Cloudy skies with scattered rains are expected over parts of Luzon and Visayas on Thursday, Jan. 30, according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA).

00:00At present, the effect of the shear line continues here in the northern part of Southern Luzon as well as in Cabizayaan.
00:08And if we can see here in our latest satellite images, there are clusters of clouds that we can see mostly here in the eastern sections of our country.
00:17So there is a part of the Bicol region as well as in the provinces of Mimaropa, Quezon, as well as Eastern Visayas.
00:25That is why the weather will be rainy due to the effect of the shear line or the cold and hot wind.
00:32And here in the eastern sections of Mindanao, there in Caraga and also in Davao region, the weather will be rainy as well.
00:40That is due to the effect of the east release or the hot wind coming from the Pacific Ocean.
00:46In the area of Luzon, there is a continuous effect of the northeast monsoon or cold wind.
00:51And this will be followed by light or moderate rains mostly in the eastern sections of Luzon area.

01:28in the northern part of Visayas and Mindanao, as well as here in the area of Palawan.
01:35As of now, we have not monitored any low-pressure area or thunderstorms inside and outside of our Philippine area of responsibility.
01:41And in the coming days, particularly this coming weekend,
01:45the effect of this shear line and the northeast monsoon will slowly weaken.
01:50So it is possible that when Saturday comes, we will experience a hot weather in a large part of our country.
01:58We expect that the weather will be good today here in the Luzon area due to the effect of the northeast monsoon
02:04as well as the shear line.
02:06Here in the eastern sections of Luzon, we will experience rains.
02:10Due to the effect of the monsoon, we expect light to moderate rains today
02:16in parts of Cagayan Valley, Cordillera Administrative Region, as well as in Aurora.
02:22And because of the shear line, scattered rains and thunderstorms are possible in Quezon, Laguna,
02:29as well as in Bicol Region and the provinces in the Mimaropa area.
02:34Over the western sections of Luzon, in Ilocos Region, in the deep part of Central Luzon,
02:40here in Metro Manila, as well as in the deep part of Calabar Zone and Mimaropa,
02:46we will experience partly cloudy to cloudy skies.
02:50And if there are rains, it will only be light rainfall or light rains.
02:57As for our temperature forecast in the neighboring cities here in Luzon,
03:01inside, it will play from 19 to 30 degrees Celsius.
03:05The weather in Tuguegarao will be cold from 19 to 25 degrees Celsius.

05:19in Batanes, in Cagayan with the Babuyan Islands, there in Isabela, Aurora, Northern Quezon,
05:26as well as the northern and eastern coasts of the Polilio Islands,
05:30in the northern coasts of Camarines Sur, in Catanduanes,
05:33eastern coasts of Albay, Sorsogon, northern and eastern coasts of Northern Samar,
05:38as well as the eastern coasts of Eastern Samar.
05:41So the area that is highlighted in red is the area that we expect to be flooded
05:45up to the very flooded ocean.
05:47Flooding can reach up to 5.0 meters.
05:53So it is very dangerous, especially for our countrymen who have small ocean vehicles.
