01:09Usec, can you explain how the government is portraying children in street situations?
01:16What does this mean?
01:19Ma'am, the signal is a bit far from me,
01:22but I can hear and I can understand.
01:25So children in street situations, just for the understanding of everybody,
01:29based on the United Nations Committee on the Rights of the Child,
01:33General Comment No. 21,
01:35first, this is no longer called street children.
01:38What you call children in street situations is correct.
01:41These are children who are dependent or who live or work alone
01:48or with their families here on the street.
01:52These children may also have a strong connection to the streets
01:56where their everyday life takes place.
02:00These are not necessarily homeless people who can work, do business,
02:05and play on the streets.
02:07So in not so many words, this is what we call children in street situations.
02:11Usec, how many children in street situations are there in the Philippines?
02:19Hello, ma'am. Hello.
02:21Usec, do we have a number of children in street situations in our country?
02:28Yes. In terms of numbers, ma'am, that is our difficulty now.
02:33We don't have exact numbers, but based on UNICEF studies,
02:38they say that there are around 250,000 children
02:44spread over our metropolitan areas like the NCR, Metro Cebu,
02:50up to Davao in Mindanao.
02:52So that is just an estimate.
02:54But the good thing is that the DSWD pursuant to the EO52
02:59or the ABOT program initiated by our President last January 2024,
03:04they are already profiling.
03:07That is what the DSWD is doing
03:10so that we can have a strong and credible number.
03:15Since the implementation of the EO52 last year,
03:19the DSWD has already profiled 9,782
03:24including the family here.
03:27In terms of children in street situations,
03:30they have already reached out to the 4,618 CISS
03:36starting last year.
03:38Alright, Usec, what are the main problems or issues
03:42that these children face every day?
03:45Ma'am, usually, of course, poverty.
03:51They don't have a clear livelihood or income.
03:58Aside from poverty, of course, when a child is on the street,
04:01they cannot go to school.
04:03Then, of course, they are also subject to exploitation
04:06and are exposed to dangers.
04:09Just like what was reported last month,
04:13the Sampaguita vendor, although it ended up not being a minor,
04:17but it reflects what is happening to our CISS every day.
04:26That is why the start of the EO52 is a good start
04:30because this is what will resolve this perennial problem.
04:36Because in the Executive Order,
04:39they will be given financial assistance,
04:42transportation and relocation assistance,
04:44and livelihood assistance.
04:46Then, they will return to their point of origin.
04:50But you might ask,
04:51maybe they will just return to Metro Manila.
04:54What Innovation Pursuant to EO52 is doing,
04:57including the LGUs,
04:59they will have capacity buildings for the LGUs,
05:02their point of origin,
05:03so that in the LGUs,
05:05they will have livelihood and income.
05:08They will not return.
05:10That is the intention, Ma'am.
05:12Well, talking about convergence,
05:14you already mentioned some of the interventions,
05:17but who are the government agencies
05:21that are helping to bring this program to the CISS?

05:57because this is a perennial problem,

06:01Did you know that our anti-mendicancy law
06:04was in the 1970s,
06:05during the time of our first President, Marcos?
06:08But the street violence,
06:10the violence with children,
06:12babies,
06:13that really cannot be solved.
06:15Pursuant to the EO52,
06:17an inter-agency committee was created
06:20headed by the DSWD,
06:22because it is really important to help
06:25and nobody is working in silos.
06:27The Council for the Welfare of Children,
06:29we also have a sub-committee
06:31for the Protection and Welfare of CISS,
06:33and we really closely coordinate with the DSWD,
06:37our parent agency,
06:38so we craft the policies,
06:40but the DSWD,
06:42they really do the reach out
06:46and extend the services
06:48pursuant to EO52.
06:50So, convergence is very important, Ma'am.
06:52Okay.
06:53Usec, when it comes to anti-poverty efforts,
06:58with all these interventions and convergence
07:00of different agencies,
07:02are there many CISS
07:05that we have raised their lives,
07:08improved their lives,
07:10solved their problems in poverty
07:13because of these continuous interventions
07:15from different government institutions and LGUs, Sir?
07:18Yes.
07:19I think there are many.
07:21The DSWD reached out 4,618,
07:25and they have received services,
07:28whether in the form of livelihood,
07:30their transportation,
07:33or relocation assistance,
07:35to return to their point of origins.
07:39We will wait, Ma'am,
07:41if this will eventually succeed,
07:44in the sense that will they return to Metro Manila,
07:47or will they continue their livelihood
07:50in the province and studies.
07:52We will wait,
07:53but at least now,
07:54after one year of implementation of EO52,
07:57the DSWD has profiled 9,000 plus,
08:01and reached out to 4,618 CISS.
08:06All right.
08:07When it comes to local government units,
08:10what can different LGUs do,
08:14especially if there are CISS in their area?
08:18Yes.
08:19That's a very good question.
08:20You know, Ma'am,
08:21if LGUs will not participate,
08:23whatever national policies we have,
08:26what the CWC and DSWD are doing,
08:29that's really a good thing.
08:30That's why in EO52,
08:32the DSWD can also provide
08:34capacity building to LGUs
08:36so that they can capacitate
08:38and the CISS will not return to our metropolis.
08:42We at the Council for the Welfare of Children,
08:44lately, we went to Cebu City.
08:47In Cebu City,
08:48under the leadership of Mayor Raymond Alvin Garcia,
08:51they have a good CISS program.
08:54Actually, they have a task force here
08:56composed of the LGU and even NGOs.
08:59So, LGUs really focus on the programs
09:03to reduce their CISS.
09:06This is just one example of what LGUs can do
09:09because if the local chief executive
09:11will not really prioritize CISS,
09:13they will really increase
09:15and that's really a pity.
09:17So, that's really a political will
09:19on the part of our local chief executives.
