00:00This is 2025, Season 2 of Action Against Poverty by the National Anti-Poverty Commission.
00:05We'll be with you every Tuesday and Thursday on Rise and Shine Pilipinas.
00:10We'll talk about the various agencies and local governments
00:13to talk about government interventions to address poverty,
00:19as well as the leadership of NAPC and PTV.
00:22Let's learn together about the actions against poverty.
00:30And in our new season, we'll focus on convergence,
00:38or the collaboration of programs and stakeholders
00:41in the continued leadership of communities and our people.
00:45And for that, we'll be talking to Director Anne-Marie Villota-Rivera
00:52from the Gender Equality and Social Inclusion Program
00:55and Director Ulysses Luzria Jr. from the Special Area for Agricultural Development Program
01:01of the Department of Agriculture
01:02to talk about how governments and partners converge
01:07to address the issue of women in the agricultural sector.
01:10Good morning! Welcome to Rise and Shine Pilipinas, Action Against Poverty.
01:14And happy Women's Month, Director Anne-Marie.
01:16Happy National Women's Month.
01:18Alright, so let's talk about the programs of the DA
01:22for women and rural workers that we know are part of the vulnerable sector.
01:29So what are the programs of the DA for them
01:31and how do we make sure that they access these programs, Director?
01:35We're happy to report that the Department of Agriculture
01:39has a registration for our farmers and fisherfolks called RSBSA.
01:47In our RSBSA, almost 48% of the registered farmers and fisherfolks are women.
01:55Okay, that's good news.
01:56And we have complete access because gender and development,
02:01what they're fighting for is equality, equal access for women and men in resources.
02:08In the Department of Agriculture, we have access to training and education,
02:13access to farm inputs and machineries, access to market, and access to finance.
02:20Well, data shows that in the services provided by the DA,
02:24women will not be left behind.
02:26Because 48%, what did you report?
02:29Yes, just like our Kadiwa, which is being promoted by Malacanang now,
02:34the Kadiwa of the President.
02:36Kadiwa is a farmers and fisherfolks market
02:40where the farmers and fisherfolks can directly sell their products to the market.
02:46Therefore, our residents can buy fresh and affordable agri-products.
02:51And if we support it, our women's income will increase.
02:55Exactly.
02:57Going to Director Ulysses,
02:59tell us more about the challenges that the DA is facing
03:02when it comes to the issue of poverty,
03:06where the rule-breakers and even the women are included, sir.
03:10The biggest challenge of the Department of Agriculture is poverty.
03:15The population of poor farmers is very large.
03:19About 2.37 million farmers are poor,
03:25and 348,000 fishermen are poor.
03:29So, in order for us to help that group,
03:33we need to help them from production to marketing and processing.
03:40We need to give them training.
03:43We need to guide them from the start until they are able to sell their products.
03:48And I understand that this is what you are focusing on
03:51in the Special Area for Agriculture Development Program.
03:54So, can you tell us more about this program?
03:57And how will it be more accessible to our countrymen?
04:01And how will it be more accessible to our countrymen?
04:04The Special Area for Agricultural Development Program, or SAAD in short,
04:10is for the poor farmers and fisherfolk.
04:13We select 5th and 6th class municipalities with low incomes
04:19based on the Department of Finance records
04:22and the Philippine Statistics Authority,
04:24where the poverty incidence is high.
04:28So, we select the poor farmers and fishermen
04:32who will be the focus of the program.
04:35Some of your beneficiaries have already helped in this program, SAAD.
04:42And for those who want to avail,
04:43especially the poor municipalities, our countrymen farmers,
04:48how is the process of this?
04:51Because we are already in Phase 2 of SAAD,
04:54Phase 1 was from 2017 to 2022.
04:58More than 150,000 individual beneficiaries have already helped.
05:04Now, in Phase 2, we have already helped around 20,000.
05:11Almost half of them are women beneficiaries.
05:16So, if they want to help the poor,
05:21they need to go to the 5th and 6th class municipalities.
05:27And for those with high poverty incidence,
05:30we are the only ones who can help.
05:32We don't go beyond that because they are already there.
05:36We are the ones who approach them.
05:37We are the ones who find out where they are.
05:40The Department of Agriculture.
05:43Alright, now let's talk about convergence.
05:45Director Andre, how do different agencies converge?
05:48Specifically, the under-DAs,
05:50because you have a lot of agencies under you.
05:53How do they help each other
05:54so that our women can feel the programs of the DAs,
05:58especially the women?
05:59Yes, because the Department of Agriculture
06:03is a very large government agency.
06:05We have a lot of bureaus and attached agencies,
06:08and also attached corporations.
06:10That's why our dear Secretary Francisco Tio Laurel Jr.
06:14reiterated the establishment of gender equality and social inclusion.
06:21This is the office that cares for women,
06:26PWDs, senior citizens, youth, children,
06:30indigenous people, and the so-called marginalized sectors.
06:35In this way, there is an office
06:38that focuses on women and marginalized sectors.
06:41The Department of Agriculture ensures
06:43that all of our programs, services, and projects
06:48can reach and enhance the state of life
06:52of these marginalized sectors.
06:54So be it high-value crops, rice, corn,
06:59animal industry, or fisheries,
07:02the Department of Agriculture has everything.
07:05We also have access to finance through our ACPC,
07:08or Agricultural Credit Policy.
07:11We also have our insurance for farmers
07:15through our PCIC, Philippine Crop Insurance.
07:20I wonder, Director Anri,
07:21how can our local government units
07:23help your office
07:26so that the sectors that we are talking about
07:30can access these programs
07:33and also enhance their state of life?
07:35You know, it's great to have a partnership
07:38between the national government,
07:40the Department of Agriculture,
07:41and our local government units
07:44because we have regional offices
07:47in the entire Philippines.
07:48In all of our agencies, bureaus, and attached agencies,
07:52we have regional offices.
07:54And those regional offices are the ones
07:56that are directly helping the LGUs.
08:00Our LGUs, there are the so-called MAO,
08:03or Municipal Agriculturalists.
08:04So they are the ones that identify,
08:06or they help identify
08:09the farmers, fisherfolks, and agripreneurs
08:12that should enroll here
08:14in the existing programs and services
08:16of the Department of Agriculture.
08:18Aside from what Director Ulysses mentioned earlier,
08:21that in our SAAD program,
08:23the government goes to the people
08:26and not the other way around.
08:28All right, now going back to SAAD,
08:30what are the different kinds of livelihood programs
08:34or businesses that we can provide
08:39to the fisherfolks and farmers
08:42or to the vulnerable sectors?
08:44What are the examples that you can provide to them, sir?
08:48The selection of livelihood programs
08:50is based on what the beneficiaries want.
08:54We don't tell them what they want.
08:58So if they want to lay an egg,
09:03that's what we provide.
09:05Or if they want to have a goat,
09:07or if they want to have a cow,
09:09or if they want to have tilapia, bangus,
09:11or fishkeja in the sea,
09:15or vegetables.
09:16So it depends on what they want.
09:18But we also have to look at what's right for their area.
09:21Because there are other areas where it's not good to...
09:24Especially pork, it's not allowed if there's ASF.
09:27So instead of pork, it can be chicken,
09:30or goat, or cow, or vegetables.
09:35Or for cows,
09:38we have partnerships with the Philippines.
09:41Those are the majority of the projects.
09:44Yes, that's right.
09:45If you're not interested in that business,
09:48it's hard to be sustainable.
09:49And you have to look at the resources
09:52in your area that can help your business.
09:56So that's good that you have this system
10:00in your program,
10:02where they will tell you what's perfect
10:04for their area and interests.
10:07Alright, now I wonder,
10:08is there a difference when it comes to the income
10:11of male agricultural workers
10:14and female agricultural workers?
10:16We have data about that.
10:17And how do we close that gap?
10:21Right now, the income is the same.
10:24In fact, there are more women
10:27who are on the value-adding side.
10:31Because the men are on the production side.
10:33The women are on the value-adding and marketing side.
10:36So they are the ones who sell to us
10:39in the Department of Agriculture.
10:42Their products are from the farm
10:46directly to your table.
10:48Alright, well, it's good news
10:50that under your office,
10:51we can see that the women
10:53have access to the government's program
10:55and they have income
10:57through the efforts of the D.A.
10:59that you are helping
11:01in this vulnerable sector.
