00:00The lower chamber of the Mexican Congress approved the constitutional reforms in regards
00:14to national sovereignty sent by President Claudia Sheinbaum.
00:21The Kremlin commented on Washington's proposal and a possible truce in Cairo.
00:31And the pact reached between the US and Israel over Gaza could collapse as Tel Aviv opposes
00:36direct communication between the White House and the Palestinian resistance.
00:44Hello and welcome to From the South, I'm Alejandra Garcia from Telesubsidios in Havana,
00:48Cuba.
00:49I'm Alejandra Garcia and I'm with Denise.
01:01The lower chamber of the Mexican Congress approved on Tuesday the constitutional reforms
01:06in regards to national sovereignty sent by President Claudia Sheinbaum.
01:10The resolution, which was approved in particular with 327 votes in favor and 116 against, sets
01:18the requirement of preventive jail time to the crime of terrorism, including arms trafficking.
01:23It also states that no foreign intervention will be allowed or tolerated under any circumstance.
01:29The legislators who defended the proposal ratified that it is not just another reform
01:35but an unprecedented advance that makes it clear that the country will not accept interventions,
01:41meddling or any other act from abroad that is harmful to its integrity.
01:46The bill was then sent to Senate to state parliaments.
01:56In the Cuban capital, Havana, experts from the National Statistics and Information Office
02:01presented the Cuba Observatory on Gender Equality to ambassadors and representatives of the
02:07European Union in the Caribbean Islands.
02:09At the gathering, which took place on Tuesday at the National Hotel, the office's experts
02:15Anais Montequin, together with a team of local observers on gender equality, presented
02:20the structure and details of the function of the initiative.
02:24Montequin explained that inputs from the platform, jointly developed with the Federation of Cuban
02:30Women and its Center for Women's Studies, have already been used for decision-making
02:36in various instances.
02:38The meeting sought to make the initiative known for potential users to benefit from
02:43its data in the formulation of public policies and scientific work.
02:53In the National Women's Program, the indicators that we have here, the 33 indicators, serve
02:59as a basis for monitoring public policies where we are working.
03:03We have many challenges and we think that every day, even with this type of events,
03:08with the exchanges we have, new contributions emerge and new paths towards which we can
03:13start to move.
03:17The ambassador of the European Union in Cuba, Isabel Pedrosa, highlights the advances of
03:22the matter in Cuba.
03:27It is an incomplete task.
03:28We can always be moving forward.
03:30And Cuba stands out for its progress in terms of the regulatory framework, creativity, women
03:36occupying outstanding positions in different areas.
03:39It is a task that is not finished and it is always necessary to continue working, interpreting
03:45the figures, the names, to see where there is room for improvement.
03:52More than 1500 people have been reported missing in Chile because the authorities have not
03:56taken effective measures.
03:58Families are considering a collective lawsuit against the state.
04:02More details with Paola Dragnick.
04:08A neuralgic point in Santiago de Chile, the Palacio de la Moneda.
04:13Tourists stroll around and look curiously at the posters.
04:16They are the disappeared, about 1,600, but not those of the dictatorship, but those of
04:21democracy in strange circumstances, forgotten by those who should be looking for them, the
04:26justice system and the police.
04:29The case was closed by the prosecutor in 2023 and there were many things to investigate.
04:34But no, the file was closed and we were left with our arms crossed.
04:40Law 21,500, enacted more than two years ago, is still not in force.
04:48The first 24 hours are key in the search for a missing person, but justice, especially
04:53for the poorest, does not seem to exist even with confessed criminals.
05:00He confessed how he had murdered my brother and said that we were never going to find
05:03him again, and then he brags because the judges let him go free, that's our Chile.
05:10We thought that this was going to change, however, today we see that there are hundreds
05:14of cases, many of their cases are present here, when the law was already operative,
05:19however, the institutions that in theory should be in charge of the investigations do not
05:23apply the law.
05:31They came from different parts of the country to present their cases, many of them forgotten
05:34in court, while they endure the pain of uncertainty and invest their few resources in searching
05:40for their loved ones, like Fermin, an elderly man who arrived from Peru in a wheelchair
05:45and disappeared there, at the airport.
05:49Until today, I have no answer, I'm going to continue as far as God wants me to go, hopefully
05:54this will help other people.
06:00People marched to the National Prosecutor's Office and the Presidential Palace to leave
06:03a new letter demanding compliance with the law on missing persons.
06:08We want justice for all the disappeared, in the South many things are happening, many
06:13people are disappearing, and there are no answers for the relatives.
06:20Chileans disappear under the ground, but we do manage to find vehicles, we do manage to
06:25find cars that get lost, but we don't manage to find people, that's why we go to the Prosecutor's
06:30Office, to ask them to find them, thank you very much for being here.
06:38The letters give hope to the families, who are increasingly organized to demand that
06:41the state comply with the law.
06:43Yes, gentlemen, I am even willing to file a lawsuit against the state for non-compliance
06:50with the law, for Julia, and for all of us, let's go ahead and not give up.
06:59There is also the family of Julia Chuno, the Mapuche leader who disappeared for months
07:04ago, after being threatened by landowners who covet the forests she protected.
07:11We support this whole movement, because we do not want my mother to be one more disappeared
07:16person in Chile.
07:22So we asked the prosecutors to open the investigative file on the investigation that is being carried
07:28out for my mother's case.
07:29We want them to listen to us, the pain we have in our hearts for our relatives, for
07:33my mother who is missing, listen to us, Mr. President Gabriel Boric.
07:42Will he listen?
07:43We'll have to see.
07:49On Tuesday, Brazilian President Luiz Inácio Lula da Silva held a phone call with United
07:54Nations Secretary-General Antonio Guterres concerning the organization of the climate
07:59change conference COP30 that will take place in Pará in November.
08:04The leaders' meeting is set to assess the progress of the Brazil-United Nations Alliance
08:08for Climate Ambition.
08:10In addition to advancing the development of targets, the conference will discuss ways
08:15to strengthen multilateralism to respond collectively to the challenge of climate change.
08:20In this regard, Guterres noted that more than 30 countries have been contacted and all are
08:25working to present their new climate change targets soon.
08:34And now we have a short break coming up, but first remember you can join us on TikTok at
08:38TELUS Ur-English where you'll find news in different formats, news updates and more.
08:42We'll be right back, stay with us.
08:55Welcome back to From the South.
09:06The delegation of the Colombian government in the dialogues with the guerrilla of the
09:10National Liberation Army, ELN, proposed a national congress in view of the crisis.
09:15From Bogota, our colleague Hernán Tobar with the report.
09:23The Colombian government at the dialogue table with the ELN insurgency proposes a national
09:28peace congress convening different sectors, human rights and social organizations in the
09:33international community with the objective of jointly debating the guidelines for negotiation
09:38with the armed groups as a collective effort.
09:46This is a space in which we want to participate in broad sectors of civil society, organizations,
09:52networks, platforms, social movements, institutions, political, economic and social sectors that
10:04are very concerned about peace in the country due to the crisis in the implementation of
10:08the 2016 peace agreement.
10:18The critical situation that the dialogue tables are experiencing, the situation in
10:22many territories where the clashes of armed groups are causing serious damage to the civilian
10:27population.
10:32It should be recalled that the peace talks with the ELN are broken after an incursion
10:40of this group in the Catatumbo region in confrontations with the dissidents of the former FARC that
10:44left several dead and displaced people, a scenario of violence that is being experienced
10:49in different regions of the country, including the paramilitary presence, for territorial
10:53control and income from illegal economies.
10:56In this context, the initiative was welcomed by some peasant organizations.
11:06This must be resumed for the implementation of the final peace agreement signed in 2016,
11:15and that guarantees are really generated for the reincorporation of the signatories with
11:19guarantees of security of life and permanence in the territories, and that this implementation
11:24can be given.
11:25Secondly, that the dialogues with the ELN can be resumed, and that there really is also
11:33a willingness of the counterpart to move forward precisely in the construction of peace
11:37for our country.
11:45This cyclical conflict continues to claim the lives of social leaders and peace signatories,
11:5148 of whom have been assassinated so far this year, in addition to the historic dispossession
11:56of land and inequality.
11:58For this reason, social organizations must insist on dialogue to overcome violence and
12:03social injustice, a demand they send to both the executive and the ELN.
12:13It is a necessary and important initiative because there is no other choice, both for
12:17civil society and for a government inclined to peace.
12:25It is necessary to insist on negotiated dialogical ways and solutions to end the war and make
12:30a peace pact from a vision of complete peace, particularly with the ELN, however, what is
12:35really required is political will.
12:44This initiative is scheduled to materialize on April 5th and will take place in the Colombian
12:50capital.
12:56In Greenland, polling stations closed on Tuesday in parliamentary elections marked by high
13:00turnouts.
13:02With around 40% of the votes counted, the centrist Nadirac party, which advocates rapid
13:08independence from Denmark, is in the lead, while the Liberal Democratic Party is in the
13:13second place and the Social Democratic Summit in third.
13:17In this context, unofficial election results should be available within hours, but will
13:21not be certified for several weeks as ballots from remote settlements arrive in the capital
13:27by boat, plane and helicopter.
13:30Voters are expected to elect 31 lawmakers who will shape the future of the island at
13:35a turning point in history between a choice for total independence and the US president's
13:40intentions to control the island.
13:55On Wednesday, the Kremlin made a statement on Washington's proposal on a possible truce
14:00with Caib.
14:01Spokesman Dmitry Peskov assured that they are waiting for a report with details of the
14:06agreement, as promised by Secretary of State Marco Rubio and National Security Adviser
14:12Mike Waltz.
14:13As that time comes, Moscow is reviewing the final statement of the meeting held in Saudi
14:17Arabia on Tuesday, in which President Volodymyr Zelensky agreed to a 30-day truce with Russia.
14:24Although he did not rule out the possibility of a videoconference to be organized relatively
14:28quickly if necessary, he referred not to anticipate any events.
15:28Welcome back from the South.
15:33The pact reached in Washington between President Donald Trump and Israeli Prime Minister Benjamin
15:38Netanyahu over Gaza could collapse as Tel Aviv opposes direct communications between
15:42the White House and the Palestinian Resistance.
15:45This Tuesday, the meeting in Qatar ended without agreement, while separate dialogues between
15:50Washington and Tel Aviv and Washington and Hamas are moving in different directions.
15:55Zionism questions the direct hostage negotiations between the White House and the Resistance,
16:00while Washington leaves Tel Aviv out of key meetings.
16:04Adam Boehler, the White House envoy, affirms that Hamas is willing to reach new agreements,
16:10while the Resistance reiterates that Israel continues to commit violations and war crimes
16:15against the Palestinian people.
16:24Many forces have resumed the naval blockade against the Israeli occupier, effectively
16:29launching the operation after the expiration of the deadline given to the genocidal regime
16:34to reopen the border crossings.
16:36Precisely, the leader of the Ansar Allah movement, Abdul Malik al-Houthi, gave the mediators
16:42a deadline to allow the entry of humanitarian aid and to restore electricity to the Gaza
16:47Strip.
16:48As the court continues, from Wednesday, the naval blockade against Israel will be enforced
16:54in the Red Sea, the Arabian Sea, the Strait of Bab al-Mandab and the Gulf of Aden and
16:59will be maintained until the genocidal occupier meets the demands set in solidarity with the
17:04Palestinian people.
17:14A federal judge in New York on Monday blocked the deportation of Palestinian student Mahmoud
17:19Khalil.
17:20The recent Columbia College graduate was arrested by immigration officials over the weekend
17:25for his role in organizing the Gaza Solidarity protest in 2024.
17:30President Donald Trump celebrated the arrest, saying he was proud that it was made possible
17:35by his executive order.
17:37However, the order was overturned by a federal judge as the student has legal status.
17:42The arrest has caused widespread outrage and several demonstrations of support have taken
17:47place.
17:54In Pakistan, several passengers were taken hostage by an armed group that attacked a
17:58train in the southwest of the country.
18:01The armed group, identified as the Bashish-Loshistan Liberation Army, claimed to have detonated
18:07an explosive on the railway track before quickly taking control of the train.
18:12The passenger train was carrying several hundred people and the insurgents claimed
18:17to have taken more than 100 hostages, including members of the security forces.
18:22Later, the country's authorities said at least 104 had been rescued.
18:27In this regard, some of the rescued passengers were given medical treatment at a makeshift
18:32relief centre set up at the Kedah railway station.
18:42The Government of Australia has expressed its deep disappointment at the decision of
18:47the United States to apply tariffs of 25% on steel imports and aluminium.
18:52This measure, which came into effect on March 12, revokes all previous exemptions benefiting
18:58countries such as Australia, Canada and Mexico.
19:01Australian officials have called the tariffs unjustified, highlighting the negative impact
19:05they will have on the country's exports to the United States.
19:09The Australian Prime Minister Anthony Albanese says that despite US tariffs on Australian
19:15steel and aluminium are unjustified, his government will not retaliate with its own tariffs.
19:24The United States' decision to impose tariffs on Australian steel and aluminium as part
19:30of a global decision are concerning.
19:34It has been foreshadowed that no country, regardless of its relationship with the United
19:40States, has been granted an exemption.
19:43Such a decision by the Trump Administration is entirely unjustified.
19:48This is against the spirit of our two nations' enduring friendship and fundamentally at odds
19:56with the benefits that our economic partnership has delivered over more than 70 years.
20:04Australia has no tariffs on goods from the United States and of course we have a free
20:09trade agreement with the United States.
20:13Tariffs and escalating trade tensions are a form of economic self-harm and a recipe
20:19for slower growth and higher inflation.
20:23They are paid by the consumers.
20:27This is why Australia will not be imposing reciprocal tariffs on the United States.
20:33Such a course of action would only push up prices for Australian consumers and increase
20:39inflation.
20:41We will continue to engage constructively with the United States and to make the case
20:45for Australian trade and the benefits that it gives to people in the United States of America.
21:04The 23rd International Festival of Film Premieres, Spirit of Fire, was held in Russia.
21:09The event, the Colombian film Seed of the Desert, directed by Sebastián Parra, won
21:14second place in the category of Best Debut Film.
21:17The film, which narrates the difficult decision of a couple facing an unexpected pregnancy
21:24and the consequences it brings, was prized for its quality and was in contention for
21:29the Silver Tiger Award, which was finally granted to the film To Kill a Mongolian Horse
21:35by Xiaoshuang Jian, with the participation of films from 14 countries, selected from
21:40more than 500 productions.
21:43This festival has consolidated itself as one of the most important in Russia.
