00:00The President of the Electoral Chamber of the Supreme Court of Venezuela announced that
00:13she has started a technical analysis of all the electoral material consigned related to
00:18the elections of July 28th.
00:24The Israeli army continues to intensify its attacks against the Gaza Strip when the genocide
00:29against the Palestinian population reaches 316 days and over 40,000 people have been
00:35killed.
00:39In Thailand, House of Representatives elected 37-year-old Pyae Thang-Thang Shinawatra as
00:45their new Prime Minister.
00:52Hello and welcome to From the South.
00:54My name is Belén de los Santos.
00:55I'm from Celestor Studios in Havana, Cuba.
00:58To begin with the news, the President of the Electoral Chamber of the Supreme Court of
01:01Venezuela, Caricelia Rodríguez, announced that they have started a technical analysis
01:06of all the electoral material consigned related to the elections of July 28th.
01:11Rodríguez informed that the National Electoral Council has provided all the digital and physical
01:16electoral material for the investigation process.
01:20Likewise, she pointed out that the investigation will be carried out by the best technical
01:24and specialized team until the High Court gathers the necessary evidence to certify
01:29the decision of the Venezuelan people.
01:32In addition, Rodríguez reiterated the commitment of the judiciary to import justice in the
01:36face of a cybernetic coup of the global ultra-right that was denounced by the re-elected President
01:43Nicolás Maduro.
01:54In view of the fact that, by means of Judgment No. 29, dated August 10, 2024, the Magistrate
02:01of this Electoral Chamber will order an expert appraisal of all the electoral material of
02:06evidentiary value consigned in physical or digital form related to the presidential election
02:11process held on July 28, 2024.
02:16This Chamber will make the following considerations.
02:18First, this Electoral Chamber shall proceed to perform in person the supervision and control
02:23of the expertise process of the material
02:41that is in the custody of the National Electoral Council and in the custody of the CNE, the
02:46political organizations and the former candidates, said expertise is in process of execution
02:52by a group of experts in electoral material with the highest technical and scientific,
02:57national and international standards, guaranteeing the highest level of technical and legal excellence,
03:03which shall be performed directly, personally and daily during the entire process.
03:13And various social and political Dominican organizations expressed their solidarity with
03:18Venezuela as that nation is being under attack after the July 28 presidential elections.
03:25On a press briefing, Dominican revolutionaries claimed that the U.S. plans to make a coup
03:30d'etat against the Venezuelan people.
03:32On a press release, they ratified that Venezuela sets the National Electoral Council as the
03:38entity empowered to arbitrate the elections, as well as to give the results, and in compliance
03:43with the Constitutional United Nations Charter, its decisions must be respected by all countries.
03:50They further demanded that the Dominican Republic president, Luis Avinader, stop compromising
03:56the country with meddling actions against other nations and be guided by the Constitution
04:02of the Republic.
04:08The history of humanity knows no country more despotic and terrorist than the United States,
04:13and those who are aligned with the U.S. are the actual dictators and the despots.
04:16Yes, they are the criminal and the terrorist.
04:19This is the truth that is systematically hidden by media dictatorship.
04:24Which countries are encouraging precisely that meeting?
04:27Countries that are puppets, that are lackeys of the U.S.
04:30So those nations have not proven their true sovereignty and self-determination.
04:34Those are the ones that want to impose a meeting of that nature in the Dominican Republic.
04:38Here we say no.
04:40We stay in Venezuela as the National Assembly approved a bill that regulates NGOs' operation
04:46and requires transparency of their funding sources.
04:50Lawmakers say this law fills a legal void in the country.
04:54Our correspondent Leonel Retamal has the details.
04:58After finishing its reading, discussion item by item, parliamentarians approved the legislation
05:03that regulates the operation of non-governmental organizations.
05:07The public consultation over this law started in January 2024, and by this week members
05:12of the National Assembly finally passed it.
05:16Please, raise your hands if you agree on its approval.
05:20Consequently, the law for the audit, regularization, performance and financing of non-governmental
05:26organizations and non-profit social organizations is hereby unanimously passed.
05:31We declare the legislation approved.
05:35NGOs are organizations that work on the public policy, environment, human rights, LGBTQ communities
05:41and other civil society affairs, such as civil foundations and associations.
05:46So far, there has been no legal framework to regulate their operations.
05:51The National Assembly is in tune with an important decision, which is to guarantee that the operating
05:57NGOs in the country comply with the requirements that have been established.
06:02NGOs have to register, they have to transparently show their accounts, where their incomes come
06:06from, where their expenses go and fundamentally NGOs ought to dedicate themselves to the activity
06:11for which they are created.
06:13Parliamentarians underscore that the law does not seek to ban the NGOs' work, but to make
06:17their operations more transparent.
06:21This law was like a pending matter that we had for quite some time, and one watches the
06:25hypocrisy of the institutions and of some countries.
06:28We saw in these days someone from the UN, the rapporteur spoke that Venezuela should
06:33abstain.
06:34But the European Union prohibits, for instance, the use of Russian funds in NGOs, it is banned
06:40by law.
06:41There are nations that have made their legal reforms to review where the funds come from,
06:45that's what we are willing to find out.
06:49Following the latest violent riots, legislators and authorities have denounced the link between
06:53some NGOs and the sponsorship of criminal or terrorist organizations.
06:58No one knows how NGOs operate in other countries when they have some health contingency, some
07:02humanitarian crisis.
07:03We are watching them in Palestine, they are fully identified, they use their ID cards,
07:08they identify their vehicles, they have a humanitarian reason, a social and altruistic
07:12work.
07:13In Venezuela, this does not happen, they all operate under the table.
07:17But why?
07:18Because here, NGOs are directly tied up with the political conspiracy.
07:22Following the latest violent riots, legislators and authorities have denounced the link between
07:26some NGOs and the sponsorship of criminal or terrorist organizations.

07:57Welcome back from the South.
08:09One of Argentina's main worker union, the autonomous CTA, together with other labor
08:14and social organizations announced on Friday that they will intensify their campaign against
08:20a decree of necessity and urgency that was signed by President Javier Millet at the beginning
08:25of his mandate.
08:27Workers emphasized that social groups continue to collect signatures against the governmental
08:31measure with the aim of having it annulled by the Chamber of Deputies and the Supreme
08:35Court.
08:36The decree promoted by Javier Millet modifies and eliminates more than 300 regulations,
08:42among them the laws regarding rent, supply, land, industrial and commercial promotion.
08:52On Friday, the strike at the Chilean mine known as Escondida, the world's largest open-pit
08:57copper mine, entered its fourth day with no agreement between the Chilean workers and
09:02the transnational company BHP.
09:05The union maintains its demand for more rest time, better wages and increasing the amount
09:10of bonuses given to the miners and compensation for those who are fired for all the time they
09:16have worked there.
09:17The union emphasized that the dialogues to resolve the conflict have failed, denouncing
09:23that the company is trying to condition the dialogues on the suspension of the strike,
09:27besides limiting the talks to only two of their demands.
09:31In this context, they added that a salary adjustment of 2% and a health insurance plan
09:36of 100% were considered insufficient.
09:44The delegate of the Government of Colombia for the dialogue table with the National Liberation
09:48Army showed their position regarding the freezing of the process.
09:52Our colleague Hernan Tovara has the details, let's see.
09:58The Colombian government made public the confidential proposal it made to the National Liberation
10:03Army days ago, aimed at paving the way to unfreeze the dialogue table which has been
10:09paralyzed since the end of May.
10:13There is no problem with making the so-called confidential proposal public.
10:17It was proposed to them to make viable the proposal on economic reform that was agreed
10:22with the NLA, which was signed as the first point of agreement, with the country's business
10:27community and the social movement of Colombia to discuss the mechanisms for its implementation.
10:33It seems that they are not interested in the subject.
10:38This provoked the reaction of the opposition sectors in the country which criticized this
10:41proposal.
10:42On the other hand, the members of the dialogue table on the part of the government assured
10:46that the objective is to look for ways to resume the dialogue.
10:52To be able to generate a space in which the social movements, the government and the National
10:59Liberation Army, along with the business community, are present, what is the purpose?
11:05To discuss the transformations contained in an agreement that I invite you to read, as
11:11topics for dialogue, I ask you to read the axis of the economic model contained in agreement
11:19number 28.
11:21Changes can be introduced in this model if there is an agreement in which the businessmen
11:26are willing, the government is willing and the social movement is willing.
11:31Obviously, this possibility can be opened.
11:36The head of the government delegation for the dialogues reiterated her willingness to
11:39engage in conversations.
11:44The NLA has the possibility and the responsibility now to say how we continue, that is, we always
11:51have the disposition.
11:52At no time, and we are not going to do it, we have a clear conduct that we do not break
11:58the dialogues.
12:00We consider that the only valid mechanism to move forward with a peaceful process that
12:04is a table, a table of dialogues.
12:11The NLA assures that the government has failed to comply with the agreements, among them
12:16the demand to be removed from the list of organized armed groups, as well as the collusion
12:21between some military and paramilitary groups in several regions.
12:25Analysts expressed their concern about this scenario, but consider it positive that the
12:30NLA maintains the unilateral ceasefire.
12:33We applaud, of course, the announcement by the National Liberation Army to maintain the
12:42ceasefire unilaterally.
12:44We are very concerned that at a given moment the talks have been truncated again, and that
12:50once again the talks are entering a liturgy, and perhaps also because it is not very conducive
12:57to a process of trust that at a given moment there are secret talks behind the nation's
13:03back, as it is said to have been held some day with the National Liberation Army.
13:09A prompt response is expected from the National Liberation Army to restart the dialogue process.
13:16We now move on to other topics.
13:34In Puerto Rico, at least 900,000 people are without electric service after the passage
13:39of Hurricane Ernesto.
13:41On Thursday, the Emergency Operations Center of Puerto Rico, LUMA, activated its restoration
13:46process to address the impact of Tropical Storm Ernesto, which became a hurricane.
13:51According to Morning Report, LUMA Energy detailed that slightly more than 470,000 customers
13:58or subscribers were without electric service, which represents 31.9% of the total users.
14:06The company's president and chief executive officer, Juan Saca, said that LUMA has been
14:11working around the clock to assess the damage, re-energize the affected portions of the power
14:17grid, and restore power to all affected users.
14:24The power outage left us in the dark for over 24 hours even before the storm.
14:28I have elderly people and others who are bedridden.
14:30I don't know how much longer the blackout will be.
14:33We can't stand it.
14:35We have a second short break coming up, but before we invite you to visit our YouTube
14:39channel at TELUS for English.

15:35Welcome back from the south.
15:37The Israeli army continues to intensify its attacks against the Gaza Strip when the genocide
15:42against the Palestinian population reaches 316 days and more than 40,000 people have
15:49been killed.
15:50In this regard, the Ministry of Health in Gaza informed on Thursday that seven people
15:54were martyred and several were wounded after an Israeli bombardment of a residential building
15:59in Javalia, in the north of the Gaza Strip.
16:02In the meantime, they also noted that another attack claimed the lives of five civilians
16:08and injured eight in the al-Darash area.
16:12In this way, the Israeli occupation forces continue their aggression against the Gaza
16:16Strip by land, sea and air since October of last year, despite the international community
16:22call for an immediate ceasefire.
16:29The Israeli occupation forces continue to commit genocide and massacres against the
16:34Palestinian people.
16:35Several floors in this building, which the al-Ahmad family owns, were targeted.
16:39I know this family well, they are civilians and innocent.
16:42A large number of people were killed, including children, women and seniors.
16:49And in this context, the victims also reflected on the hypocrisy of the Israeli regime that
16:54attends negotiation talks in Qatar while continuing to massacre civilians.
17:01We came to the place and found hanging bodies and limbs on the ground.
17:05We couldn't assist them because of the severity of the scene.
17:08We were really terrified.
17:09We wonder how we are negotiating in Doha.
17:12And why did Israeli PM Netanyahu send a delegation to the talks while we are being killed here?
17:16The fighting should at least stop during the negotiations.
17:20And on Friday in Palestine, dozens of Israeli settlers stormed into the village of Jit in
17:25the occupied West Bank.
17:27In this sense, local authorities said that the extremists shot dead one young man and
17:32seriously wounded another, in addition to setting fire to houses and vehicles.
17:37In this regard, they identified a fatality as Rashid Mahmoud Seda of 23 years old, while
17:43another young Palestinian was taken to the hospital with chest wounds.
17:47On the other hand, Israeli media reported that about 50 settlers, some of them hooded,
17:53entered the village where they fired shots through stones and molotov cocktails.
17:57It is worth noting that more than 700,000 Israeli settlers live in the occupied West
18:03Bank and use violence on a daily basis to harass the Palestinian population.
18:12And we stay in Palestine as the demonstration took place in the city of Ramallah in support
18:18of the Gaza Strip population and to condemn the crimes of the Israeli occupation army.
18:23In this regard, on Thursday, hundreds of protesters took to the streets to demand an end to the
18:28genocide in Gaza, which has killed over 40,000 people.
18:32During the demonstration, participants raised Palestinian flags and chanted slogans in support
18:38of the resistance.
18:39Those present also denounced the silence and complicity of some international governments
18:44concerning the massacres committed by the Taliban regime.
18:59And in this context, on Thursday, during his speech in front of the Great Assembly in Turkey,
19:05the President of the Palestinian National Authority, Mahmoud Abbas, announced his decision
19:09to go to Gaza with all the Palestinian leaders.
19:12At the event held in Ankara, Abbas also called for the international support to ensure his
19:18safe arrival in Gaza.
19:20The President also urged world leaders and the Secretary General of the United Nations,
19:25Antonio Guterres, to visit the besieged territory whose death toll has risen to over 40,000
19:32after October 7th, 2023.
19:41I announce before you, before the entire world, and our Palestinian people, since we are left
19:50with no other solutions, that I have decided to go to the Gaza Strip with all members of
19:59the Palestinian leadership.
20:08In other news on Thursday, authorities in the Democratic Republic of the Congo reported
20:13548 deaths due to the outbreak of the infectious disease known as Mpox virus.
20:19In the sense, Minister Samuel Roger Kamba added that in addition to the death toll,
20:24the country has also registered a total of 15,664 potential cases so far in 2024.
20:33For his part, Kamba also indicated that the virus is affecting most of the provinces of
20:38the nation that has 2.3 million square kilometers and a population of 96 million.
20:45In this regard, also on Thursday, the World Health Organization declared the Mpox virus
20:49an international public health emergency that it's the highest level of alert.
20:54It must be emphasized that the current epidemic in the Democratic Republic of the Congo has
20:59a mortality rate estimated at 3.6%.
21:09And on Friday, Thailand House of Representatives elected a new Prime Minister.
21:13Petong Tan Srinavatra, daughter of the former President and influential politician Thaksin,
21:19won 319 votes of the 493 deputies in the current chamber and is the second woman to become
21:26the country's Prime Minister.
21:28At 37, she was one of the new faces of her party during the 2023 election campaign and
21:34is now the youngest to hold the post.
21:37The decision comes on the heels of the dismissal two days ago of Shireta Thaksin, who according
21:43to a court violated the code of ethics established in the constitution.
22:13And on Friday, the Chinese spokesperson of the Ministry of Defense, Zhang Yonggang, denounced
22:22the U.S. and Japan warlike stances, warning that they are raising regional tensions.
22:27Earlier, the U.S. stated that China posed a military global threat.
22:32And thus, Yonggang described the allegation as an excuse to stir up conflicts in Asia.
22:38He charged the U.S. with posing the largest global menace for the ongoing biggest nuclear
22:44arsenal.
22:45Likewise, the spokesperson reaffirmed its nation's sovereignty over the islands of
22:52the Sea of the Southern China and its surrounding waters and warned against any attempt of trespassing
22:59this space.
23:04And like this, we have come to the end of this news brief.
