00:11On top of our breaking stories tonight, the President's Directive to Up the Amount of

00:16Service Recognition Incentive or SRI to Public School Teachers has the Department of Budget

00:21and Management's full support.

00:23In a statement earlier today, Budget Chief Amena Pangandaman has ordered a review of

00:28appropriate financial resources and measures to speed up the President's wishes and directive

00:33amidst the observance and guidance of fiscal responsibilities and government's financial

00:38limitations.

00:39Yesterday, the President instructed the Department and DepEd to raise the amount of Strategic

00:44Resource Initiative Public School Teachers for this year in recognition of their sacrifices

00:50for their pupils.

00:51A Php 2,000 upgrade from Php 18,000 to Php 20,000 is sought for over a million DepEd

00:58teachers and personnel as per the President's wish for a raise in the SRIs this year.

01:03The SRI is an annual cash incentive granted to government workers in recognition of their

01:08commitment and quality performance of their public service duties.

01:14When the HTS rebels led by Abu Muhammad Al-Jolani took over the Damascus over the weekend, Syrian

01:20strongman and dictator al-Bashar Assad and his family fled and then later surfaced in

01:26Moscow where he and his family were granted asylum.

01:29With Assad gone, the Kremlin has lost its foothold and influence in the Middle East

01:33and may take a while before getting back its mojo and spreading its influence in the region

01:38as VOA's Elizabeth Chernaff narrates in this report.

01:43The flag of the Syrian opposition was raised at the Syrian embassy in Moscow on Monday.

01:50A sign that Russia has lost a key ally in the Middle East and must now rethink its strategy

01:55and alliances in the region.

01:58Kremlin granted asylum to the ousted Syrian leader and his family in Moscow and called

02:03for an emergency meeting of the United Nations Security Council to discuss the matter.

02:08For Moscow, Assad's downfall is a serious blow.

02:11Moscow's intervention in Syria was a way of showing it was a global power and that it

02:15had an ability to influence things outside of its immediate neighborhood.

02:20So I think in terms of the kind of geopolitical implications, it shows that Russia is less

02:25powerful than it might want to project to the rest of the world.

02:29Moscow entered the Syrian war to support Assad in 2015, investing resources in the lives

02:35of Russian soldiers, which could now come to nothing.

02:39Analysts say it is others who stand to reap the benefits of Assad's downfall.

02:43After Syria's 13 year civil war.

02:46The big winner here is Turkey.

02:48Erdogan is thrilled, I think, that Trump has suggested he's going to remove American service

02:54members from Syria.

02:56Turkey's influence becomes more critical in that country.

03:01So Erdogan and Turkey, their stock rises while Russia's stock decreases here.

03:08Kremlin officials say they are in contact with the new authorities, suggesting Moscow

03:12wants to reach some agreement to maintain its presence in Syria.

03:16But the role Moscow had in Assad's repression of Syria's people may be a memory difficult

03:22to erase.

03:23We saw Russia bombing hospitals, bombing schools, supporting Assad drop barrel bombs on the

03:31population, supporting Assad when he used chemical weapons.

03:36So I don't think any incoming government, whatever the composition is, whether it's

03:41HTS, whether it involves the Kurds, whatever, you know, whichever groups it includes, they

03:47cannot just suddenly forget the brutality that Russia inflicted upon the civilian population.

03:54The rapid fall of the government was for many unimaginable a month ago, destroying a power

04:00structure that some people until recently thought was here to stay and creating a new

04:05landscape that for now is unclear.

04:32We are here to talk about the preventive suspension of Abra Governor Dominic Valera,

04:38who was found guilty in the Local Government Code of 1991.

04:45In service of the ALGK Assistant Regional Director, Roperto Maribay, the Police Lieutenant

04:51Colonel Elmer Ragay, the suspension order of the Governor of Abra Capital, Kalman.

04:57The decision was made against Valera, the son of Vice Governor Maria Jocelyn Valera

05:03Bernos.

05:04The complaint was made by Febes Alzate-Palcon, the wife of Bukay Councilor Juan Palcon,

05:10who died of illness in 2023.

05:13Other than the complaint made by Valera, the son of the Local Government Code, it is not

05:18known who is responsible for the death of the Councilor.

05:21It is not known who is responsible for the official death of the Councilor.

05:25According to Palcon, he was endorsed by the National Unity Party, the Councilor of San

05:31Analfaz and Termino de Asawana.

05:33The complaint was made by the Deputy Executive Secretary for Legal Affairs of the Office

05:38of the President, the Argumento de Palcon, and the Party of Pimuseg, the official of

05:43the decision on the death of the Councilor.

05:51This is the latest good news for the people of Benguet.

05:54The province of Benguet is now the First Class Province and there is a classification

06:01in the Department of Finance.

06:05The Second Class Province is included in the First Class Province of Benguet.

06:09Benguet has an average annual regular income of at least Php 1.5 billion.

06:15Benguet is currently in the middle of the D.O.F.

06:20There is a second year-on-year growth of locally sourced revenues for 2020-2021.

06:28In 2022, Benguet will be included in the Top Performing Province of the Cordillera Administrative

06:34Region for the highest locally sourced revenues category.

06:38President Ferdinand R. Marcos, Jr. has not yet signed the Automatic Income Classification

06:44of Local Government Units Act to ensure local autonomy and development.

06:50Benguet Governor Melchor de Clas continues to monitor the province to ensure that Benguet

06:57benefits from the Healthier Benguet Agenda.
