00:00The information is continued on Mediain TV Afrique. Thank you for joining us for this
00:19round of news. We will now go to the headlines.
00:21Morocco is doing road safety on a strategic site. A position expressed in Marrakech by
00:27the head of the government, Aziz Arhanouche. Details in a few moments.
00:30The Euromedia also announces the launch of the international price of 6 months for road
00:37safety. A distinction that aims to reward innovative initiatives in the fight against
00:42road insecurity.
00:43End of talks between Americans and Russians in Saudi Arabia to restart a relationship
00:53at the lowest level since the Russian invasion of Ukraine. A meeting in order to prepare
00:58a next summit between Donald Trump and Vladimir Putin. We meet right away for the development.
01:04Welcome ladies and gentlemen. His Majesty the King Mohammed VI addressed a message of
01:11congratulations to Mahmoud Ali Youssef following his election as president of the African Union
01:18during the 38th Ordinary Summit of the IAEA. In this message, His Majesty the King Mohammed
01:25VI expresses to Mr. Ali Youssef his warm congratulations and his sincere wishes for success in the exercise
01:31of his high functions. In this regard, the Sovereign assures the new President of the
01:36IAEA Commission absolute support of the Kingdom of Morocco to all initiatives aimed at promoting
01:43a solidarity and constructive cooperation between the African countries.
01:47Without further ado, we open this page also in Marrakech with the fourth edition of the
01:55World Ministerial Conference on Road Safety. And it's right away.
02:00The Morocco makes road safety a strategic project, a position expressed in Marrakech by Aziz
02:17Arhanouch during the opening of the fourth edition of the World Ministerial Conference on
02:23Road Safety. The head of the government stressed that the Kingdom has put in place a series of
02:29projects and initiatives for the strategic management of road safety. Aziz Arhanouch
02:36mentioned, among other things, the adoption of a new road code and the improvement of road infrastructures.
02:41Let's stay in Marrakech, where the Minister of Transport and Logistics,
02:51Abdessamad Gayou, announced the launch of the international price of road safety.
02:58A distinction to reward innovative initiatives in the fight against road insecurity.
03:04For its part, and for its first edition, this international price of 500,000 dollars was
03:10awarded in ex-aequo to the World Health Organization and to the United Nations
03:16for road safety. Each of the two institutions thus awarded a reward of 250,000 dollars.
03:23And following the implementation of the road map of the NARSA, Morocco has managed to reduce the
03:30number of deaths and injuries on the roads. Ambassador of Morocco to the United Nations
03:36explains to us the importance of Marrakech's statement on road safety. I suggest you listen to it.
03:42The road accidents practically strike 2 to 3 to 5 percent of the GDP of each country,
03:52in addition to the millions of deaths, in addition to the hundreds of injured. It is also a statement
03:59that focuses on, first of all, education from school, on awareness,
04:07on the imperative to ensure the safety of people. Secondly, it is to strengthen the measures that have been
04:14adopted by the states, to make them even more restricting. Thirdly, the sharing of experiences
04:21between countries where there has been a reduction in the number of deaths, accidents and injuries.
04:29And fourthly, it is for the first time that we are focusing on financing, helping countries
04:35to develop, because it is very beautiful to adopt a statement, to adopt commitments from all
04:41the member states. But especially developing countries, if they do not have sufficient financial
04:48assistance, support, technical cooperation, institutional assistance, it would be difficult
04:55for them to implement these measures that have been adopted to ensure the safety of people.
05:01Yesterday, at the African meeting, African countries asked to benefit from the Moroccan experience.
05:10Thank God, thanks to the instructions of His Majesty the King Al-Ansar, the strategy of
05:16citizen protection and especially the roadmap, Morocco has managed to reduce the number of
05:26accidents, deaths and injuries, but it is not enough. We need to reduce it by half by 2030
05:34and by 2050. Normally, there is a commitment to zero accidents, zero deaths and zero injuries.
05:41But this requires a lot of effort, whether in terms of civic education, in terms of
05:48responsibility of the states, in terms of responsibility of civil society, which also plays
05:53a very important role, but also the fundamental support of the state in the framework of an integrated strategy.
06:00Road accidents are one of the main causes of mortality in Morocco.
06:05Despite the efforts made by the authorities, the situation remains worrying.
06:12In Morocco, traffic accidents cause an average of 3,500 deaths and 12,000 serious injuries,
06:21an average of 10 deaths and 33 injuries per day. In addition, the year 2024 recorded a notable increase
06:28in body accidents in urban areas, with 96,810 recorded incidents, an increase of 14% compared to the year 2023.
06:39In addition, in 2024, Morocco recorded 1,063 deaths and 5,046 serious injuries.
06:46In addition, and according to the figures of Alain Narsa, road accidents represent a colossal cost for Morocco,
06:52estimated at 19.5 billion dirhams per year, or nearly 1.7% of the country's GDP.
06:59And to slow down the storm, the Kingdom of Morocco has implemented a national road safety strategy for 2017-2026.
07:07This strategy has resulted in a 22.47% decrease in road accidents deaths between 2015 and 2022,
07:15thanks to initiatives such as the strengthening of road infrastructure, increased awareness and strict road code application.
07:24Finally, this remarkable national improvement has also found an echo on the international scene,
07:30where the Kingdom was supported by the United Nations in June 2023 to organize this year
07:36the World Road Safety Conference scheduled for February 18 and 19 in Marrakech.
07:45World Road Safety Conference
07:47World Road Safety Conference
07:51World Road Safety Conference
07:54Emmanuel Komdem, Secretary-General of the Pan-African Institute for Development,
07:59highlighted on Tuesday that Morocco's permanent seat at the Institute
08:04is a testament to the place the Kingdom occupies in the African and international diplomatic scene.
08:10After these interviews with Foreign Minister Nasir Bourita,
08:15Mr. Kamdem highlighted the strategic importance of the city of Dharla,
08:19a bridge between Sub-Saharan Africa and North Africa,
08:23where the IPD headquarters will be established.
08:28During this time, Rachida Dati and Mohamed Merdiben Saïd
08:32inaugurated in Dharla a regional annex of the Superior Institute
08:36of Audiovisual and Cinema Professions.
08:38This new structure reinforces the offer of training
08:41in the fields of audiovisual and cinema,
08:44by offering young people in the region
08:46a range of specialized training in the field of cinematography.
08:51The French Minister of Culture indicated
08:54that the inauguration of this annex
08:55will make a signed cooperation agreement
08:58between Morocco and France.
09:04In this dynamic, several cooperation agreements
09:06were signed this Tuesday in Rabat
09:09between Moroccan officials and their French counterpart
09:13in the cultural field.
09:14Mohamed Merdiben Saïd and Rachida Dati
09:17also signed a declaration of intention
09:20for cooperation in audiovisual and cinematographic archives.
09:29At a press conference
09:32with the French Minister of Culture,
09:35Rachida Dati and Mr. Merdiben Saïd
09:38highlighted the excellence of cooperation and partnership relations
09:43between Rabat and Paris and in several sectors,
09:45including the cultural industry.
09:47Let's listen to Ms. Rachida Dati.
09:50How does the game become an industry?
09:53How does the game become an asset for a country?
09:56For Morocco, it was a real asset,
09:59an economic lever, a lever of growth as well.
10:01It was said that it is the first creative and cultural industry in the world.
10:04It is 186 billion euros in turnover,
10:07more than 1.7 billion users
10:10and therefore it is an asset for many countries.
10:13Morocco is also a pioneer in this sector
10:16of creative and cultural industries.
10:18Moreover, your minister is very committed to this sector
10:21since in just a few years
10:23this sector has developed a lot
10:25and has become very attractive.
10:27It has become attractive for young Moroccans
10:29but it has also become attractive for a foreign youth
10:31since we are on this campus
10:33and in this place, in this university
10:35it is enough to question the students.
10:37We have a strong partnership
10:39with the ISAR institution
10:41which trains all these young developers,
10:43these young creators
10:45who in a few months
10:47will present their finished projects
10:49and of course
10:51we have already seen the state reports.
10:53We had the opportunity
10:55during the state visit
10:57with the French president
10:59to be able to meet with these students,
11:01with these young creators,
11:03with developers,
11:06who were of a certain age
11:08and who had launched themselves
11:10in this gaming and video sector
11:12with success.
11:14The advantage of this sector
11:16is that you can get involved at any age
11:18regardless of your training.
11:20You have to be brave,
11:22volunteer,
11:24creative
11:26and that there is a political will behind it.
11:28In Morocco, there is a real political will
11:30to develop this sector.
11:32Moreover, on cultural cooperation
11:35since my arrival,
11:37we have put in place the agreements
11:39that we had signed
11:41in front of the French President
11:43and His Majesty the King Mohammed VI.
11:45It is a very personal commitment
11:47with a real vision,
11:49a real ambition
11:51of His Majesty the King Mohammed VI
11:53and the youth
11:55can have the right
11:57to get involved
11:59in this sector
12:01with concrete results.
12:03We are committed to come back
12:05at the time of the presentation
12:07of the projects
12:09at the end of this training
12:11that we have with France.
12:13Moreover, we will organize
12:15in 2026 meetings
12:17called Malraux
12:19in this area.
12:21Obviously, Moroccans are invited
12:23and there will also be
12:25residencies of creators
12:27and artists,
12:29also creative.
12:32It is a real exchange
12:34between our two countries
12:36and our two youths.
12:38And to make a summary
12:40of the visit to Morocco
12:42and in particular
12:44in the southern provinces
12:46of the Minister of Culture
12:48Madame Rachida Dati.
12:50To talk about it,
12:52we meet live
12:54Mohamed Chtatou,
12:56a political analyst
12:58and international relations expert.
13:00He is a French government official
13:02in the southern provinces
13:04of the Kingdom.
13:06What should we remember?
13:08First of all,
13:10the embellishment
13:12of relations between Morocco
13:14and France
13:16is very interesting
13:18for the moment
13:20since the recognition
13:22by France
13:24of the Moroccan Sahara
13:26and continued cooperation
13:29between Morocco and France.
13:31Madame Dati
13:33launched the cultural side
13:35which is very important.
13:37We have seen it.
13:39She was in Laayoune
13:41and opened the French institute
13:43in Laayoune
13:45and then in Dakhla
13:47with LISMAC
13:49and today at the International University of Rabat
13:51in the context of creation
13:53in gaming.
13:55I think there are many things
13:58which are very important
14:00for both countries
14:02because I think
14:04this cooperation is very beneficial
14:06in both senses,
14:08in the sense of Morocco
14:10and in the sense of France
14:12which continues to have
14:14an important ally in Morocco
14:16both on the cultural
14:18side
14:20and on other interesting aspects.
14:22We have seen
14:24that
14:26as far as cinema is concerned
14:28the French have advanced in Morocco
14:30a lot of films
14:32and a lot of documentaries
14:34which date from 1912 to 1945
14:36which is very important
14:38for Moroccan cinema
14:40and for the
14:42Moroccan cinematheque.
14:44So
14:46it continues to be
14:48fruitful relations
14:50for Morocco and France.
14:52And so
14:54the French Center for Culture
14:56also reaffirms the position of support
14:58of France, a permanent member
15:00of the Security Council of the United Nations
15:02to the Moroccanity of the Sahara.
15:04Can we therefore talk about
15:06indefatigable support of members of TAI
15:08to the Security Council?
15:10Yes.
15:12France is a country
15:14which has a very important
15:16European power.
15:18It is a member
15:20of the Security Council
15:22and its recognition of the Moroccan Sahara
15:24is a very interesting start
15:26in relations
15:28between Morocco and France.
15:30Morocco can also become
15:32a starting point for France
15:34in Africa
15:36through economic
15:38relations
15:40because Morocco has a lot of experience
15:42with African countries
15:44and so it can serve
15:46France in this sense,
15:48open the doors of Morocco
15:50and Africa
15:52for France
15:54and help France
15:56to know and
15:58prospect African markets,
16:00which is very important.
16:02We know that Morocco has
16:04very good relations with African countries
16:06and above all
16:08it has invested a lot
16:10in African economies.
16:12So this move
16:14of the French Minister of Culture
16:16also reveals a political dimension
16:18after France's support
16:20for Morocco's full sovereignty
16:22over its southern provinces.
16:24What does this mean for the detractors
16:26of the Bahamas?
16:28Well, the first thing
16:30is that the number one detractor
16:32Algeria
16:34has launched
16:36a statement
16:38on this
16:40relationship, on this visit
16:42which they don't see with the naked eye
16:44of course, we have to expect that.
16:46But this will not prevent anything
16:48because Morocco
16:50continues to progress in this area
16:52that is, many countries
16:54are recognizing the Moroccan identity
16:56of the Sahara.
16:58Moreover, Dati has said that Morocco
17:00has invested enormously
17:02in its Saharan provinces
17:04and that it has been surprised
17:06by the level
17:08of its investments
17:10and the ambivalence
17:12that these regions have
17:14under the presidency
17:16of the Moroccan administration.
17:18So Morocco
17:20has done a lot
17:22in this region, according to Mme Dati.
17:24Mme Rachida Dati's tour
17:26of the Moroccan Sahara
17:28includes the cities of
17:30Tarfaya, Layoune and Dakhla
17:32and also aims to strengthen
17:34the French cultural offer.
17:36Can we talk about new momentum
17:38in bilateral cooperation in the cultural field?
17:40Yes,
17:42a huge momentum,
17:44a very interesting momentum
17:46in the sense that it launches
17:48many cooperation programs
17:50whether in Tarfaya, Layoune
17:52or in Dakhla
17:54and that this cooperation
17:56will continue
17:58in all areas
18:00the field of cinema,
18:02the field of books,
18:04the field of reading,
18:06the field of
18:08scientific research.
18:10And we know
18:12that there are many,
18:14thousands of Moroccan students
18:16who are studying
18:18in French universities
18:20and these students
18:22we recognize
18:24that they bring a great help
18:26to Morocco in the cultural field,
18:28in the economic field
18:30and in other areas.
18:32Mbembe Djetatou,
18:34thank you for answering our questions.
18:36I remind you that you are
18:38a political analyst and also
18:40an expert in international relations.
18:42With you, we have discussed this visit
18:44of the French Minister of Culture,
18:46Mme Rachida Dati, to Morocco.
18:52And after El Ghar Gharat,
18:54Morocco opens a second commercial passage
18:56with Mauritania.
18:58The road section of a length
19:00of 53 km between the two countries
19:02is beginning to take shape.
19:04The Ministry of Equipment
19:06is working on the construction
19:08of the national road No. 17
19:10which connects Gederia, Farsia
19:12and Marbes on 128 km
19:14and on the construction
19:16of the international road
19:18No. 17 and 17B
19:20between Es Mara
19:22and the Mauritanian border
19:24on 53 km
19:26with a total investment
19:28of 215 million dirhams.
19:30I invite you to listen
19:32to Mr. Izzassine Mouhad,
19:34in charge of the equipment division
19:36in the province of Es Mara.
19:38This project
19:40is about
19:42housing
19:44a local for a road station
19:46in the region of Amgala.
19:48This project also includes
19:50the construction of
19:52a few buildings,
19:54a residence for officials,
19:56a gold castle
19:58to feed the region,
20:00a cafeteria, a prayer room,
20:02sanitary spaces.
20:04The region will also
20:06provide electricity
20:08by using photovoltaic panels.
20:10This project
20:12takes place in a space
20:14next to the Mauritanian border
20:16which is
20:18an important
20:20zone that allows
20:22the link between Mauritania and Es Mara.
20:24Fendt is
20:26to speak between Americans and Russians
20:28in Saudi Arabia
20:30to restart a relationship
20:32since the Russian invasion of Ukraine
20:34and prepare a next summit
20:36between Donald Trump and Vladimir Putin.
20:38The American delegation
20:40included the National Security Advisor
20:42of the American President, Mike Walsh,
20:44the Special Envoy for the Middle East
20:46Steve Whitkoff.
20:48Russia was for its part represented
20:50by the head of its diplomacy
20:52Sergey Lavrov and Yuri Ushakov,
20:54diplomatic advisor to Vladimir Putin.
20:56This meeting was qualified
20:58by Volodymyr Zelensky to talk
21:00about Ukraine without Ukraine.
21:06At the same time, the Ukrainian President
21:08is in Turkey to meet
21:10Recep Tayyip Erdogan,
21:12whom he hopes to support.
21:14Volodymyr Zelensky arrived yesterday
21:16for an official visit.
21:18The Turkish President said
21:20his country would be an ideal host
21:22to welcome peace talks
21:24Turkey, a member of NATO,
21:26had welcomed twice in 2022
21:28talks between Moscow and Kiev.
21:34Benjamin Netanyahu said Monday
21:36he respected Donald Trump's project
21:38which plans to empty
21:40his inhabitants, the Gaza Strip,
21:42in ruins and defended by the head
21:44of American diplomacy Marco Rubio
21:46on a visit to Riyadh.
21:48Just as I committed myself to this
21:50the day after the war in Gaza,
21:52neither Hamas nor Palestinian authorities
21:54I must respect Donald Trump's plan
21:56for the creation of our Gaza
21:58declared the Israeli Prime Minister.
22:00The American plan
22:02plans to take control
22:04of the Palestinian territory
22:06by the United States
22:08and the expulsion of its 2.4 million
22:10inhabitants to Egypt
22:12and Jordan.
22:16Hamas announced today
22:18that it would restructure
22:20Israel's 4 hostages
22:22held in the Gaza Strip
22:24and would release Saturday
22:266 captives alive
22:28when they have to resume
22:30talks on the continuation of the truce.
22:32Discussions so far delayed
22:34on the continuation of the truce
22:36will begin this week
22:38to assure the Israeli Foreign Ministry
22:40Gideon Saar. He also pointed out
22:42that his country demanded a total demilitarization
22:44of Gaza for the post-war.
22:50In the Middle East conflict
22:52the Israeli Defense Minister
22:54has today officiated
22:56the maintenance of Israeli troops
22:58in 5 checkpoints
23:00including the south of Lebanon
23:02and promised to act coercively
23:04against Hezbollah.
23:06A delay for the withdrawal
23:08of Israeli soldiers from Lebanon
23:10has expired.
23:12In virtue of the agreement to cease fire
23:14entered into force on November 27th
23:16Israel should have withdrawn
23:18from Lebanon earlier in the day
23:20after having already delayed
23:22the date initially planned
23:24for its withdrawal. Lebanon
23:26has announced to it that its army
23:28is ready to fulfill its role
23:30at the border with Israel.
23:36In Sudan, attacks by paramilitaries
23:38have killed more than 200 people
23:40in the south of the country.
23:42Two villages in the state of
23:44the White Nile have been targeted
23:46by paramilitaries.
23:48According to a group of lawyers
23:50the forces of rapid support
23:52have attacked unarmed civilians
23:54in areas without military presence.
23:56Both parties have been accused
23:58of war crimes in this conflict
24:00which has killed tens of thousands
24:02of people and displaced more than 12 million.
24:08The situation in the Democratic Republic
24:10of Congo is also being updated.
24:12Kinshasa denounces the inaction
24:14of the UN Security Council
24:16the day after the capture
24:18of Bukavu by the M23 group.
24:20My government is outraged
24:22to see that the Security Council
24:24paralysed by some disease
24:26could not be able
24:28to speak
24:30despite the seriousness
24:32of the situation.
24:34This is what the Congolese ambassador
24:36wrote to the UN in a letter
24:38addressed to the Council.
24:40If the inaction
24:42of the UN Security Council
24:44is denounced by Kinshasa,
24:46why did the Security Council
24:48not speak
24:50despite the seriousness
24:52of the situation?
24:54Bakary Sombe, regional director
24:56of Timbuktu Institute
24:58gives me some answers.
25:00Anyway, even during the emergency meeting
25:02of the Security Council
25:04at the beginning of the crisis in Goma
25:06and following which
25:08even the military governor
25:10who was killed at the front
25:12and other soldiers with a lot of losses
25:14were killed, we saw that
25:16in the strict language of diplomacy
25:18there was no firm condemnation.
25:20France had a little
25:22raised its voice, but we see
25:24that the international community
25:26is like walking on eggs
25:28and we do not dare at all
25:30in this crisis to name things
25:32properly and silence
25:34the demands of Kinshasa
25:36to condemn for example Rwanda
25:38to condemn also
25:40this support to the M23
25:42which has now become clear.
25:44It is clear that we can understand
25:46the fact that the RBC
25:48has risen up enough
25:50diplomatically
25:52in talking about inertia and inaction
25:54of the international community
25:56and that's exactly what happened
25:58recently also during the last summit
26:00of the African Union.
26:02And that's it for this news.
26:04Thank you for following it.
