00:56Hello, welcome to From the South, I'm Luis Alberto Matos, from Atelizu Studios in Havana,
01:01Cuba.
01:02We begin with the news.
01:03In Venezuela, President Nicolás Maduro introduced his proposal for the Constitution of Reform
01:07Project before the National Assembly to advance in a new moment of the Constitution according
01:12to the new needs of the Venezuelan people.
01:15The framework of a solemnization of the legislature, the head of state delivers the first project
01:20for the reform of the Constitution.
01:22The proposal covers four main topics.
01:25We seek to broaden the constitutional framework and consists of 80 articles.
01:29The project proposes to grant the popular power direct attributions in the structure
01:33of national power.
01:34In addition, it is proposed that the fundamental text be adjusted to the construction of the
01:39new modernity, emphasizing the incorporation of the country to a multipolar world and the
01:44strengthening of the productive economic sphere and its own initiatives.
01:55It would be in the first place, the expansion and improvement of the participatory democracy
02:01and direct democracy.
02:03A democratic state, a democratic society, expanding the bases, mechanisms, institutions
02:20and forms of freedom and republican democracy of this century.
02:25You know the effort to build a new democratic system and incorporate as we are incorporating.
02:31In one of those articles, the concept of the distribution of the classic power, we
02:35could say of Montesquieu national power, Venezuelan power is attributed in three levels.
02:51National power, regional power, municipal power, and I hope with the favor of God with
02:57this reform, that we expressly, tacitly, and widely include communal power, territorial
03:04power, the power of the base, popular power.
03:08There would be for instances of power where the fundamental basis would be social, communal
03:13and popular power.
03:18In this sense, the Venezuelan head of state emphasized that the first point of the constitutional
03:22reform implies a fundamental element regarding the democratization of the government systems
03:26in the country.
03:31I ask for wisdom so that these concepts improve from the fundamental concepts, from the fundamental
03:37principles to the mechanisms and forms of application.
03:41Surely many things will remain for the development of the laws, as always, organic laws, special
03:46laws, but it is a fundamental element to democratize the federal council of government and expand
03:52it, improve it, perfect it.
04:10Democratize and transform from the root the structures of the old governorships, of the
04:14old mayoralties, of the old municipal councils, of the old legislative councils.
04:20Turn them upside out like a sock and establish them on new parameters of operation.
04:30President Nicolás Maduro also explained the second point of the reform of the country's
04:34constitution, highlighting that it is based on the construction of a new modernity, defining
04:38the values and principles to establish a more humane society.
04:46The second point is the issue of the construction of a new society and its component elements.
05:02How much we are going to enjoy this debate on new technologies, on the development of
05:07new forms of communication.
05:09And we have at least 10 articles on all the issues of the protection of the right to collective
05:14health, to the health of our children, talking about mental health, to the psychological
05:19stability of society, the whole form of defense with which we are going to vaccinate society
05:24from the new forms of aggression through technology and much more.
05:29In other news, Colombia has been identified as the most dangerous country in the world
05:35for human rights defenders, according to a report presented by Attorney General Luz Adriana
05:39Camargo.
05:40The report highlights a staggering number of assassinations, with 181 social leaders
05:45killed in 2023 alone.
05:47Ongoing violence is fueled by drug trafficking and the presence of illegal armed groups,
05:51particularly in regions like Antioquia, Cauca, Nariño and Putumayo.
05:56Despite existing government policies aimed at protecting these defenders, the implementation
06:00has been inadequate, leading to an unconstitutional state of affairs.
06:05The Constitutional Court has mandated stronger measures to ensure safety and justice for
06:09victims.
06:10As violence escalates, particularly in the Catatumbo region, many killings remain unresolved,
06:15underscoring the urgent need for more effective action.
06:23An enlarged fire broke out on Sauda at a recycling plant in Colonia Santisabel in Villanueva,
06:28Guatemala.
06:29The fire, which broke out in the afternoon, produced a massive column of smoke visible
06:34from the highway to Amatillitlán and the surrounding areas.
06:39Firefighters from different companies responded to the large fire with eight tire trucks and
06:43six water trucks.
06:45By 3 p.m. local time, firefighters reported using about 10,850 gallons of water to fight
06:51the blaze.
06:52While the fire was brought under control, only material damage was reported.
06:57By mid-February, Guatemala's disaster agency has recorded 100 fires since the beginning
07:02of January, affecting 374 hectares.

07:28Welcome back.
07:29Ecuadorian head of state Daniel Novoa appointed a new minister of the interior to mitigate
07:32the current violence crisis.
07:35Considered the most violent country in the region, Ecuador experienced an electoral campaign
07:39marked by the bloodiest January in decades.
07:42In his new proposal, President Novoa has named as head of the interior office Fausto Buenagno,
07:48who was vice minister of public security and was linked in a 2021 scandal involving favors
07:53for E.K.
07:54E.
07:55Fito, the brutal leader of the Choneros.
07:57So far, the plans imposed by the president and candidates for re-election have only aggravated
08:01the deficit of co-existence and human rights violations in the country.
08:07Argentina's President Javier Mele may face impeachment after promoting the Libra cryptocurrency,
08:16which has been linked to potential fraud.
08:19The controversy erupted on Friday when Mele posted about the cryptocurrency on his ex-account,
08:24causing its value to soar before crashing hours later.
08:28The opposition has expressed outrage accusing the president of artificially inflating the
08:32asset's value and profiting at the expense of thousands of investors.
08:37Several political groups have demanded explanations and announced plans to file a formal impeachment
08:41motion in Congress.
08:43Lawmakers are preparing to investigate whether Mele committed fraud or misconduct with key
08:47agencies such as the National Securities Commission, and the anti-corruption office is expected
08:52to play a critical role in the case.
08:58We continue on topic as more evidence linking President Javier Mele to the cryptocurrency
09:02scam comes to light.
09:03The project's creator claims he is an advisor to the president.
09:07Hayden Davis, the creator of the so-called meme coin, confirmed this in a video that
09:13he shared on several platforms.
09:15Davis claims that he was guaranteed public support in the coin's launching.
09:19That was what the Argentine head of state did last Friday when he became the ringleader
09:24in the promotion of a millionaire scam.
09:27The government has wanted to distance itself from this serious fact, but Davis directly
09:31implicates the executive, and he also affirms that he will not return the money.
09:41Also in Argentina, Buenos Aires Health Minister Nicolás Kreplak alerted the country to a
09:46health crisis that has been little addressed.
09:49The increase in suicides over the last year.
09:51Kreplak pointed out that the number of suicides in the capital doubles the number of murders.
09:56The figures increased during the first year in office of President Javier Mele.
10:00Alberto Trimboli, honorary president of the Argentine Mental Health Association, explained
10:05that although the country has a national law on suicide prevention, it is unknown how it
10:10is currently being handled.
10:11Trimboli warns on the importance of implementing awareness and prevention programs from the
10:16ministry.
10:22On Saturday, the foreign minister of Canada, Melanie Jolie, asked the European Union to
10:25coordinate a response to the tariffs that, in her opinion, US President Donald Trump
10:31will also impose on them.
10:33These statements were made during Munich's security conference at the roundtable on trade
10:37war and peace.
10:38Melanie Jolie suggested to European leaders that they could learn from Canada's experiences
10:43in dealing with the US administration presided over by Donald Trump.
10:47Jolie called the 25% tariffs that the Trump administration has imposed on its northern
10:51neighbor, which are suspended until March 4th, an existential threat, since the measure
10:56would mean the loss of hundreds of thousands of jobs and an increase in the unemployment
11:00rate.
11:01Jolie also said that no one can change Trump's mind except the people of the US.
11:12So we have experience dealing with President Trump.
11:16We went through the renegotiation of NAFTA, which is called the USMCA.
11:24What we know is when President Trump talks, you have to listen and you have to make sure
11:31that you are abiding by what he's saying in the sense that you have to take him seriously.
11:40But what President Trump respects is strength.
11:44So my point to all of you is we're the cannery in the coal mine.
11:49If the US administration is doing that to Canada, you're next.
11:55And we need to work together on this.
11:57We have a second short break coming up.

12:38Welcome back.
12:39On Saturday night in Lebanon, two people were killed and three others were wounded after
12:42an Israeli drone strike targeted a vehicle in the Al-Tufa region.
12:48The day also marked several other Israeli aggressions, such as early in the morning
12:52when a drone targeted the Aqaba neighborhood on the outskirts of Ain Atta in Bint Jbeil,
12:58although no casualties were reported.
12:59In addition, the Israeli occupation carried out large-scale demolition operations in several
13:03locations in the south of the country.
13:06These attacks are part of the ongoing Israeli violations of the ceasefire agreement with
13:10Lebanon as the occupation continues assaults on civilians, demolishing homes in areas it
13:16has yet to withdraw from, and conducting airstrikes in the country.
13:24Meanwhile in Syria, a drone strike left at least two people killed in Idlib province,
13:28northeast of Damascus.
13:30Civil Defense detailed that the attack was directed against a vehicle traveling on the
13:34road between Aleppo and Latakia.
13:36The bodies of both victims were recovered after the fire was extinguished.
13:40So far, no one has claimed responsibility for the attack.
13:43However, authorities presume that it is the international coalition led by the United
13:46States which operates in Syria under the pretext of fighting terrorism.
13:56And at least 18 people died in a stampede at a railway station in New Delhi on Saturday
14:00as crowds rushed to catch trains for the Kumbh Mela, one of the largest religious gatherings
14:05in the world.
14:06The chaos erupted as pilgrims scrambled to board trains for the festival, which draws
14:11millions of Hindu devotees every 12 years to pray at Grash.
14:15Medical officials report that many victims likely succumbed to hypoxia, or blunt injuries.
14:21In addition to the fatalities, 11 others were injured.
14:24This year, Advent has already seen its share of tragedy.
14:27Just weeks earlier, a separate stampede claimed the lives of at least 30 people at the festival
14:33site.
14:34President Narendra Modi expressed his condolences and announced that an investigation into the
14:38incident has been launched.
14:45At the beginning of World War II, the territory of Western Ukraine, which was part of Poland
14:49until 1939, was inhabited by a mixed Polish and Ukrainian population.
14:54After the incorporation of these lands into the Soviet Union in 1939 and the beginning
14:58of the German occupation in 1941, tensions between Poles and Ukrainians increased.
15:08The Lenivtsi Massacre took place on February 13, 1944, and was one of the most tragic cases
15:14of the notorious Volhynia Massacre on the territory of today's Western Ukraine.
15:19There, between 1943 and 1944, the ultranationalist Ukrainian insurgent army raged against the
15:25ethnic Polish population.
15:35Poles have been living here for a long time.
15:38By the way, the nationalists called them, weed.
15:42For example, at that time, they had a weed field with ears of weed forming, which meant
15:47the Ukrainian state, the Ukrainian people.
15:50So the weed that were scattered there had to be pulled up and destroyed.
16:00In revenge for the way the Poles ruled them in the period between the two wars, the Ukrainians
16:05launched a campaign of terror against the Poles.
16:08Poles to this day remember with horror how bloody this Ukrainian terror was.
16:18This genocide was part of ethnic cleansing to create a mono-ethnic Ukrainian state based
16:23on the ideas of racial superiority.
16:25Although today's Ukrainian propagandists try to defend, cover up and justify Stepan
16:30Bandera and his followers, the truth is that they murdered more than 100,000 Poles.
16:37When someone kills, destroys, burns other people alive, you can't call them a human
16:44being again because people don't do that.
16:46That's not human.
16:47And whatever the event, war or something like that, a person should not stoop to such horror.
16:57Many descendants of the massacred people live in Poland, and they remember it very well.
17:01That is why it will not be possible to forget and change the memories of these people, to
17:05synchronize them with the mainstream of the current Polish foreign policy towards Ukraine.
17:13This event is an unfinished page of history.
17:17Despite the efforts of the Ukrainian and Polish leadership to ignore it in order to
17:21consolidate their alliance against Russia, ordinary people do remember it, and the witnesses
17:26of this nightmare are still alive.
17:31Underneath the hut, they dug a huge hole where they threw the people.
17:34They weren't even people anymore, but pieces of them.
17:37Pieces, pieces, pieces, heads, hands, just pieces of people.
17:44When they killed my mother, she fell on me, and I, along with her, I remember how we crawled
17:49out from under her.
17:50There was so much blood.
17:56There are two types of partnerships, one in favor of something, one against something.
18:00Poland opted for an alliance with Ukraine against Russia.
18:03As long as Ukraine defines itself as an enemy of Russia, Poland will love and support them.
18:10In a single day in Laniwsy, Ukrainian nationalists stabbed and killed 72 people with axes, pitchforks
18:18and bayonets.
18:20In Volhynia, there were hundreds of similar cases.
18:23However, the current regime in Kiev not only glorifies, but also claims to be the continuator
18:29of these Nazi groups.
18:39And on Sunday, Venezuela's capital, Caracas, hosts the CAF 2025 Marathon with the participation
18:50of at least 6,000 people.
18:52Since early in the morning, the streets of Caracas have welcomed thousands of runners
18:56from various regions of the country to experience the marathon.
18:59The race is held in two modalities, 42 and 21 kilometers, and has more than 25 hydration
19:04and cheering points along the route.
19:07This event is considered the most important race in Venezuela, with the participation
19:10of some of the most prominent figures in Venezuelan sports.
