00:00Are you better off today than during the time of my predecessor?

00:04The bellwether question every sitting local official seeking re-election

00:09should pose to himself or herself or the public to disturb their trust and confidence

00:14for one more shot at leadership.

00:17According to the President in his address to the annual League of Municipalities of the Philippines Convention earlier today,

00:24R. Pizel Pardilla has the full report.

00:28President Ferdinand R. Marcos, Jr. emphasized the intensity of local elections,

00:33particularly at the barangay level.

00:36President Marcos, Jr. said during the League of Municipalities of the Philippines General Assembly in Pasay City,

00:42The hottest election is being fought by the local government.

00:48As a matter of fact, I think, maybe you agree with me, you are mayors, you can see this,

00:54the hottest election is the barangay.

00:57That's the hottest, because everyone knows each other, everyone knows each other.

01:01That's why it's personal.

01:04With the campaign period for provincial, city, and barangay candidates is set to begin on March 28,

01:10the President reminded officials of their purpose in public service.

01:15In the heat of the campaign, in the heat of the election,

01:20let's not forget that we are here, we entered the public service to help the people.

01:31More than 1,600 city and municipal mayoralty posts are up for grabs in the upcoming midterm elections.

01:39As officials near the end of their terms, the President posed a crucial question.

01:45One question is important.

01:48Is the life of Filipinos more miserable because of what we have done?

01:53If the answer is yes, we know that we have fulfilled our duty.

01:58He encouraged leaders to always carry the same dedication regardless of their next actions.

02:04And whatever path you choose after this, whether you seek another mandate or move on to a new chapter in your lives,

02:12I trust that you will embrace the same grit, passion, and commitment to service.

02:18The President assured continued assistance to local governments to improve public service delivery,

02:24highlighting key programs such as the Electronic Business One-Stop Shop, or EBOS.

02:30Last year, 113 local government units fully complied with EBOS requirements,

02:36while 1,200 have begun automating their transactions.

02:40The government has also rolled out a modernized electronic procurement system,

02:44making transactions more transparent and efficient while curbing corruption.

02:50We need to use the best technology to provide the best service to the people.

03:00This will help us to be faster, more efficient, and more accountable in all our actions for the people.
