang.
08:21And actually, in 2018, we put a time capsule.
08:26Okay, yes. Very symbolic.
08:28Very symbolic.
08:30So in the time capsule, it says,
08:33did we win our revolution against poverty?
08:38So in 2028,
08:39You're going to open it?
08:40We are going to open it.
08:41And we're going to ask ourselves,
08:43that's why our effort in our BPRP is so strong.
08:48Because we have a timeline that we follow.
08:51And we imposed to ourselves that we need to win the revolution.
08:56Because in 2028, we are going to answer that question.
08:59And hopefully, our answer to that question is,
09:01yes, we won the revolution.
09:04Yes, we won the revolution against poverty.
09:06Alright, I want to touch on the agriculture pillar, the sector agenda.
09:11What is the main produce in your area?
09:14And also, how do you help the farmers
09:18to improve their state of life?
09:21Yes, so we have onion.
09:24We are the number one producer of onion in the region.
09:29We also have corn, corn belt of Pangasinan.
09:33So it's nice, I'd like to share that yesterday,
09:37UPLB just left, National Pest Control Center.
09:43They had a three-day, two-day training.
09:47Yesterday was the third day.
09:49They visited the whole Bayambang and the farmlands.
09:53Because our farmers are being taught how to control pests.
10:00So we have a strong partnership with UPLB.
10:04That's one of our recent efforts.
10:08And then we also have e-agro.
10:09So e-agro, the way we describe it is like the Shopee of farming.
10:14Okay, so there's a digital market for the farmers.
10:17So for the farmers, all of their farm inputs
10:20can be bought from e-agro at a lower cost.
10:24And then they can also market their produce
10:26in e-agro at a higher price.
10:29And then, the most salient feature of e-agro is
10:33that our farmers can borrow money without collateral.
10:37Because we realized that the reason why our farmers,
10:43because they have a cycle, right?
10:45They will borrow a high interest
10:48so that they can use it for their farm.
10:53And then, what they will earn from the farm,
10:55that's just a payment of their debt
10:57to a very large interest.
10:58So what they will get from our farmers is just a small amount.
11:01That's why e-agro is always the most difficult sector
11:04in our community.
11:06So what we did was, we lowered the interest.
11:09We removed the middleman
11:10because usually, the middleman earns.
11:13So the middle person.
11:14So what we will do is,
11:16they will directly sell their produce.
11:19We will remove the middle person
11:22so that they can earn directly.
11:25That's the beauty of e-agro,
11:27which was conceptualized by our former mayor,
11:30Dr. Cesar Quiembao,
11:31who was strengthened by our current mayor,
11:35Mayor Nino Saquiembao.
11:37Well, I see and I feel that this is very close to your heart
11:39because you're also heading the BPRATA
11:42in your area.
11:44And also, you came from NAPC.
11:46Yes, I've been working in NAPC for a long time.
11:49Alright, well, we congratulate you, of course.

11:56are building this poverty reduction plan
11:59based on the actions that are included here
12:01that you are continuing to do
12:03and monitoring in your area.
